Community Management According to the Sufficiency Economy Concept of Ban Phon-Had Community Dong Khrang Noi Sub-District Kaset Wisai District Roi-Et Province

Abstract

This is the research on Community management according to the sufficiency economy concept of Ban Phon-Had community, Dong Khrang Noi Sub-District, Kaset Wisai District Roi Et Province. The objective is to study life under the concept of the Sufficiency Economy of Ban Phon-Had community, Dong Khrang Noi Sub-District, Kaset Wisai District Roi-Et Province in order to study the community management according to the concept of sufficiency economy of Ban Phon-Had community, Dong Khrang Noi Sub-District, Kaset Wisai District Roi-Et Province. Also to study the factors that make the community management according to the concept of sufficiency economy of Ban Phon-Had community, Dong Khrang Noi Sub-District, Kaset Wisai District Roi-Et Province successfully. The research tools were 1 set of semi-structured interviews. The interviewees were divided into 3 groups of 13 people, consisting of (1) 4 community leaders, (2) 5 people, and (3) 4 district government officials. The data obtained from interviews with the researchers were categorized, analyzed, and presented in a form of descriptive.

The results of the study showed that:

1. The results of this study on how to live under the Sufficiency Economy concept of Ban Phon-Had community, Dong Khrang Noi Sub-District, Kaset Wisai District Roi-Et Province can be summarized as follows. First, modesty such as living with simplicity, no extravagance, not creating debts, reducing expenses, increasing income trough for families. Second, the aspects of being rational include living with consciousness, being rational, and listening to each other's problems. Also, to help solve problems logically and have good immunity, including knowing how to cope with changes in the family and community by living with thoughtfulness. Not only that but also to live by adhering to moral, ethical and being a good person living in the society happily.

2. The results of this study on how to manage the community under the Sufficiency Economy concept of Ban Phon-Had community, Dong Khrang Noi Sub-District, Kaset Wisai District Roi-Et Province can be summarized as follows. Firstly, in terms of planning aspects include creating a community development plan to use in the planning process. Also, a plan of being a leader and creating a systematic work plan for the community. Secondly, in terms of coordination and execution which include a coordination between the community and the agencies in doing various activities where everyone is cooperating very well. Lastly, in terms of control, including the control of the leaders and various agencies to control and supervise the community. As well as, training and transferring knowledge to the community and make the community become standardardized and strong.

3. The results of this study on how to manage the community under the Sufficiency Economy concept of Ban Phon-Had community, Dong Khrang Noi Sub-District, Kaset Wisai District Roi-Et Province is successful because of two factors. The first one is the internal factor which is in terms of human resources. The community has strong leaders. There are strong personnel in the community, love, and unity. Everyone cooperates with each other to develop the community. Second, in terms of budget, there is budget support from various agencies. There is accounting of income and expenditure of the acquired budget. The community has allocated budgets to different groups to be used in doing activities for the community to be successful. Third, in terms of process, the community has a systematic and step-by-step management process. It is well-planned which can avoid any mistakes. Fourth, in terms of resources, the community has many resources including a large area and big swamp for cultivating and farming. There is also a learning center in the community. For the external factors would be in terms of society. Communities are always dependent on other communities and are always ready to cope with social change, so there will be no effect on the family and community. Next is in terms of economics, the community is ready to cope with economic changes in order not to affect the community as there are changes in the economy. Lastly, political and advocacy, there are various departments and agencies that have come to support the community. Whether it is on the budget side or send scholars to provide training to the villagers.

งานวิจัยเรื่อง การจัดการชุมชนตามแนวคิดเศรษฐกิจพอเพียงของชุมชนบ้านโพนฮาด ตำบลดงครั่งน้อย อำเภอเกษตรวิสัย จังหวัดร้อยเอ็ด มีวัตถุประสงค์เพื่อศึกษาการดำเนินชีวิตตามแนวคิดเศรษฐกิจพอเพียงของชุมชนบ้านโพนฮาด ตำบลดงครั่งน้อย อำเภอเกษตรวิสัย จังหวัดร้อยเอ็ด เพื่อศึกษาการจัดการชุมชนตามแนวคิดเศรษฐกิจพอเพียงของชุมชนบ้านโพนฮาด ตำบลดงครั่งน้อย อำเภอเกษตรวิสัย จังหวัดร้อยเอ็ด และเพื่อศึกษาปัจจัยที่ทำให้การจัดการชุมชนตามแนวคิดเศรษฐกิจพอเพียงของชุมชนบ้านโพนฮาด ตำบลดงครั่งน้อย อำเภอเกษตรวิสัย จังหวัดร้อยเอ็ด ประสบความสำเร็จ เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์แบบกึ่งโครงสร้าง จำนวน 1 ชุด ผู้ให้สัมภาษณ์ แบ่งออกเป็น 3 กลุ่ม จำนวน 13 คน ประกอบด้วย (1) ผู้นำชุมชน จำนวน 4 คน (2) ประชาชน จำนวน 5 คน และ (3) เจ้าหน้าที่หน่วยงานภาครัฐ จำนวน 4 คน ข้อมูลที่ได้จากการสัมภาษณ์ผู้วิจัยนำมาจัดหมวดหมู่ วิเคราะห์ และนำเสนอในเชิงบรรยาย

