Program to Adaptive Leadership of School Administrators under the Secondary Educational Service Area Office Sisaket Yasothon

Abstract

The purposes of this research to 1) study current conditions, desirable conditions, and the needs to enhance Adaptive leadership of school administrators 2) to develop the program to enhance Adaptive leadership of school administrators. The research method was divided into 2 phases: Phase 1 was to study the current conditions, desirable conditions, and the needs to enhance Adaptive leadership of school administrators. The samples were 355 school administrators and teachers under the Secondary Educational Service Area Office Sisaket Yasothon. The research instrument was scaling questionnaire. The discrimination level ranging from .963-.983, finding Cronbach's Alpha Coefficient has a confidence value of the current condition is .983 and the desired condition is .965 and Phase 2 was to develop a program to enhance Adaptive leadership of school administrators under the Secondary Educational Service Area Office Sisaket Yasothon. And Interview the best school administrators about process to Enhance a Adaptive leadership, evaluating the program by 5 experts selected through the purposive sampling technique. The research instruments were interview form and evaluation form on appropriateness of the Programs to Enhance a Adaptive Leadership of School Administrators. The data were analyzed by using mean, standard deviation.

The results were as followed : The current stage of the Adaptive leadership of school administrators was overall in the moderate level. The desirable conditions of the Adaptive leadership of school administrators was overall in the highest level. The needs assessment to the development of the Adaptive leadership of school administrators. which ordered of the needs assessment from more to less were Cultural Competency, Team Work, Visionary and Knowledge Management. The Programs to Enhance a Adaptive Leadership of School Administrators under the Secondary Educational Service Area Office Sisaket Yasothon, It takes 90 hours to develop 4 modules using the 70:20:10 Learning Model principle in development, and development methods include Job Shadowing/Observation, Job Assignments, Coaching, networking, and On the job training. The results of overall program evaluation were highest level appropriate are the highest level.

การวิจัยครั้งนี้มีวัตุประสงค์ เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำการปรับเปลี่ยนของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาศรีสะเกษ ยโสธร และเพื่อออกแบบ สร้างและประเมินโปรแกรมเสริมสร้างภาวะผู้นำการปรับเปลี่ยนของผู้บริหารสถานศึกษา ซึ่งแบ่งระยะการวิจัยเป็น 2 ระยะ โดยระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำการปรับเปลี่ยนของผู้บริหารสถานศึกษา จากกลุ่มตัวอย่าง ได้แก่ ครูและผู้บริหารสถานศึกษา จำนวน 355 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ชนิดมาตรประมาณค่า 5 ระดับ จำนวน 50 ข้อ มีค่าอำนาจการจำแนกรายข้อ 0.963–0.983 และค่าความเชื่อมั่นของแบบสอบถามสภาพปัจจุบันและสภาพที่พึงประสงค์ 0.983 และ 0.965 ตามลำดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ระยะที่ 2 พัฒนาโปรแกรมเสริมสร้างภาวะผู้นำการปรับเปลี่ยนของผู้บริหารสถานศึกษา โดยสัมภาษณ์ผู้บริหารที่สถานศึกษาที่เป็นต้นแบบวิธีปฏิบัติที่ดี จำนวน 3 คน และประเมินความเหมาะสมของโปรแกรมเสริมสร้างภาวะผู้นำการปรับเปลี่ยนโดยผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการเก็บข้อมูล ได้แก่ แบบสัมภาษณ์และแบบประเมินความเหมาะสมของโปรแกรม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า สภาพปัจจุบันของของภาวะผู้นำการปรับเปลี่ยนของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับปานกลาง สภาพที่พึงประสงค์ของภาวะผู้นำการปรับเปลี่ยนของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมากที่สุด ส่วนความต้องการจำเป็นของภาวะผู้นำการปรับเปลี่ยนของผู้บริหารสถานศึกษา เรียงลำดับจากมากไปหาน้อย ได้แก่ 1) ด้านสมรรถนะทางวัฒนธรรม 2) ด้านการทำงานเป็นทีม และด้านวิสัยทัศน์ 3) ด้านการจัดการความรู้ และผลของการพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำการปรับเปลี่ยนของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาศรีสะเกษ ยโสธร จำนวน 90 ชั่วโมง มีเนื้อหาในการพัฒนา 4 โมดูล โดยใช้หลักการ 70:20:10 Learning Model ในการพัฒนา และมีวิธีการพัฒนา ได้แก่ การติดตามสังเกตแม่แบบ การมอบหมายงาน การสอนงาน การสร้างเครือข่าย และการฝึกอบรมพร้อมการปฏิบัติการ พบว่าความเหมาะสมของโปรแกรม มีค่าเฉลี่ยเท่ากับ 4.70 โดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด
