Development on Training Program using Moral and Ethical Approach to solve Children and Juvenile Social Issues In Suratthani Provincial Communities

Abstract

This research is a qualitative one with the aims to 1) study condition and social issues of children and juvenile in Suratthani provincial communities; 2) construct and develop training program employing moral and ethical approach to solve children and juvenile in Suratthani provincial communities; 3) evaluate the implementation of training program employing moral and ethical approach to solve children and juvenile in Suratthani provincial communities. This research has used sampling groups with purposive sampling method. The area for collecting data has met with the prescribed criteria that is the area must have pluralism aspects in term of race, culture and tradition. The economic condition should be good and the communities within that area faces many social issues. Thus, the areas selected are 6 districts of Suratthani Province, namely:- Muang Suratthani District, Chaiya District, Koh Samui District, Kirirutnikom District, Ban Nasan District, and Phrasaeng District. Tools used in the research are interview, observation, group conversation, work shop meeting. The data has been collected from 3 sampling groups, namely:- 10 learned persons, 10 practitioners, 30 persons concerned and 100 students of Phrasaeng District of Non Formal Education and Informal Education Centre, totaling 170 persons. The research results are as follows

It has been found out that for the condition and problems of children and juvenile in Suratthani provincial communities, it can be ranged according to the level of severity as follows- narcotic drugs being 30 percentage, quarrelling being 20 percentage, excessive spending of money being 10 percentage, gambling on football match being 5 percentage. These problems result from 1) social factors, namely:- globalization, technology, widespread of western culture, consumerism, downfall of community culture; 2) family aspects, namely:- divorce, broken home, violence in family, poverty; 3) schools that cannot provide the education service corresponding to the community contexts and the needs of children and juvenile; 4) children and juvenile themselves, namely:- not attending class, hanging out at video game shop, food shop, pub etc. living far away from parents, impetuousness, lack of self-confidence, stress, curiosity and temptation, friend’s initiation; 5) community aspects, namely:- depending and waiting for help from outside the communities, vices within the communities, leaders of the communities not being good examples; 6) government agency, namely:- failure of government action plan, loose law enforcement, and government officer’s pretending ignorance.

Design and construction of training program in 4 stages : stages 1) analysis of the problems and the needs, stages 2) design and construction of training program, stages 3) implementation of the designed training program into practice, stages 4) evaluation of outcome of the program and making adjustment or improvement thereof after the trial period during a workshop session. The training program consists of 12 salient points 1) rationale 2) purpose of training program 3) target of training 4) period of training 5) qualification of trainee 6) qualification of trainer 7) prescribed guideline for training practice 8) media kits used for training 9) training activity 10) content of the training program 11) assessment and evaluation of training 12) benefit expected to be gained.

Regarding the content of the training course, it consists of 17 sessions, namely;1) opening ceremony 2) creative idea/group relations 3) on line game 4) social works/ a break for personal matter 5) evening chant of Buddhist’s mantra(stanza) and meditation 6) lighting candle of intelligence, offering good deed in honor of H.M. The King 7) morning chant of Buddhist’s mantra (stanza) 8) evil effects of narcotic drug 9) reconciliation session 10) being economical better than being impetuous 11) gamble leading to poverty 12) “mother… the woman whom child cannot forget” 13) garland, a token paying respect for teacher 14) bad karma (deed) takes its toll sooner than you think 15) close friend is real friend 16) play and learn Buddha’s teachings 17) conferring certificate/ closing ceremony.

The evaluation results of implementing training program for solving children and juvenile social issues in Suratthani provincial communities have been that the trainees get idea and changed attitude about the badness of 5 kinds of vices, namely; narcotic drugs, wrongful usage of social media, quarrelling, excessive spending, and gambling on football match. Moreover, the trainees have been trained about their behavior on the topics of gratefulness, honesty, orderly and discipline in relation with their parent, teacher, themself, and society. They become more economical on spending, adhere themselves to the philosophy of self- sufficiency, and know how to spend their free time usefully. In conclusion, development of training program using moral and ethical approach to solve children and juvenile social issues In Suratthani provincial communities has its benefit. From the research results mentioned above, it can be applied for children and juvenile development in various forms and aspects. Government agencies concerned can apply this training program for the benefit of children and juvenile development in a constructive way for its effectiveness and efficiency.

