Development of guidelines for organizing learning activities for enhancing learning skills for the 21st century for schools under the Lower Northeastern Municipality

Abstract

This study has objectives to 1) study the current condition and desirable condition of the student development activities organizing for enhancing learning skills for the 21st century for schools under the Lower North Eastern Municipality and 2) develop guidelines for organizing learning activities for enhancing learning skills for the 21st century for schools under the Lower North Eastern Municipality. Samples are 64 academic institution administrations and 86 teachers who are responsible for student development activity organizing so the total number is 150. They are selected using Simple Random Sampling. Tools in the study are 1) components’ suitability evaluation form and indicators of the organizing of learning activities for enhancing learning skills in the 21st century for schools, 2) questionnaires about the current condition and desirable condition of the organizing of learning activities for enhancing learning skills in the 21st century for schools, 3) interview form for schools with best prescribe in terms of student development activity organizing, and 4) suitability evaluation form and feasibility of the guidelines for organizing learning activities for enhancing learning skills for the 21st century for schools under the Lower North Eastern Municipality. Statistics that are used for the analysis are percentage, mean, and standard deviation.

Results show that;

1. The overall current condition of the student development activities organizing for enhancing learning skills for the 21st century for schools under the Lower North Eastern Municipality is high and the desirable condition of the student development activities organizing for enhancing learning skills for the 21st century for schools under the Lower North Eastern Municipality is very high.

2. The development of guidelines for organizing learning activities for enhancing learning skills for the 21st century for schools under the Lower North Eastern Municipality consists of 1) principle and reason, 2) objective, 3) components of the organizing of learning activities for enhancing learning skills for the 21st century for consist of five components and 20 indicators as follows; component 1 objective and target definition consisting of four indicators, component 2 suitability for the maturity, attention, aptitude, and ability of students consisting of four indicators, component 3 cultivating and promoting the consciousness in the practice of society consisting of three indicators, component 4 Adhering to participation consisting of four indicators, and component 5 evaluation of activities’ performance consisting of five indicators, and 4) the overall success conditions are highly suitable and feasible.

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1)เพื่อศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ ของการจัดกิจกรรมพัฒนาผู้เรียนเพื่อเสริมสร้างทักษะการเรียนรู้ในศตวรรษที่ 21 สำหรับสถานศึกษา สังกัดเทศบาลภาตะวันออกเฉียงเหนือตอนล่าง 2) เพื่อพัฒนาแนวทางการดำเนินงานจัดกิจกรรมพัฒนาผู้เรียนเพื่อเสริมสร้างทักษะการเรียนรู้ในศตวรรษที่ 21 สำหรับสถานศึกษา สังกัดเทศบาล ภาคตะวันออกเฉียงเหนือตอนล่าง กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา จำนวน 64 คน และครูที่ปฏิบัติหน้าที่ในกิจกรรมพัฒนาผู้เรียนจำนวน 86 คน รวมทั้งสิ้น 150 คน ใช้วิธีการสุ่มตัวอย่างแบบง่าย เครื่องมือที่ใช้ในการวิจัย คือ 1) แบบประเมินความเหมาะสมขององค์ประกอบและตัวบ่งชี้การจัดกิจกรรมพัฒนาผู้เรียนเพื่อเสริมสร้างทักษะการเรียนรู้ในศตวรรษที่ 21 สำหรับสถานศึกษา 2) แบบสอบถามเกี่ยวกับสภาพปัจจุบันและสภาพที่พึงประสงค์ของการจัดกิจกรรมพัฒนาผู้เรียนเพื่อเสริมสร้างทักษะการเรียนรู้ในศตวรรษที่ 21 สำหรับสถานศึกษา 3) แบบสัมภาษณ์สถานศึกษาที่มีวิธีการปฏิบัติที่ดี ด้านการจัดกิจกรรมพัฒนาผู้เรียน 4) แบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการจัดกิจกรรมพัฒนาผู้เรียนเพื่อเสริมสร้างทักษะการเรียนรู้ในศตวรรษที่ 21 สำหรับสถานศึกษา สังกัดเทศบาลภาตะวันออกเฉียงเหนือตอนล่าง สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบันการจัดกิจกรรมพัฒนาผู้เรียนเพื่อเสริมสร้างทักษะการเรียนรู้ในศตวรรษที่ 21 สำหรับสถานศึกษา สังกัดเทศบาล ในภาคตะวันออกเฉียงเหนือตอนล่าง โดยรวมอยู่ในระดับมาก สภาพที่พึงประสงค์การจัดกิจกรรมพัฒนาผู้เรียนเพื่อเสริมสร้างทักษะการเรียนรู้ในศตวรรษที่ 21 สำหรับสถานศึกษา สังกัดเทศบาล ในภาคตะวันออกเฉียงเหนือตอนล่าง โดยรวมอยู่ในระดับมากที่สุด

2. การพัฒนาแนวทางการจัดกิจกรรมพัฒนาผู้เรียนเพื่อเสริมสร้างทักษะการเรียนรู้ในศตวรรษที่ 21 สำหรับสถานศึกษา สังกัดเทศบาล ภาคตะวันออกเฉียงเหนือตอนล่าง แนวทางการจัดกิจกรรมพัฒนาผู้เรียนเพื่อเสริมสร้างทักษะการเรียนรู้ในศตวรรษที่ 21 สำหรับสถานศึกษา ประกอบด้วย 1) หลักการและเหตุผล 2)วัตถุประสงค์ 3) องค์ประกอบการจัดกิจกรรมพัฒนาผู้เรียนเพื่อเสริมสร้างทักษะการเรียนรู้ในศตวรรษที่ 21 สำหรับสถานศึกษา มี 5 องคฺประกอบ 20 ตัวบ่งชี้ ดังนี้ องคฺประกอบที่ 1 การกำหนดวัตถุประสงค์และการกำหนดเป้าหมาย มี 4 ตัวบ่งชี้ องค์ประกอบที่ 2 การจัดให้เหมาะสมกับวัยวุฒิภาวะ ความสนใจความถนัดและความสามารถของผู้เรียน มี 4 ตัวบ่งชี้ องค์ประกอบที่ 3 การปลูกฝังและส่งเสริม จิตสำนึกในการบำเพ็ญตนให้เป็นประโยชนฺต่อสังคม มี 3 ตัวบ่งชี้ องค์ประกอบที่ 4 การยึดหลักการมีส่วนร่วม มี 4 ตัวบ่งชี้ และองค์ประกอบที่ 5 การประเมินผลการปฏิบัติกิจกรรม มี 5 ตัวบ่งชี้ 4) เงื่อนไขความสำเร็จ โดยรวมมีความเหมาะสมและความเป็นไปได้ อยู่ในระดับมากที่สุด
