Abstract

This research is an action research study (Action Research), a type of participatory action research. (Participatory Action Research) aims to study the health assembly process. Implementation of Thung Khao Luang Subdistrict Administrative Organization Health Security Fund by Thung Khao Luang Subdistrict Health Assembly Process Thung Khao Luang District, Roi Et Province The target groups for the study were 1) the fund management group, 36 people, 2) the network partners participating in the development, 35 people. Quantitative data were collected using questionnaires. Data were analyzed using descriptive statistics including frequency, percentage, range, mean and standard deviation. Qualitative data by content analysis. The statistic used to test the hypothesis is Wilcoxon Matched-pairs Signed Rank Test.

The research results found that Implementation of Thung Khao Luang Subdistrict Administrative Organization Health Security Fund by Thung Khao Luang Subdistrict Health Assembly Process Thung Khao Luang District, Roi Et Province this time consists of an 8-step process including 1) studying the area context and analyzing problem conditions 2) holding a workshop 3) defining problem issues. การวิจัยครั้งนี้ป็นการวิจัยเชิงปฏิบัติการ (Action Research) ประเภทการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม (Participatory Action Research) มีวัตถุประสงค์เพื่อศึกษากระบวนการสมัชชาสุขภาพตำบล ในการดำเนินงานกองทุนหลักประกันสุขภาพองค์การบริหารส่วนตำบลทุ่งเขาหลวง อำเภอทุ่งเขาหลวง จังหวัดร้อยเอ็ด กลุ่มเป้าหมายในการศึกษา คือ 1) กลุ่มดำเนินการบริหารจัดการกองทุนฯ จำนวน 36 คน 2) กลุ่มภาคีเครือข่ายที่เข้าร่วมพัฒนาฯ จำนวน 35 คน เก็บรวบข้อมูลเชิงปริมาณโดยใช้แบบสอบถาม วิเคราะห์ข้อมูลโดยใช้สถิติเชิงพรรณนา ได้แก่ ความถี่ ร้อยละ พิสัย ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน ข้อมูลเชิงคุณภาพโดยการวิเคราะห์เนื้อหา สถิติทีใช้ในการทดสอบสมมุติฐาน คือ Wilcoxon Matched-pairs Signed Rank Test

ผลการวิจัย พบว่า การดำเนินงานกองทุนหลักประกันสุขภาพองค์การบริหารส่วนตำบลโดยใช้กระบวนการสมัชชาสุขภาพตำบลทุ่งเขาหลวง อำเภอทุ่งเขาหลวง จังหวัดร้อยเอ็ด ในครั้งนี้ ประกอบไปด้วยกระบวนการ 8 ขั้นตอน ได้แก่ 1) ศึกษาบริบทพื้นที่และวิเคราะห์สภาพปัญหา 2) ประชุมเชิงปฏิบัติการ 3) กำหนดประเด็นปัญหา พัฒนาประเด็นและแสวงหาฉันทามติ 4) จัดทำแผนปฏิบัติการ 5) ขับเคลื่อนแผนปฏิบัติการสู่การปฏิบัติ 6) ติดตาม สนับสนุน และประเมินผลการดำเนินงาน 7) แลกเปลี่ยนเรียนรู้การดำเนินงาน และ 8) ถอดบทเรียน สรุปผล ปัญหาอุปสรรค ผลจากการใช้กระบวนการสมัชชาสุขภาพตำบล ดังกล่าว ส่งผลให้กลุ่มเป้าหมายกลุ่มดำเนินการบริหารจัดการกองทุนฯ มีระดับความรู้ บทบาท การมีส่วนร่วม และความพึงพอใจในการดำเนินงานกองทุนฯ เพิ่มขึ้นอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 และกลุ่มภาคีเครือข่ายที่เข้าร่วมพัฒนาฯ มีระดับความรู้ การมีส่วนร่วม และความพึงพอใจในการดำเนินงานกองทุนฯ เพิ่มขึ้นอย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 ปัจจัยแห่งความสำเร็จของการดำเนินงานกองทุนหลักประกันสุขภาพองค์การบริหารส่วนตำบลโดยใช้กระบวนการสมัชชาสุขภาพตำบลทุ่งเขาหลวง ในครั้งนี้ คือ 1) การทำงานเป็นทีมของทุกภาคส่วน (Team work) 2) การแลกเปลี่ยนเรียนรู้ร่วมกันระหว่างภาคีเครือข่าย (Knowledge sharing) 3) ความมีภาวะผู้นำของนายกและปลัดองค์การบริหารส่วนตำบลทุ่งเขาหลวง (Leadership) คือ การมีส่วนร่วมของทุกเครือข่ายในพื้นที่ร่วมกันพัฒนากระบวนการ มีการสื่อสารแลกเปลี่ยนเรียนการทำงานร่วมกัน เครือข่ายทุกภาคส่วนในชุมชนมีความเข้มแข็งและสามัคคี และผู้นำขององค์กรมีภาวะผู้นำและให้ความความสำคัญในการส่งเสริมสุขภาพของประชาชน สามารถนำทีมพัฒนากระบวนการดำเนินงานให้ประสบความสำเร็จตามเป้าหมาย ส่งผลให้ผลการดำเนินงานกองทุนหลักประกันสุขภาพองค์การบริหารส่วนตำบลทุ่งเขาหลวง ผ่านการประเมินการบริหารจัดการกองทุนหลักประกันสุขภาพ อยู่ในระดับ A+ เป็นกองทุนที่มีศักยภาพสูง สามารถเป็นศูนย์การเรียนรู้ได้
