Tree Banks and Sustainable Forest Management : A case study of Ban Sri Somdet Branch Tree Bank Project Si Somdet District Roi Et Province

Abstract

A research topic as Tree bank and Sustainable Forest Management. A case study of the Ban Sri Somdet Branch Tree Bank Project, Si Somdet District Roi Et Province the objectives of the study are : 1.to study the implementation of the project under the concept of sustainable forest management. 2. to suggest guidelines for the implementation of the Ban Sri Somdet Branch Tree Bank Project. Si Somdet District Roi Et Province to achieve the objectives of the concept of sustainable forest management that is a concept shared between International Tropical Timber Organization and Food and Agriculture Organization of the United Nations are qualitative research studies. There are steps in the study. The researcher has two methods of collecting data: 1.Collect data from policy documents. Academic articles Project documents and various online publications. 2.Collect data through field interviews and discussions using the In-depth Interview method with people involved in the tree bank project, including leaders of the Ban Sri Somdet community. Those who register to plant trees with the Tree Bank project and officials of the Bank for Agriculture and Agricultural Cooperatives (BAAC) involved in the Ban Sri Somdet Branch Tree Bank project. Si Somdet District Roi Et Province, a total of 11 cases, and the two pieces of data were analyzed to distill the essence to cover the research objectives and present the data descriptively using verbal descriptions.

The study found that the operation of the Baan Sri Somdet Tree Bank project involves integration and cooperation through three sectors: temples, houses, and communities. Suggestions from the research are discontinuity of the project in terms of budget, which is an obstacle in income motivation and monitoring, inspection, evaluation, and belief motivation. and income, which is an important factor that affects farmers' awareness of planting trees. การวิจัยเรื่อง ธนาคารต้นไม้กับแนวคิดการจัดการป่าไม้อย่างยั่งยืน กรณีศึกษา โครงการธนาคารต้นไม้สาขาบ้านศรีสมเด็จ อำเภอศรีสมเด็จ จังหวัดร้อยเอ็ด มีวัตถุประสงค์ของการศึกษาคือ 1. เพื่อศึกษาการดำเนินการโครงการภายใต้แนวคิดการจัดการป่าไม้อย่างยั่งยืน 2. เพื่อเสนอแนะแนวทางสำหรับการดำเนินการโครงการธนาคารต้นไม้สาขาบ้านศรีสมเด็จ อำเภอศรีสมเด็จ จังหวัดร้อยเอ็ด ให้บรรลุวัตถุประสงค์แนวคิดการจัดการป่าไม้อย่างยั่งยืนที่เป็นแนวคิดร่วมกันระหว่างองค์การป่าไม้เขตร้อนระหว่างประเทศ หรือ ITTO (International Tropical Timber Organization) กับองค์การอาหารและการเกษตรแห่งสหประชาชาติ หรือ FAO (Food and Agriculture Organization of the United Nations) เป็นงานวิจัยวิจัยเชิงคุณภาพ มีขั้นตอนการศึกษาผู้วิจัยมีวิธีการเก็บรวบรวมข้อมูล 2 ส่วน คือ 1. เก็บข้อมูลจากเอกสารนโยบาย บทความทางวิชาการ เอกสารโครงการ สื่อสิ่งพิมพ์ออนไลน์ ต่าง ๆ 2. เก็บรวบรวมข้อมูลผ่านการลงภาคสนามเพื่อสัมภาษณ์และพูดคุย ใช้วิธีการสัมภาษณ์เชิงลึก (In-depth Interview) กับผู้มีส่วนเกี่ยวข้องกับโครงการธนาคารต้นไม้ ได้แก่ ผู้นำชุมชนบ้านศรีสมเด็จ ผู้ที่ขึ้นทะเบียนปลูกต้นไม้กับโครงการธนาคารต้นไม้ และเจ้าหน้าที่ธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร (ธ.ก.ส.) ที่เกี่ยวข้องกับโครงการธนาคารต้นไม้สาขาบ้านศรีสมเด็จ อำเภอศรีสมเด็จ จังหวัดร้อยเอ็ด จำนวน 11 ราย และนำข้อมูลทั้งสองส่วนมาวิเคราะห์กลั่นเอาสาระสำคัญให้ครอบคลุมวัตถุประสงค์ของการวิจัยและนำเสนอข้อมูลในเชิงพรรณนาโดยใช้การบรรยายด้วยถ้อยคำ

ซึ่งผลการศึกษาพบว่า การดำเนินการโครงการธนาคารต้นไม้บ้านศรีสมเด็จมีการบูรณาการทำงานร่วมมือกันผ่าน 3 ภาคส่วน ได้แก่ วัด บ้าน ชุมชน โดยจำนวนสมาชิกทั้งหมดล้วนแล้วเป็นสมาชิกธนาคารเพื่อการเกษตรและสหกรณ์การเกษตร (ธ.ก.ส.) และมีประเภทที่ดินที่เข้าร่วมอยู่ในโครงการสาขาบ้านศรีสมเด็จเพียง 2 ประเภทเท่านั้น ได้แก่ที่ดินกรรมสิทธิ์ที่เป็นโฉนดที่ดินของเกษตรกร และที่ดินสาธารณะของวัด แต่การทำงานร่วมกันโดยมีวัดเป็นตัวแสดง (actor) ที่มีบทบาทหลักในการเป็นศูนย์กลางในการพยุงความร่วมมือจากหลายภาคส่วน ซึ่งถือเป็นกุญแจสำคัญในการนำหลักการของโครงการธนาคารต้นไม้ช่วยให้เกษตรกรที่เป็นหนี้กับธนาคารได้มีช่องทางการสร้างรายได้ตั้งแต่การสนับสนุนค่าบำรุงต้นไม้ไปจนถึงเงินกู้จากการนำต้นไม้ไปเป็นหลักประกันได้ไปจนถึงการต่อยอดสร้างเครือข่ายสังคมคนปลูกต้นไม้ กลุ่มเครือข่ายวิสาหกิจ มีการทำงานในทางสังคมกับวัฒนธรรมเชิงท้องถิ่นที่ผนวกกับความเชื่อที่มีการผสมผสานของการทำบุญกุศลลงไปในการปลูกต้นไม้ จัดตั้งเป็นกลุ่มเครือข่ายวิสาหกิจชุมชน เพิ่มช่องทางด้านรายได้ในระหว่างที่รอต้นไม้เจริญเติบโต อย่างไรก็ตามอุปสรรคจนนำไปสู่ข้อค้นพบสำหรับแนวทางการทำให้ยั่งยืนมากขึ้นคือความต่อเนื่องของโครงการที่มีส่วนสำคัญในการสร้างแรงจูงใจให้แก่สมาชิก
