Impact of enforcement of coronavirus disease 2019 (COVID-19) prevention and control measures of Kalasin Province towards occupations in entertainment venues in Mueang Kalasin District Kalasin Province

Abstract

This research focuses on studying the impact of the enforcement of measures to prevent the spread of COVID-19 on entertainment professionals in the Muang district of Kalasin province, Thailand. The objective is to understand the consequences of these measures on entertainment professionals. The research utilized both quantitative and qualitative methods, including surveys with a sample group of 83 entertainment professionals and in-depth interviews with 6 individuals from establishments such as Tawan Daeng, Mahasorn, Kuchinaraian, and Ban Guru Club and Bar. The findings of the research indicate that the enforcement of measures to prevent and control COVID-19 in Kalasin province has affected entertainment professionals in terms of the economy, society, and legal enforcement. Even after the measures were lifted, these professionals continued to experience the consequences. Therefore, it is essential for the government to be aware of the impact of these measures and to implement policies and support measures that encompass all occupational groups, making them easily accessible, timely, and responsive to the current situation. This will ensure that policies and measures enforced by the government are comprehensive, fair, and well-received by the general population

งานวิจัยชิ้นนี้เป็นตัวอย่างของผลกระทบที่เกิดขึ้นจากการบังคับใช้มาตรการในการป้องกันการแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (COVID - 19) ของจังหวัดกาฬสินธุ์ ต่อผู้ประกอบอาชีพในสถานบันเทิงในเขตอำเภอเมืองกาฬสินธุ์ จังหวัดกาฬสินธุ์ ซึ่งได้รับผลกระทบจากการสั่งปิดสถานบันเทิงในช่วงที่มีการแพร่ระบาดของโควิด – 19 มีวัตถุประสงค์เพื่อศึกษาผลกระทบที่เกิดขึ้นจากการบังคับใช้มาตรการ โดยผู้วิจัยได้ทำการศึกษาวิจัยเชิงปริมาณและวิจัยเชิงคุณภาพ จากกลุ่มตัวอย่างซึ่งเป็นผู้ประกอบอาชีพในสถานบันเทิงในเขตอำเภอเมืองกาฬสินธุ์ จังหวัดกาฬสินธุ์ เครื่องมือในการวิจัย ประกอบด้วย แบบสอบจากกลุ่มตัวอย่าง จำนวน 83 คน และการสัมภาษณ์เชิงลึกกลุ่มตัวอย่าง จำนวน ๖ คน จากร้านตะวันแดง มหาซน กาฬสินธุ์ ห้องอาหาร กุฉินารายณ์ และบ้านกรู คลับแอนด์บาร์ โดยจากการวิจัยพบว่า การบังคับใช้มาตรการป้องกันและควบคุมโรคติดเชื้อไวรัสโคโรนา 2019 (COVID-19) ของจังหวัดกาฬสินธุ์ ส่งผลกระทบต่อผู้ประกอบอาชีพในสถานบันเทิง ทั้งในด้านเศรษฐกิจ ด้านสังคม และด้านการบังคับใช้กฎหมาย และแม้จะมีการยกเลิกมาตรการผู้ประกอบอาชีพในสถานบันเทิงก็ยังคงได้รับผลกระทบต่อเนื่องจากการบังคับใช้มาตรการ ดังนั้น ภาครัฐควรต้องตระหนักถึงผลกระทบที่เกิดจากการบังคับใช้นโยบาย รวมไปถึงมาตรการรองรับผู้ได้รับผลกระทบจากการบังคับใช้มาตรการให้คอบคลุมทุกกลุ่มอาชีพอย่างทั่วถึง เข้าถึงง่าย รวดเร็ว และสอดคล้องกับสถานการณ์ เพื่อให้การกำหนดนโยบายหรือมาตรการของรัฐสามารถบังคับใช้กับประชาชนทุกกลุ่มอาชีพและได้รับการตอบสนองจากประชาชนอย่างทั่วถึง เป็นธรรม และถ้วนหน้า
