The Patronage Relation between Local Politicians and Monks in the Area of Muang District, Khon Kaen Province

Abstract

The purposes of this research were: 1.To study the characteristics of patronage relationship between local politicians and monks in Mueang Khon Kaen District, Khon Kaen Province. 2.To study the effects of patronage relationship between local politicians and monks in Mueang Khon Kaen District, Khon Kaen Province. This study is qualitative research. Data were collected through in-depth interviews with 18 respondents using a purposive sampling. The research used a semi-structured interview and descriptive data analysis. The results showed that: 1.The characteristics of patronage relationship between local politicians and monks in Mueang Khon Kaen District, Khon Kaen Province had 2 characteristics as follows: 1)Reciprocality is a kind of that relationship. The politicians patronize monks in the form of donating money, giving material objects, and hosting philanthropic activities. Monks will reward politicians by convincing people to choose the politicians they support. 2)The exchange and ad hoc benefits is a temporary relationship that the two parties jointly create only for a short time to exchange for benefits through religious merit-making activities, national important day activities, and local projects. 2.The effects caused by the patronage relationship between local politicians and monks in Mueang Khon Kaen District, Khon Kaen Province are as follows. 1)The positive effect on monks is that monks have more channels to contact for help from their patrons. Temples and communities receive budget support. 2)The positive effect on politicians is that they gain more political popularity. 3)The negative effect on monks is that monks are not politically neutral, resulting in people who disagree with monks, and have less faith in monks. 4)The negative effect on the politicians is that it makes people who are faithful to unsupported monks dislike the politicians, resulting in a decrease of their political popularity. Recommendations from this research include: 1)The suggestion to monks is that monks must be aware of their roles and duties and politically savvy in order to use the information to preach and educate the public on the various methods of politicians exploiting their interests from the people's faith in Buddhism as information for the people to consider selecting good politicians to work. Monks should advise the politicians to apply the principles of local administration. In addition, the monks should not take sides to support either side in order to reduce the conflict and prevent the people from criticizing and being disgusted with monks and Buddhism. 2)The suggestion to the politicians is that politicians must act with sincerity and provide patronage for the common good that will happen to society. Politicians should be mindful of their moral integrity, not for the purpose of political gain. Even if they did not expect political results, they would get the consequence of receiving votes from the people because people would perceive themselves from their contributions to society.

