The Development of Guidelines Regarding Cannabis in Opportunity Expansion School in Wang Thong Sub-District, Phakdee Chumphon District, Chaiyaphum Province

Abstract

This research is a participatory action research model. (Participatory Action Research). The objective is of this research was to study the development of guidelines regarding cannabis in the educational opportunity expansion schools in Wang Thong sub-district, Phakdee Chumphon district, Chaiyaphum province. Collection of information using Document Analysis, Questionnaires, and In-depth Interviews.The target groups in this study include (1) students in junior high school 1 -3 in schools that expand educational opportunities in Wang Thong Subdistrict. (2) teachers and educational personnel at schools that expand educational opportunities in the area. Wang Thong Subdistrict area (3) parents (4) public health officials under 2 subdistrict health promotion hospitals (5) Handed Chump hon District Public Health Office and (6) officials under Wang Thong Subdistrict Administrative Organization. Descriptive statistics includingfrequency, percentage, mean and standard deviation,and inferential statistics using Paired t test, Qualitative data Analyzed by content analysis.

The results found that regarding the situation of marijuana usein schools, the students ingrade 7-9 had a low level of knowledge, a high levelof attitude, and a fair level of behavior. The development of guidelines includes: (1) setting the measures to monitor problems caused by the use of marijuana or hemp in schools; (2) trainingsto provide knowledgelinked to prevention and dangers of using marijuana or hemp;and (3) providing the public relations campaigns about the dangers of using marijuana or hemp. The results of operations according to the guidelines found that the target group hada high level of knowledge with a statistical significance level of 0.05 (t = 6.780, p < .001), a high level of attitudewith a statistical significancelevelof0.05 (t = 2.610, p < .013); and a fair levelof behavior with a statistical significance level of 0.05 (t = 4.172, p –value < 0.000). There were success factors including: (1) creating networks or partners to support the implementation of the guidelines regarding marijuana in the educational institutions of Ministry of Education in a strong manner; (2) providing correct knowledge and understanding about the dangers of marijuana or hemp to students; (3) participating in the implementation of the guidelines;and4)continuous monitoring and coordinatingthe implementation of the guidelines. The results suggest that: (1) the educational institutions or schools must be aware of the importance of preventing marijuana useand continuous support for organizing various activities; (2) thereshould be continuous activity provisionto prevent marijuana met the needs of students; (3) the relevant agencies should provide supportsin preventing the useof marijuana in schools appropriate to the local context.

การวิจัยครั้งนี้เป็นรูปแบบการวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม (Participatory Action Research) โดยมีวัตถุประสงค์เพื่อศึกษาการพัฒนาแนวปฏิบัติเกี่ยวกับกัญชาในโรงเรียนขยายโอกาสทางการศึกษาของโรงเรียนในตำบลวังทอง อำเภอภักดีชุมพล จังหวัดชัยภูมิ ซึ่งกลุ่มเป้าหมายในการศึกษาครั้งนี้ ได้แก่ (1) นักเรียนที่ศึกษาในระดับชั้นมัธยมศึกษาปีที่ 1-3 ในโรงเรียนขยายโอกาสทางการศึกษาในเขตพื้นที่ตำบลวังทอง (2) ครู และบุคลากรทางการศึกษาโรงเรียนขยายโอกาสทางการศึกษาในเขตพื้นที่ตำบลวังทอง (3) ผู้ปกครอง (4) เจ้าหน้าที่สาธารณสุขสังกัดโรงพยาบาลส่งเสริมสุขภาพตำบลจำนวน 2 แห่ง (5) สำนักงานสาธารณสุขอำเภอภักดีชุมพล และ (6) เจ้าหน้าที่สังกัดองค์การบริหารส่วนตำบลวังทอง การเก็บรวบรวมข้อมูล โดยการใช้แบบวิเคราะห์เอกสาร แบบสอบถาม และแบบและสัมภาษณ์เชิงลึก วิเคราะห์ข้อมูลด้วยสถิติเชิงพรรณนา (Descriptive) ได้แก่ ความถี่ (Frequency) ร้อยละ (Percentage) ค่าเฉลี่ย (Mean) และส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation) และสถิติเชิงอนุมาน (Inferential Statistics) ใช้สถิติ Paired t test ข้อมูลเชิงคุณภาพ วิเคราะห์โดยการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า สถานการณ์การใช้กัญชา พบว่า นักเรียนระดับชั้นมัธยมศึกษาปีที่ 1–3 มีระดับความรู้อยู่ในระดับต่ำ ระดับเจตคติอยู่ในระดับดี และระดับพฤติกรรมอยู่ในระดับพอใช้ การพัฒนาแนวปฏิบัติ พบว่า (1) มาตรการเฝ้าระวังปัญหาที่เกิดจากการใช้กัญชาหรือกัญชงในโรงเรียน (2) อบรมให้ความรู้ การป้องกัน และโทษของการใช้กัญชาหรือกัญชง (3) รณรงค์ประชาสัมพันธ์โทษของการใช้กัญชาหรือกัญชง ผลการดำเนินงานตามแนวปฏิบัติ พบว่า กลุ่มเป้าหมายมีระดับความรู้อยูในระดับสูงอย่างมีนัยสำคัญทางทางสถิติระดับ 0.05 (t = 6.78, p < .001) ระดับเจตคติอยู่ในระดับดีอย่างมีนัยสำคัญทางทางสถิติระดับ 0.05 (t = 2.610, p < .013) ระดับพฤติกรรมอยู่ในระดับพอใช้อย่างมีนัยสำคัญทางทางสถิติระดับ 0.05 (t = 4.172, p < .001) ปัจจัยแห่งความสำเร็จ พบว่า (1) การสร้างภาคีเครือข่ายในสนับสนุนการดำเนินงานตามแนวปฏิบัติเกี่ยวกับกัญชาในสถานศึกษาของกระทรวงศึกษาธิการอย่างเข้มแข็ง (2) การให้ความรู้ ความเข้าใจ ที่ถูกต้องข้องและอันตรายจากกัญชาหรือกัญชงให้กับนักเรียน (3) การมีส่วนในการดำเนินงานตามแนวปฏิบัติเกี่ยวกับกัญชาในสถานศึกษาของกระทรวงศึกษาธิการ และ (4) การติดตามและประสานงานตามดำเนินงานตามแนวปฏิบัติเกี่ยวกับกัญชาในสถานศึกษาของกระทรวงศึกษาธิการอย่างต่อเนื่อง ข้อเสนอแนะ พบว่า (1) สถานศึกษาต้องตระหนักให้ความสำคัญในป้องกันการใช้กัญชา มีการสนับสนุนกิจกรรมต่าง ๆ อย่างต่อเนื่อง (2) ควรจัดกิจกรรมการป้องกันการใช้กัญชาอย่างต่อเนื่อง ให้ตอบสนองความต้องการของนักเรียน (3) หน่วยงานที่เกี่ยวข้องควรให้การสนับสนุนในการดำเนินงานด้านการป้องกันการใช้กัญชาโรงเรียนตามความเหมาะสมของบริบทพื้นที่ตามเห็นสมควร