ผลการศึกษาพบว่า

1. ผลการศึกษาเกี่ยวกับการดำเนินชีวิตตามแนวคิดเศรษฐกิจพอเพียงของชุมชนบ้านโพนฮาด ตำบลดงครั่งน้อย อำเภอเกษตรวิสัย จังหวัดร้อยเอ็ด สามารถสรุปผลการศึกษาได้ดังนี้ ด้านความพอประมาณ ได้แก่ ดำเนินชีวิตด้วยความเรียบง่าย ไม่ฟุ่มเฟือย ไม่สร้างหนี้สิน ลดรายจ่าย เพิ่มรางรายได้ให้กับครอบครัว ประหยัด อดออม ด้านความมีเหตุผล ได้แก่ ดำเนินชีวิตด้วยความมีสติ มีเหตุผล รับฟังปัญหาของกันและกัน และช่วยกันแก้ไขปัญหาอย่างมีเหตุผล และด้านมีภูมิคุ้มกันที่ดี ได้แก่ รู้จักรับมือต่อการเปลี่ยนแปลงต่างๆ ในครอบครัวและชุมชน ดำเนินชีวิตด้วยความรอบคอบ โดยยึดหลักคุณธรรม จริยธรรม และเป็นคนดีดำรงตนอยู่ในสังคมอย่างมีความสุข

2. ผลการศึกษาเกี่ยวกับการจัดการชุมชนตามแนวคิดเศรษฐกิจพอเพียงของชุมชนบ้านโพนฮาด ตำบลดงครั่งน้อย อำเภอเกษตรวิสัย จังหวัดร้อยเอ็ด สามารถสรุปได้ดังนี้ ด้านการวางแผน ได้แก่ มีการสร้างแผนพัฒนาชุมชนเพื่อใช้ในการวางแผน มีการวางแผนของผู้นำ ชุมชนมีการวางแผนการทำงานอย่างเป็นระบบ ด้านการประสานงานและการดำเนินการ ได้แก่ มีการประสานงานกันระหว่างชุมชนและหน่วยงานในการทำกิจกรรมต่างๆ ทุกคนต่างให้ความร่วมมือเป็นอย่างดี และด้านการควบคุม ได้แก่ มีการควบคุมการทำงานของผู้นำและหน่วยงานต่างๆ ก็เข้ามาควบคุมกับดูแลชุมชน เข้ามาอบรมถ่ายทอดความรู้สู่ชุมชน ทำให้ชุมชนมีมาตรฐานและเป็นชุมชนที่เข้มแข็ง

3. ผลการศึกษาเกี่ยวกับปัจจัยที่ทำให้การจัดการชุมชนตามแนวคิดเศรษฐกิจพอเพียงของชุมชนบ้านโพนฮาด ตำบลดงครั่งน้อย อำเภอเกษตรวิสัย จังหวัดร้อยเอ็ด ประสบความสำเร็จ ซึ่งมี 2 ปัจจัย คือ ปัจจัยภายใน ได้แก่ ด้านบุคลากร ชุมชนมีผู้นำที่เข้มแข็ง มีบุคลากรในชุมชนที่เข้มแข็ง มีความรักสามัคคีซึ่งกันและกัน และทุกคนให้ความร่วมมือกันพัฒนาชุมชน ด้านงบประมาณ มีการสนับสนุนงบประมาณจากหน่วยงานต่างๆ มีการทำบัญชีรายรับรายจ่ายของงบประมาณที่ได้มา ชุมชนมีการจัดสรรงบประมาณให้กับกลุ่มต่างๆ เพื่อใช้ในการทำกิจกรรมให้ชุมชนประสบความสำเร็จ ด้านกระบวนการ ชุมชนมีกระบวนการบริหารจัดการที่เป็นระบบเป็นขั้นเป็นตอน มีการวางแผนการทำงานเป็นอย่างดี เพื่อไม่ให้เกิดข้อผิดพลาดในการทำงาน และด้านทรัพยากร ชุมชนมีทรัพยากรมากมาย มีพื้นที่ขนาดใหญ่ มีหนองน้ำขนาดใหญ่ เพื่อใช้ในการเพาะปลูกทำการเกษตร และมีศูนย์เรียนรู้ในชุมชน ในส่วนของปัจจัยภายนอก ได้แก่ ด้านสังคม ชุมชนมีการพึ่งพาอาศัยชุมชนอื่นๆ พร้อมรับมือต่อการเปลี่ยนแปลงทางสังคมอยู่ตลอด เพื่อไม่ให้เกิดผลกระทบต่อครอบครัวและชุมชน และด้านเศรษฐกิจ พร้อมรับมือต่อการเปลี่ยนแปลงทางเศรษฐกิจ เพื่อไม่ให้ชุมชนเกิดผลกระทบต่อการเปลี่ยนแปลงทางเศรษฐกิจ และด้านการเมืองและการสนับสนุน มีหน่วยงานต่างๆ มีหน่วยงานเข้ามาให้การสนับสนุนชุมชน ไม่ว่าจะเป็นด้านงบประมาณ หรือส่งนักวิชาการเข้ามาอบรมให้ความรู้ต่างๆ ให้กับชาวบ้าน