งานวิจัยนี้มีวัตถุประสงค์ 1.เพื่อศึกษาลักษณะความสัมพันธ์เชิงอุปถัมภ์ระหว่างนักการเมืองท้องถิ่นกับพระสงฆ์ในพื้นที่อำเภอเมืองขอนแก่น จังหวัดขอนแก่น 2.เพื่อศึกษาผลกระทบที่เกิดจากความสัมพันธ์เชิงอุปถัมภ์ระหว่างนักการเมืองท้องถิ่นกับพระสงฆ์ในพื้นที่อำเภอเมืองขอนแก่น จังหวัดขอนแก่น เป็นการวิจัยเชิงคุณภาพ เก็บข้อมูลด้วยวิธีการสัมภาษณ์เชิงลึกกับผู้ให้ข้อมูลจำนวน 18 รูป/คน ใช้วิธีการเจาะจงตัว โดยมีแบบสัมภาษณ์แบบกึ่งโครงสร้างและวิเคราะห์ข้อมูลเชิงพรรณนา ผลการวิจัยพบว่า 1. ลักษณะความสัมพันธ์เชิงอุปถัมภ์ระหว่างนักการเมืองท้องถิ่นกับพระสงฆ์ในพื้นที่อำเภอเมืองขอนแก่น จังหวัดขอนแก่น มี 2 ลักษณะ ดังนี้ 1)ลักษณะต่างตอบแทน เป็นความสัมพันธ์ที่ใช้แลกเปลี่ยนและให้ผลประโยชน์เป็นการต่างตอบแทน โดยที่นักการเมืองจะเป็นผู้ให้ความอุปถัมภ์พระสงฆ์ในรูปของการบริจาคเงิน วัตถุสิ่งของ ร่วมเป็นเจ้าภาพกิจกรรมงานบุญ ส่วนพระสงฆ์จะตอบแทนนักการเมือง ด้วยการโน้มน้าวให้ประชาชนตัดสินใจเลือกนักการเมืองที่ตนเองให้การสนับสนุน 2)ลักษณะแลกเปลี่ยนให้ผลประโยชน์เฉพาะกิจ เป็นความสัมพันธ์ที่เกิดขึ้นเฉพาะกิจที่ทั้งสองฝ่ายร่วมกันสร้างขึ้นเพียงชั่วครั้งชั่วคราว เพื่อใช้แลกเปลี่ยนให้ผลประโยชน์ผ่านกิจกรรมงานบุญประเพณีทางศาสนา กิจกรรมวันสำคัญของชาติ และโครงการของทางท้องถิ่น 2.ผลกระทบที่เกิดจากความสัมพันธ์เชิงอุปถัมภ์ระหว่างนักการเมืองท้องถิ่นกับพระสงฆ์ในพื้นที่อำเภอเมืองขอนแก่น จังหวัดขอนแก่น มีดังนี้ 1)ผลบวกต่อพระสงฆ์ ทำให้พระสงฆ์มีช่องทางในการติดต่อขอความช่วยเหลืออุปถัมภ์เพิ่มขึ้น วัดและชุมชนได้รับการสนับสนุนงบประมาณ 2)ผลบวกต่อนักการเมือง ได้รับคะแนนนิยมในทางการเมืองเพิ่มขึ้น 3)ผลลบต่อพระสงฆ์ ทำให้พระสงฆ์มีจิตใจเอนเอียงไม่วางตัวเป็นกลางทางการเมือง ส่งผลให้ประชาชนที่ไม่เห็นด้วยติเตียน และมีความศรัทธาต่อพระสงฆ์ลดลง 4)ผลลบต่อนักการเมือง ทำให้ประชาชนที่ศรัทธาต่อพระสงฆ์ที่ไม่ได้รับการอุปถัมภ์รู้สึกไม่ชอบ ส่งผลทำให้คะแนนนิยมในทางการเมืองลดลง ข้อเสนอแนะจากการวิจัยครั้งนี้ 1)ข้อเสนอแนะต่อพระสงฆ์ พระสงฆ์ต้องพึงตระหนักในบทบาทและหน้าที่ของตน ต้องรู้เท่าทันทางการเมือง เพื่อจะได้นำข้อมูลไปเทศนาสั่งสอนให้ประชาชนได้รู้เท่าทันถึงวิธีการต่างๆของนักการเมืองที่เข้ามาแสวงหาผลประโยชน์จากความศรัทธาที่ประชาชนมีต่อพระพุทธศาสนา เพื่อเป็นข้อมูลให้ประชาชนใช้สำหรับพิจารณาคัดเลือกนักการเมืองที่ดีเข้ามาทำงาน และควรแนะนำให้นักการเมืองได้นำหลักธรรมไปใช้ในการบริหารท้องถิ่น อีกทั้งพระสงฆ์ไม่ควรเลือกข้างสนับสนุนฝ่ายใดฝ่ายหนึ่ง เพื่อเป็นการลดความขัดแย้งมิให้ประชาชน ติเตือน เบื่อหน่าย ต่อพระสงฆ์และพระพุทธศาสนา 2)ข้อเสนอแนะต่อนักการเมือง นักการเมืองต้องกระทำด้วยความบริสุทธิ์ใจ ให้ความช่วยเหลืออุปถัมภ์ เพื่อประโยชน์ส่วนรวมที่จะเกิดขึ้นต่อสังคม โดยให้คำนึงถึงความถูกต้องตามหลักศีลธรรมมิให้เป็นไปเพื่อมุ่งหวังผลประโยชน์ในทางการเมือง แม้ไม่ได้หวังผลทางการเมืองก็ย่อมได้รับผลที่ตามมาคือการได้รับคะแนนเสียงจากประชาชน เนื่องจากประชาชนย่อมรับรู้ได้เองจากผลงานที่ได้กระทำต่อสังคม
