Abstract

Developing a Guideline of learning organization of small school the Basic Education in Secondary educational service area office 27 aims to 1) study current conditions and desirable conditions of learning organization in basic small schools under the Basic Education in Secondary educational service area office 27 2) develop towards learning organization in basic small schools under the Basic Education in Secondary educational service area office 27 which has 2 phases. In phase one, it is to study current conditions and desirable conditions of learning organization in basic small schools under the Basic Education in Secondary educational service area office 27. Step 1: the samples of the research are 14 people of school directors and vice- school directors and 250 teachers including by using random sampling methodology. The research instruments were questionnaire and statistics used were average, standard deviation. Indispensable index sequence for step 2 is to study three schools best practice and contributors namely school administrators, head of the group learning department and nine related teachers by selecting purposive sampling techniques. The instruments used were structured interview and observation. Data were analyzed by using descriptive synthesis contents in phase 2. to draft the guidelines is developing a Guideline of learning organization of small schools the Basic Education in Secondary educational Service Area Office 27, phase 1 is to converse with experts (Focus Group Discussion). Contributors is nine experts by using purposive sampling technique. The instruments used were evaluation form, average and standard deviation. Phase 2: Developing a Guideline of learning organization of small school the Basic Education in Secondary educational Service Area Office 27, contributors is nine experts by using purposive sampling technique. The instruments used were evaluation form, average and standard deviation.

The research found that:

1. Current conditions and desirable conditions of learning organization in basic small schools under the Basic Education in Secondary educational service area office 27 was at very good level.

2. The evaluation of the appropriateness and possibility in Developing a Guideline of learning organization of small school the Basic Education in Secondary educational Service Area Office 27 found that the appropriateness was totally at high level and the possibility was totally at high level as well.

การวิจัยเรื่อง การพัฒนาแนวทางสู่ความเป็นองค์กรแห่งการเรียนรู้ในสถานศึกษาขั้นพื้นฐานขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 27 ครั้งนี้มีความมุ่งหมาย 1) เพื่อศึกษาสภาพปัจจุบันและสภาพที่พึ่งประสงค์ของความเป็นองค์กรแห่งการเรียนรู้ในสถานศึกษาขั้นพื้นฐานขนาดเล็กสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 27 2) เพื่อพัฒนาแนวทางสู่ความเป็นองค์กรแห่งการเรียนรู้ในสถานศึกษาขั้นพื้นฐานขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 27 มีขั้นตอนดำเนินการ 2 ระยะ ระยะที่ 1 ศึกษาสภาพปัจจุบันและสภาพที่พึ่งประสงค์ของความเป็นองค์กรแห่งการเรียนรู้ในสถานศึกษาขั้นพื้นฐานขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 27 ขั้นตอนที่ 1 กลุ่มตัวอย่างที่ใช้ในการวิจัย ประกอบด้วย ผู้อำนวยการโรงเรียน รองผู้อำนวยการโรงเรียน จำนวน 14 คน และครูผู้สอน จำนวน 250 คน รวมทั้งสิ้น 264 คน โดยวิธีสุ่มอย่างง่าย เครื่องมือที่ใช้ คือ แบบสอบถาม สถิติที่ใช้ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ดัชนีลำดับความต้องการจำเป็น ขั้นตอนที่ 2 ศึกษาดูงานโรงเรียนที่มีการปฏิบัติที่เป็นเลิศ (Best Practice) จำนวน 3 โรงเรียน กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารสถานศึกษา หัวหน้ากลุ่มสาระการเรียนรู้ ครูผู้มีส่วนเกี่ยวข้อง จำนวน 9 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ คือ แบบสัมภาษณ์แบบมีโครงสร้าง แบบสังเกต วิเคราะห์ข้อมูลโดยการพรรณนาสังเคราะห์เนื้อหา ระยะที่ 2 การพัฒนาแนวทางสู่ความเป็นองค์กรแห่งการเรียนรู้ในสถานศึกษาขั้นพื้นฐานขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 27 ขั้นตอนที่ 1 การยกร่างแนวทางโดยการสนทนากลุ่มผู้ทรงคุณวุฒิ (Focus Group Discussion) กลุ่มผู้ให้ข้อมูล คือ ผู้ทรงคุณวุฒิ จำนวน 9 คน โดยเลือกแบบเจาะจง เครื่องมือที่ใช้ คือ แบบประเมิน สถิติที่ใช้ คือ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน ขั้นตอนที่ 2 การประเมินการพัฒนาแนวทางสู่ความเป็นองค์กรแห่งการเรียนรู้ในสถานศึกษาขั้นพื้นฐานขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 27 กลุ่มผู้ให้ข้อมูล คือ ผู้ทรงคุณวุฒิ จำนวน 9 คน โดยเลือกแบบเจาะจง เครื่องมือที่ใช้ คือ แบบประเมิน สถิติที่ใช้ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบันและสภาพที่พึ่งประสงค์ของความเป็นองค์กรแห่งการเรียนรู้ในสถานศึกษาขั้นพื้นฐานขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 27 พบว่าสภาพปัจจุบันโดยรวมอยู่ในระดับมาก สภาพที่พึงประสงค์โดยรวมอยู่ในระดับมากที่สุด

2. ผลการประเมินความเหมาะสมและความเป็นไปได้ การพัฒนาแนวทางสู่ความเป็นองค์กรแห่งการเรียนรู้ในสถานศึกษาขั้นพื้นฐานขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 27 พบว่า มีความเหมาะสม โดยรวมอยู่ในระดับมากที่สุด ความเป็นไปได้ โดยรวมอยู่ในระดับมาก
