The Impact of Road Construction on People in The Construction Area : A Case Study The National Highway No.227, Kalasin Province - Sahatsakhan District

Abstract

The objective were to study and compare the Impact of road construction on people in the construction area : A case study of the National Highway No. 227, Kalasin Province – Sahatsakhan District. The 385 samples of Citizens and commuters on the route of the National Highway No. 227, Kalasin Province – Sahatsakhan District. The 5 rating scale questionnaires and structured interviews are used in this research. Item discrimination powers ranging from 0.40 to 0.82 and the reliability of 0.96. The statistics used for data analysis are frequency, percentage, mean, standard deviation t-test and F-test. The results of the study are as follows.

1. The people showed opinions about the Impact of road construction on people in the construction area : A case study of the National Highway No. 227, Kalasin Province – Sahatsakhan District at a Medium level by each aspect in the medium The sort mean from high to low is the environment aspect, Economic aspects, and the social aspect.

2. The people with differences in gender, age, education level and Main occupation did not show different opinions about the Impact of road construction on people in the construction area : A case study of the National Highway No. 227, Kalasin Province – Sahatsakhan District. However, the people with differences in length of time living in the locality different opinions involving the Impact of road construction on people in the construction area : A case study of the National Highway No. 227, Kalasin Province – Sahatsakhan District at the .05 level of significance.

3. การศึกษา เรื่อง ผลกระทบจากการดำเนินการก่อสร้างถนนต่อประชาชนในพื้นที่ก่อสร้าง : กรณีศึกษาในทางหลวงแผ่นดิน หมายเลข 227 ตอน กาฬสินธุ์ – อำเภอสหัสขันธ์ มีความมุ่งหมายเพื่อศึกษาและเปรียบเทียบผลกระทบจากการดำเนินการก่อสร้างถนนต่อประชาชนในพื้นที่ก่อสร้าง : กรณีศึกษาในทางหลวงแผ่นดิน หมายเลข 227 ตอน กาฬสินธุ์ – อำเภอสหัสขันธ์ โดยศึกษาความคิดเห็นจากประชาชนในพื้นที่ จำนวน 385 คน ซึ่งใช้วิธีการสุ่มแบบไม่ทราบประชากรที่แน่นอน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถามชนิดมาตราส่วนประมาณค่า 5 ระดับ จำนวน 28 ข้อ มีค่าอำนาจจำแนกตั้งแต่ .40 ถึง .82 และค่าความเชื่อมั่นทั้งฉบับเท่ากับ .96 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และทดสอบสมมติฐานโดยใช้ t - test (Independent Samples) และ F - test (One-way ANOVA) ผลการศึกษาปรากฏดังนี้

1. ความคิดเห็นต่อผลกระทบจากการดำเนินการก่อสร้างถนนต่อประชาชนในพื้นที่ก่อสร้างในทางหลวงแผ่นดิน หมายเลข 227 ตอน กาฬสินธุ์ – อำเภอสหัสขันธ์ พบว่า โดยรวมอยู่ในระดับปานกลาง และเมื่อจำแนกเป็นรายด้าน พบว่า มีส่วนร่วมอยู่ในระดับมาก 1 ด้าน และระดับปานกลาง 2 ด้าน เรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย ดังนี้ ด้านสิ่งแวดล้อม ด้านเศรษฐกิจ และด้านสังคม

2. ผลการเปรียบเทียบความคิดเห็นต่อผลกระทบจากการดำเนินการก่อสร้างถนนต่อประชาชนในพื้นที่ก่อสร้างในทางหลวงแผ่นดิน หมายเลข 227 ตอนกาฬสินธุ์ – อำเภอสหัสขันธ์ พบว่า ประชาชนที่มีเพศ อายุ ระดับการศึกษา และอาชีพหลักต่างกัน มีความคิดเห็นเกี่ยวกับผลกระทบจากการดำเนินการก่อสร้างถนนต่อประชาชนในพื้นที่ก่อสร้างไม่แตกต่างกัน ส่วนประชาชนที่มีระยะเวลาการอยู่อาศัยในพื้นทีต่างกันมีความคิดเห็นแตกต่างกันอย่างมีนัยสำคัญทางสถิติที่ระดับ .05

3. ข้อเสนอแนะเกี่ยวกับการแก้ไขปัญหาผลกระทบจากการดำเนินการก่อสร้างถนนต่อประชาชนในพื้นที่ก่อสร้างในทางหลวงแผ่นดิน หมายเลข 227 ตอนกาฬสินธุ์ – อำเภอสหัสขันธ์ พบว่า 1) ด้านเศรษฐกิจ ควรส่งเสริมช่วยสนับสนุนส่งเสริมพื้นที่เกษตรกรรมให้เป็นพื้นที่ ค้าขายสินค้าทางการเกษตรที่สำคัญเพื่อยกระดับอาชีพเกษตรกรรมทั้งยังสามารถช่วยให้เกษตรกรไม่ขายที่ดินทำกินและยังคงรักษาวิถีชีวิตแบบดั้งเดิมได้อย่างยั่งยืน 2) ด้านสังคม คือ ควรมีมาตรการรองรับการคมนาคม มีการพัฒนาสาธารณูปโภคควบคู่ไปกับการพัฒนาเส้นทางและควรหามาตรการในการควบคุมปัญหายาเสพติดที่จะตามมา ควรมีการปรับปรุงสถานที่ท่องเที่ยวและประชาสัมพันธ์ให้เป็นที่รู้จักให้มากขึ้น และควรมีจุดแวะพักหรือศูนย์บริการตลอดเส้นทาง 3) ด้านสิ่งแวดล้อม คือ ควรมีแก้ไขปัญหาโดยการเข้ารับบริการตรวจสุขภาพ และการรักษาพยาบาลมากขึ้นประชาชนได้รับความเจ็บป่วยในระบบทางเดินหายใจ และควรมีการประสานกับหน่วยงานด้านสาธารณสุขเพื่อออกตรวจสุขภาพของประชาชนในพื้นที่อย่างสม่ำเสมอเพื่อให้การรักษาสุขภาพของประชาชนอย่างถูกต้อง