การวิจัยนี้เป็นการวิจัยเชิงคุณภาพ มีความมุ่งหมายเพื่อ 1)เพื่อศึกษาสภาพและปัญหาสังคมของเด็กและเยาวชนในชุมชนจังหวัดสุราษฎร์ธานี 2) เพื่อสร้างและพัฒนาหลักสูตรฝึกอบรมเพื่อใช้คุณธรรมจริยธรรมแก้ปัญหาสังคมของเด็กและเยาวชนในชุมชนจังหวัดสุราษฎร์ธานี 3) เพื่อประเมินผลการนำหลักสูตรฝึกอบรมไปใช้เพื่อแก้ปัญหาสังคมของเด็กและเยาวชนในชุมชนจังหวัดสุราษฎร์ธานี เลือกกลุ่มตัวอย่างแบบเจาะจง (Purposive Sampling) ได้พื้นที่ในการเก็บข้อมูลตามเกณฑ์ที่กำหนดคือ ต้องเป็นพื้นที่ที่มีความหลากหลายทางเชื้อชาติ วัฒนธรรม ประเพณี สภาพเศรษฐกิจอยู่ในระดับดี มีปัญหาสังคมมาก มี 6 อำเภอของจังหวัดสุราษฎร์ธานี คือ อำเภอเมืองสุราษฎร์ธานี อำเภอไชยา อำเภอเกาะสมุย อำเภอคีรีรัฐนิคม อำเภอบ้านนาสาร และ อำเภอพระแสง เครื่องมือที่ใช้ในการวิจัย ได้แก่แบบสัมภาษณ์ แบบสังเกต แบบสนทนากลุ่ม และแบบประชุมเชิงปฏิบัติการ โดยรวบรวมข้อมูลจากกลุ่มตัวอย่าง 3 กลุ่ม คือ กลุ่มผู้รู้ 10 คน กลุ่มผู้ปฏิบัติ 30 คน และกลุ่มผู้เกี่ยวข้อง 30 คน และนักศึกษาศูนย์การศึกษานอกระบบและการศึกษาตามอัธยาศัยอำเภอพระแสงซึ่งเป็นกลุ่มที่นำหลักสูตรไปทดลองใช้ 100 คน รวมจำนวน 170 คน ผลการวิจัยปรากฏผลดังนี้

สภาพและปัญหาของเด็กและเยาวชนในชุมชนจังหวัดสุราษฎร์ธานี พบว่าปัญหาของเด็กและเยาวชนในชุมชนจังหวัดสุราษฎร์ธานี ที่รุนแรงที่สุดเรียงลำดับดังนี้ ปัญหายาเสพติด ร้อยละ 35 การใช้สื่อในทางผิด ร้อยละ 30 การทะเลาะวิวาท ร้อยละ 20 ความฟุ่มเฟือย ร้อยละ 10 การเล่นพนันบอล ร้อยละ 5 สาเหตุของปัญหาเกิดจาก 1) ด้านสังคม กระแสโลกาภิวัตน์ เทคโนโลยี่ การแพร่กระจายของวัฒนธรรมตะวันตก บริโภคนิยม ความล่มสลายของวัฒนธรรมชุมชน 2) ด้านครอบครัว การหย่าร้าง ครอบครัวแตกแยก ความรุนแรงในครอบครัว ความยากจน 3) ด้านโรงเรียน ยังไม่สามารถจัดการศึกษาให้สอดคล้องกับสภาพบริบทชุมชนและความต้องการของเด็กและเยาวชน 4) ด้านตัวเด็ก หนีเรียนไปมั่วสุมร้านเกม ร้านอาหาร ผับ ฯลฯ การอยู่ห่างไกลพ่อแม่ ความคึกคะนอง การขาดความมั่นใจในตนเอง ความเครียด ความอยากรู้อยากลอง เพื่อนชักชวนให้ทดลอง 5) ด้านชุมชน รอแต่ความช่วยเหลือจากภายนอกชุมชน ไม่พึงพาตนเอง ในชุมชนมีแต่อบายมุข ผู้นำชุมชนไม่เป็นแบบอย่างที่ดี 6) ด้านหน่วยงานของรัฐ ความล้มล้มเหลวของแผนปฏิบัติการของรัฐ การบังคับใช้กฎหมายไม่เข้มงวด เจ้าหน้าที่หน่วยงานรัฐรู้เห็นเป็นใจ

