Elderly Welfare Management in Local Administrative Organizations in the form of Municipalities in Khu Mueang District Burirum Province

Abstract

The purposes of this research were 1) to study the level of elderly welfare provision; and 2) to study the recommendations benefiting the improvement of elderly welfare services quality provided in local government organizations of municipality offices areas in Khu Mueang district, Buri Ram province. This research is mixed methods research, incorporating both quantitative and qualitative research. The populations in the qualitative part were identified and 320 elders, whose residents were in Khu Mueang Subdistrict Municipality’s and Hin Lek Fai Subdistrict Municipality’s area, were selected by using purposive sampling, and data were collected by using a questionnaire. For the qualitative part, data were collected by interviewing 36 key informants, comprised of 16 government officers and 20 elders from 10 villages in target areas

It found that the overall level of elderly welfare provision in local government organizations in the Khu Mueang district, Buri Ram province, is at a moderate level. The most important recommendation for enhancing elderly welfare services in local governmental organizations in Khu Mueang district, includes increasing the elderly allowance and the implementing of annual health check-ups

งานวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับของการจัดสวัสดิการผู้สูงอายุ 2) ศึกษาข้อเสนอแนะการจัดสวัสดิการผู้สูงอายุในองค์กรปกครองส่วนท้องถิ่นรูปแบบเทศบาลในเขตอำเภอคูเมือง จังหวัดบุรีรัมย์ การวิจัยนี้เป็นแบบผสมผสาน คือ การวิจัยเชิงปริมาณ และการวิจัยเชิงคุณภาพ กลุ่มตัวอย่าง ได้แก่ ผู้ให้ข้อมูลในการวิจัยเชิงปริมาณได้จากการสุ่มจากประชากร โดยกำหนดขนาดของกลุ่มตัวอย่างตามสูตรของยามาเน่ได้จำนวน 320 คน ได้แก่ ผู้สูงอายุในเทศบาลตำบลคูเมือง และเทศบาลตำบลหินเหล็กไฟ โดยใช้เครื่องมือ คือ แบบสอบถาม และผู้ให้ข้อมูลในการวิจัยเชิงคุณภาพได้จากการคัดเลือกผู้ให้สัมภาษณ์ จำนวน 36 คน ได้แก่ เจ้าหน้าที่ของรัฐ จำนวน 16 คน และผู้สูงอายุหมู่บ้านละ 2 คน รวม 20 คน โดยใช้เครื่องมือ คือ แบบสัมภาษณ์

ผลการวิจัยพบว่า ระดับของการจัดสวัสดิการผู้สูงอายุในองค์กรปกครองส่วนท้องถิ่นรูปแบบเทศบาลในเขตอำเภอคูเมือง จังหวัดบุรีรัมย์ภาพรวมในระดับปานกลาง และข้อเสนอแนะที่สำคัญมากเกี่ยวกับการจัดสวัสดิการผู้สูงอายุในองค์กรปกครองส่วนท้องถิ่นรูปแบบเทศบาลในเขตอำเภอคูเมือง จังหวัดบุรีรัมย์ คือ การเพิ่มสวัสดิการด้านเบี้ยยังชีพ และการตรวจสุขภาพประจำปี
