Development of Early Childhood Developmental Surveillance and Promotion System in Khoen Sub-district, Namkliang District, Sisaket Province

Abstract

This is Participatory action Research was aimed to investigate Development of Early Childhood Developmental Surveillance and Promotion System in Khoen Sub-district, Namkliang District, Sisaket Province. The 79 samples were selected by purposive sampling. Which collected qualitative and quantitative data analysis with knowledge and participation. This research were descriptive statistic, Frequency, Mean and Standard Deviation as well as context analysis and generate conclusions.

This process consists of 1) study context of the work and the area 2) create specific network 3) participate of the organization and the population 4) plan and perform related to the context 5) follow and evaluate 6) lesson learned and knowledge sharing 7) solve the problem and develop continuously. The findings was Early childhood target groups get surveillance and promotion of increased access to services. Development screening was 58.0%. Developmental suitably of Early childhood 74.07%. Development suspected delay was 25.92%. And after the development was Development screening was for 94.54%. Developmental suitably of Early childhood 73.01%. Development delay was 26.92% delayed development and 98.18% get a promoting Early Childhood Development. When comparing levels of participation, After development, participation has increased. Which before development the mean was in a low level (Mean =1.55, SD = 0.56) and the participation after the development was in a high level (Mean =2.62, SD = 0.49).

In summary, Successful factors consist is a clear policy at the local. Including participation of all parts which participated. And integrating with the network partners and the Consistent with the context.

การศึกษาครั้งนี้เป็นการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม (Participatory Action Research) มีวัตถุประสงค์เพื่อพัฒนาระบบเฝ้าระวังและส่งเสริมพัฒนาการเด็กปฐมวัย ตำบลเขิน อำเภอน้ำเกลี้ยง จังหวัดศรีสะเกษ คัดเลือกกลุ่มเป้าหมายแบบเจาะจง จำนวน 79 คน รวบรวมข้อมูลเชิงปริมาณและเชิงคุณภาพ วิเคราะห์ข้อมูลด้วยสถิติเชิงพรรณนา ได้แก่ การแจงแจงความถี่ จำนวน ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์ข้อมูลเชิงคุณภาพ โดยการจำแนกประเภทข้อมูล เชื่อมโยงและสร้างข้อสรุป

กระบวนการครั้งนี้ ประกอบด้วย 1) ศึกษาบริบทงานและพื้นที่ 2) สร้างภาคีเครือข่ายเฉพาะด้าน 3) การมีส่วนร่วมขององค์กรและประชาชน 4) วางแผนและปฏิบัติอย่างสอดคล้องกับบริบท 5) กำกับ ติดตาม ประเมินผล 6) การถอดบทเรียนและแลกเปลี่ยนเรียนรู้ 7) แก้ไขปัญหาและพัฒนาอย่างต่อเนื่อง และพบว่า เด็กปฐมวัยที่เป็นกลุ่มเป้าหมายเข้าถึงบริการเพิ่มขึ้น โดยก่อนการพัฒนา เด็กปฐมวัยได้รับการคัดกรองพัฒนาการ ร้อยละ 58.0 พัฒนาการสมวัย ร้อยละ 74.07 พัฒนาการสงสัยล่าช้า ร้อยละ 25.92 และหลังการพัฒนา เด็กปฐมวัยได้รับการคัดกรองพัฒนาการ ร้อยละ 94.54 พัฒนาการสมวัย ร้อยละ 73.01 พัฒนาการสงสัยล่าช้า ร้อยละ 26.92 ได้รับการส่งเสริมพัฒนาการ ร้อยละ 98.18 และเมื่อเปรียบเทียบระดับการมีส่วนร่วมพบว่า มีส่วนร่วมเพิ่มขึ้นหลังการพัฒนา โดยก่อนการพัฒนาอยู่ในระดับน้อย (Mean = 1.55, SD = 0.56) หลังการพัฒนาอยู่ในระดับสูง (Mean = 2.62, SD = 0.49)

โดยสรุปปัจจัยแห่งความสำเร็จ คือ การมีนโยบายในระดับพื้นที่ที่ชัดเจน การมีส่วนร่วมของภาคีเครือข่ายที่เกี่ยวข้อง และการบูรณาการทำงานระหว่างภาคีเครือข่ายที่ในพื้นที่อย่างใกล้ชิด
