Morals of accountants, financiers, and supply officers the success of modern organizations. Case study: Government Sector in Thailand

Abstract

The objective of this research is to study morals of accountants, financiers, and supply officers influence the success of modern organizations. Case study: government agencies in Thailand, using questionnaires as a tool to collect information from senior executives, middle executives, junior executives, and operator levels of government agencies that have been evaluated for Integrity and transparency in the operations of government agencies (Integrity and Transparency Assessment: ITA) in 2023, numbering 184 people. Statistics used in data analysis include F-test (ANOVA and MANOVA), multiple correlation analysis and multiple regression analysis.

Research findings indicate that government agencies in Thailand, which differ in terms of group of agencies, annual budget received, and number of personnel, have no significant differences in their overall opinions regarding the ethics of accountants, financial officers, and procurement officers.

From the analysis of relationships and impacts, it was found that 1) The discipline aspect of the ethics of accountants, financial officers, and procurement officers has a positive relationship and impact on the overall success of modern organizations, in terms of organizational culture and management processes. 2) The honesty aspect of the ethics of accountants, financial officers, and procurement officers has a positive relationship and impact on the overall success of modern organizations, in terms of organizational culture, leadership, and operational staff. 3) The volunteer spirit aspect of the ethics of accountants, financial officers, and procurement officers has a positive relationship and impact on the overall success of modern organizations. 4) The gratitude aspect of the ethics of accountants, financial officers, and procurement officers has a positive relationship and impact on the overall success of modern organizations, in terms of organizational culture, operational staff, and management processes.

In summary, the ethics of accountants, financial officers, and procurement officers have a positive relationship and impact on the success of modern organizations. The results of this research can be used as a guideline for planning, policy making, or creating new paradigms for organizational development in terms of ethics within government agencies. This will help enhance efficiency and suitability for each agency, reduce obstacles that prevent accountants, financial officers, and procurement officers from working according to the fundamental principles of professional ethics, and ensure that the performance of government agencies is efficient and can achieve the objectives set by the organization.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาคุณธรรมนักบัญชี การเงินและพัสดุที่มีอิทธิพลต่อความสำเร็จขององค์กรยุคใหม่ กรณีศึกษา: หน่วยงานภาครัฐ ในประเทศไทย โดยใช้แบบสอบถามเป็นเครื่องมือในการเก็บรวบรวมข้อมูลจากผู้บริหารระดับสูง ผู้บริหารระดับกลาง ผู้บริหาร ระดับต้น และระดับผู้ปฏิบัติงาน ที่ปฏิบัติงานอยู่ในแผนกบัญชี การเงินและพัสดุ ของหน่วยงานภาครัฐที่เข้าร่วมการประเมินคุณธรรมและความโปร่งใสในการดำเนินงานของหน่วยงานภาครัฐ (Integrity and Transparency Assessment: ITA) ในปี 2566 จำนวน 184 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ F-test (ANOVA และ MANOVA) การวิเคราะห์สหสัมพันธ์แบบพหุคูณ และการวิเคราะห์ถดถอยแบบพหุคูณ

ผลการวิจัยพบว่า หน่วยงานภาครัฐในประเทศไทย ที่มีกลุ่มหน่วยงาน งบประมาณที่ได้รับต่อปี และจำนวนบุคลากร แตกต่างกัน มีความคิดเห็นด้วยเกี่ยวกับคุณธรรมนักบัญชี การเงิน พัสดุโดยรวม ไม่แตกต่างกัน

หน่วยงานภาครัฐในประเทศไทย ที่มีกลุ่มหน่วยงาน งบประมาณที่ได้รับต่อปี และจำนวนบุคลากร แตกต่างกัน มีความคิดเห็นด้วยเกี่ยวกับความสำเร็จขององค์กรยุคใหม่โดยรวม ไม่แตกต่างกัน

จากการวิเคราะห์ความสัมพันธ์และผลกระทบ พบว่า 1) คุณธรรมนักบัญชี การเงินและพัสดุ ด้านวินัย มีความสัมพันธ์และผลกระทบเชิงบวกกับความสำเร็จขององค์กรยุคใหม่โดยรวม ด้านวัฒนธรรมองค์กร และด้านกระบวนการบริหารจัดการ 2) คุณธรรมนักบัญชี การเงินและพัสดุ ด้านสุจริต มีความสัมพันธ์และผลกระทบเชิงบวกกับความสำเร็จขององค์กรยุคใหม่โดยรวม ด้านวัฒนธรรมองค์กร ด้านผู้นำองค์กร ด้านผู้ปฏิบัติงาน 3) คุณธรรมนักบัญชี การเงินและพัสดุ ด้านจิตอาสา มีความสัมพันธ์และผลกระทบเชิงบวกกับความสำเร็จขององค์กรยุคใหม่โดยรวม 4) คุณธรรมนักบัญชี การเงินและพัสดุ ด้านกตัญญู มีความสัมพันธ์และผลกระทบเชิงบวกกับความสำเร็จขององค์กรยุคใหม่โดยรวม ด้านวัฒนธรรมองค์กร ด้านผู้ปฏิบัติงาน และด้านกระบวนการจัดการ

โดยสรุป คุณธรรมนักบัญชี การเงินและพัสดุมีความสัมพันธ์และผลกระทบเชิงบวกกับความสำเร็จขององค์กรยุคใหม่ ผลลัพธ์ที่ได้จากการวิจัยครั้งนี้ สามารถใช้เป็นแนวทางในการวางแผน กำหนดนโยบายหรือกระบวนทัศน์ใหม่ในการพัฒนาองค์กรในด้านคุณธรรมของหน่วยงานภาครัฐให้มีประสิทธิภาพ และเหมาะสมกับหน่วยงานของตนเอง เพื่อช่วยลดอุปสรรคที่ไม่สามารถปฏิบัติงานของนักบัญชี การเงินและพัสดุได้ตามหลักการพื้นฐานของจริยธรรมแห่งวิชาชีพ และเพื่อให้ผลการดำเนินงานของหน่วยงานภาครัฐนั้นมีประสิทธิภาพและสามารถบรรลุเป้าหมายตามที่องค์กรได้ตั้งวัตถุประสงค์ไว้
