The Innovative Leadership Development Program for the School Administrators under the Secondary Education Service Area Office Khonkaen

Abstract

The aims of this research were 1) to study a current condition, a desirable condition, and the need for innovative leadership of the school administrators under the Secondary Education Service Area Office Khonkaen and 2) to design create and evaluate the Innovative Leadership development program for the school administrators under the Secondary Education Service Area Office Khonkaen. The research of this study was mixed method wish 2 phases. Phrase 1: To study the current condition, the desirable condition, and the need for innovative leadership of the school administrators under the Secondary Education Service Area Office Khonkaen were studied. Sample groups were 342 school administrations and teachers under the Secondary Education Service Area Office Khonkaen, in the 2023 academic year. The research instrument was a set of questionnaires, and the statistics used in data analysis were percentage, means, standard deviation, and PNI modified. Phases 2: To design create and evaluate the innovative leadership development program for the school administrators under the Secondary Education Service Area Office Khonkaen was developed. There were 5 experts to evaluate the program. Research equipment was appropriateness and feasibility evaluation scale. Analytical statistics were mean and standard deviation.

The results were as follows:

1. The innovative leadership of the school administrators under the Secondary Education Service Area Office Khonkaen in current condition overall was at moderate level, while the overall desirable condition was at the highest level, The Priority Needs Index was ordered from more to less including creativity, courage, teamwork, and vision, respectively.

2. The Innovative Leadership Development Program for the School Administrators under the Secondary Education Service Area Office Khonkaen consisted of 1) principle 2) purposes 3) activity contents including 4 modules: Module 1 Vision including of 4 indicators: vision creation, vision implementation, vision dissemination, and being a good role model. Module 2 Creativity including of 3 indicators: imagination, motivation, and flexibility. Module 3 Courage including of 5 indicators: doing what is right, transformational leader, risk acceptance, decision, and self-confidence. Module 4 Teamwork including of 3 indicators: common goals, responsibility, and participation. 4) The leadership development methods 70:20:10, including 70% of practice, 20% of observe activities and 10% of training and self-directed learning. 5) assessment and evaluation. The program was assessed as a whole was as high level, of appropriateness and of feasibility at the highest level.

การศึกษาครั้งนี้มีความมุ่งหมายเพื่อ 1. ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น 2. ออกแบบ สร้าง และประเมินโปรแกรมการพัฒนาภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น โดยใช้วิธีดำเนินการวิจัยแบบผสานวิธี แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ผู้บริหารสถานศึกษา และครูผู้สอน ในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น ปีการศึกษา 2566 จำนวน 342 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ระยะที่ 2 ออกแบบ สร้าง และประเมินโปรแกรมการพัฒนาภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารสถานศึกษาที่มีวิธีการปฏิบัติที่เป็นเลิศ จำนวน 3 คน และประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม จากผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยปรากฎดังนี้

1. ภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น ในสภาพปัจจุบัน โดยรวมอยู่ในระดับปานกลาง ส่วนสภาพที่พึงประสงค์ โดยรวมอยู่ในระดับมากที่สุด และลำดับความต้องการจำเป็นเรียงลำดับจากมากไปหาน้อย ได้แก่ การมีความคิดสร้างสรรค์ ความกล้าหาญ การทำงานเป็นทีม และการมีวิสัยทัศน์ ตามลำดับ

2. โปรแกรมการพัฒนาภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา ขอบข่ายเนื้อหา มี 4 Module ได้แก่ Module 1 การมีวิสัยทัศน์ ประกอบไปด้วย 4 ตัวบ่งชี้ ได้แก่ การสร้างวิสัยทัศน์ การปฏิบัติตามวิสัยทัศน์ การเผยแพร่วิสัยทัศน์ และการเป็นแบบอย่างที่ดี Module 2 การมีความคิดสร้างสรรค์ ประกอบไปด้วย 3 ตัวบ่งชี้ ได้แก่ การมีจินตนาการ แรงจูงใจ และความยืดหยุ่น Module 3 ความกล้าหาญ ประกอบไปด้วย 5 ตัวบ่งชี้ ได้แก่ การทำในสิ่งที่ถูกต้อง ผู้นำการเปลี่ยนแปลง การยอมรับความเสี่ยง การตัดสินใจ และความมั่นใจในตนเอง Module 4 การทำงานเป็นทีม ประกอบไปด้วย 3 ตัวบ่งชี้ ได้แก่ มีเป้าหมายร่วมกัน ความรับผิดชอบ และการมีส่วนร่วม 4) วิธีการพัฒนา ตามหลักการพัฒนาภาวะผู้นำ 70:20:10 โดยมีวิธีการพัฒนาคือ ร้อยละ 70 การฝึกปฏิบัติจริง ร้อยละ 20 การศึกษาดูงาน ร้อยละ 10 การฝึกอบรม การศึกษาด้วยตนเอง และ 5) การวัดและประเมินผล ซึ่งผลการประเมินโปรแกรมโดยรวม มีความเหมาะสมอยู่ในระดับ มาก และความเป็นไปได้อยู่ในระดับ มากที่สุด
