Development of the city data platform (CDP) according to the mission of Bureau of Public work Nakhon Ratchasima Provincial Administrative Organization

Abstract

This research aims to evaluate and enhance data management and analysis for the Engineering Office of the Nakhon Ratchasima Provincial Administration Organization, with a focus on area management strategies. The study involved field surveys and participatory observations with in-depth interviews across three expert levels to explore relevant theories and methodologies. Findings reveal that the office manages three key projects: roads, schools, and community health hospitals, categorized into four crucial levels for problem-solving and efficiency improvement. The research aligns with City Data Platform (CDP) and Feature Geometry Data Structure (FGDS) concepts, incorporating data design tailored to engineering needs. An overlay analysis of road data from 2022 and 2023 identified eight overlapping areas, complicating operations and financial expenditure. Presenting these findings through a dashboard facilitated a clearer understanding for executives, aiding in systematic planning and advancing towards smart city development.

การวิจัยในครั้งนี้มีวัตถุประสงค์เพื่อการศึกษาภารกิจ รวบรวมข้อมูลและปรับแก้ข้อมูลสารสนเทศ เพื่อวิเคราะห์ข้อมูลเชิงลึก เพื่อเสนอแนวทางด้านการบริหารจัดการด้านพื้นที่ให้กับหน่วยงานสำนักช่าง องค์การบริหารส่วนจังหวัดนครราชสีมา รวมถึงการศึกษาแนวคิดและทฤษฎีที่เกี่ยวข้อง การลงสำรวจพื้นที่และการสังเกตในพื้นที่แบบมีส่วนร่วมโดยใช้แบบสัมภาษณ์เชิงลึกโดยแบ่งกลุ่มตัวอย่างออกเป็น 3 ระดับ จากผู้ช่วยชาญในแต่ละส่วน ผลการศึกษาพบว่า หน่วยงานสำนักช่าง มีการจัดการโครงการหลักๆ 3 โครงการ 1) ถนน 2) โรงเรียน 3) โรงพยาบาลส่งเสริมสุขภาพตำบล โดยสามารถแบ่งภารกิจออกเป็น 4 ระดับที่สำคัญ เพื่อปรับปรุงและแก้ไขปัญหาต่างๆ โดยระดับต่างๆ ช่วยให้การจัดการงานและการใช้งบประมาณมีประสิทธิภาพมากยิ่งขึ้น ตามลำดับความสำคัญของปัญหา การศึกษารวบรวมและจัดทำข้อมูลตามภารกิจของสำนักช่าง มีความสอดคล้องกับแนวคิด แพลตฟอร์มข้อมูลเมือง (CDP) และ การออกแบบโครงสร้างพื้นฐานข้อมูล (FGDS) โดยออกแบบข้อมูลร่วมกับหน่วยงาน สำนักช่าง และได้ศึกษาการวิเคราะห์ข้อมูลสำหรับบริหารจัดการโครงการ โดยวิเคราะห์ข้อมูลถนนด้วยวิธีการซ้อนทับ (Overlay analysis) โดยใช้ข้อมูลเส้นถนนปี 2565 และ 2566 พบว่า มี 8 พื้นที่ที่เกิดการซ้อนทับ ส่งผลให้ เกิดการทำงานที่ซับซ้อน และสิ้นเปลืองงบประมาณ โดยการนำเสนอในรูปแบบ Dashboard ช่วยให้ผู้บริหารเข้าใจภาพรวมที่ชัดเจนและที่มาของปัญหาที่เกิดขึ้นในพื้นที่ ทำให้เกิดการวางแผนและดำเนินการที่เป็นระบบและมีประสิทธิภาพมากขึ้น