การออกแบบและสร้างหลักสูตรฝึกอบรม ดำเนินการใน 4 ขั้นตอนคือ 1) การวิเคราะห์ปัญหาและความต้องการจำเป็น 2) การออกแบและสร้างหลักสูตรฝึกอบรม 3).นำหลักสูตรไปทดลองใช้ 4) ประเมินผลหลักสูตรและแก้ไขปรับปรุงภายหลังการทดลองโดยการประชุมเชิงปฏิบัติการ (Workshop) หลักสูตรฝึกอบรมมีองค์ประกอบสำคัญ 12 องค์ประกอบคือ 1) หลักการและเหตุผล 2) จุดมุ่งหมายหลักสูตรฝึกอบรม 3) เป้าหมายของการฝึกอบรม 4) ระยะเวลาการฝึกอบรม 5) คุณสมบัติผู้เข้ารับการฝึกอบรม 6) คุณสมบัติของวิทยากร 7) แนวปฏิบัติในขั้นตอนฝึกอบรม 8) สื่ออุปกรณ์ที่ใช้ในการฝึกอบรม 9) กิจกรรมการฝึกอบรม 10) เนื้อหาของหลักสูตร 11) วัดและประเมินผลการฝึกอบรม 12) ประโยชน์ที่คาดว่าจะได้รับ

ด้านเนื้อหาหลักสูตรฝึกอบรม มี 17 กิจกรรมคือ1) พิธีเปิดโครงการ 2) ความคิดสร้างสรรค์/กลุ่มสัมพันธ์ 3) เกมออนไลน์ 4) บำเพ็ญประโยชน์ / ทำภารกิจส่วนตัว 5) สวดมนต์ทำวัตรเย็น การมีมารยาทแบบไทย การจัดโต๊ะหมู่ ปฏิบัติกรรมฐาน 6) จุดเทียนแห่งปัญญาถวายความดีแด่ในหลวง 7) สวดมนต์ทำวัตรเช้า ปฏิบัติกรรมฐาน 8) พิษร้ายยาเสพติด 9)เวทีสมานฉันท์ 10) ประหยัดดีกว่าฟุ่มเฟือย 11) พนันพาจน 12) “ แม่..บุพการีที่ลูกลืมไม่ได้ 13)” มาลาบูชาครู.” 14) กรรมติดจรวด 15) เพื่อนสนิทคือมิตรแท้ 16) Play and learnเพลินธรรม 17) มอบเกียรติบัตร / พิธีปิดโครงการ

ผลการประเมินการนำหลักสูตรฝึกอบรมไปใช้เพื่อแก้ปัญหาสังคมของเด็กและเยาวชนในชุมชนจังหวัดสุราษฎร์ธานี พบว่าผู้เข้ารับการฝึกอบรมมีความรู้และมีเจตคติที่เปลี่ยนแปลงไปในเรื่องโทษของอบายมุข 5 ด้าน คือ ยาเสพติด การใช้สื่อในทางผิด การทะเลาะวิวาท ความฟุ่มเฟือย และ การเล่นพนันฟุตบอล รวมทั้งทำให้ผู้เข้ารับการฝึกอบรมมีพฤติกรรมด้าน ความกตัญญู ความชื่อสัตย์ ความมีระเบียบวินัย ต่อพ่อแม่ ครูอาจารย์ ต่อตนเองและต่อสังคม มีความประหยัดมากขึ้นรู้จักดำเนินชีวิตตามแนวเศรษฐกิจพอเพียง รู้จักใช้เวลาว่างให้เกิดประโยชน์

โดยสรุป การพัฒนาหลักสูตรฝึกอบรมเพื่อใช้คุณธรรมจริยธรรมแก้ปัญหาสังคมของเด็กและเยาวชนในชุมชนจังหวัดสุราษฎร์ธานี จากผลการวิจัยสามารถนำไปสู่การพัฒนาเด็กและเยาวชนโดยดำเนินการในรูปแบบที่หลากหลาย และหน่วยงานที่เกี่ยวข้องสามรถนำหลักสูตรฝึกอบรมที่พัฒนานี้ ไปใช้ประโยชน์ในการพัฒนาเด็กและเยาวชน ในเชิงสร้างสรรค์ให้มีประสิทธิภาพและประสิทธิผลต่อไป
