Developing the Curriculum to Enhance Active Citizenship Competencies for Primary 6 Students at Mahasarakham Town Municipal Schools

Abstract

The objectives of this research were to study 1) to study the basic information on developing the curriculum to enhance active citizenship competencies for primary 6 students at mahasarakham town municipal schools. 2) developing the curriculum to enhance active citizenship competencies for primary 6 students at mahasarakham town municipal schools. 3) to study the results of the implementation of the curriculum to enhance active citizenship competencies for primary 6 students at mahasarakham town municipal schools.sample of 54 students from 3 schools affiliated to mahasarakham town municipal schools.cluster random sampling and satisfacion questionnaire the statistics used in the research included percentages,averages, and standard deviations.

The results of the research appeared as follows :

1. The study of basic information on developing the curriculum to enhance active citizenship competencies for primary 6 students at mahasarakham town municipal schools found that 1.1) the curriculum development guidelines should be prepared as additional subjects by defining specific objectives of the curriculum to be in line with the four aspects of active citizenship competencies. responsibility for roles and duties critical engagement and change-maker the learning content should focus on knowledge about how to behave in respecting the rights of others. respect for the rules and discipline of society and the nation. the organization of learning activities should focus on skills from practical work from real situations. evaluation, a variety of measurement tools should be used, such as performance evaluation forms. behavior observation form, portfolio, and knowledge test. 1.2) developing the curriculum needs it was found that administrators and instructors have a need to develop a active citizenship competencies curriculum that helps strengthen learners to become active citizenship continuously and systematically. consisting of learning content related to the community, community-based learning resources, and a clear measurement and evaluation system. 1.3) the denmand for learning according to the curriculum of learners is at a high level. 2. Developing the curriculum to enhance active citizenship competencies for primary 6 students of mahasarakham town municipal schools developed by the researcher, including the origin and importance, vision, principles, and key competencies of learners. desirable characteristics and quality of learners course objectives learning outcomes, additional course descriptions, curriculum structure divided into 3 learning units: unit 1: happiness to create, hope to give of social care 8 hours unit 2: creating a livable society 8 hours and unit 3 appreciate yourself and others 4 hours, including 20 hours, learning management, measurement and evaluation. the curriculum was evaluated by experts and found to be appropriate at the most appropriate level. 3. The results of the study on the use of developing the curriculum to enhance active citizenship competencies for primary 6 students at mahasarakham town municipal schools found that from the study of active citizenship competencies, there was an overall upward trend in all four aspects: respect for rights, empowerment, and empowerment. การวิจัยครั้งนี้มีความมุ่งหมาย 1) เพื่อศึกษาข้อมูลพื้นฐานการพัฒนาหลักสูตรเสริมสร้างสมรรถนะการเป็นพลเมืองที่เข้มแข็งสำหรับนักเรียนชั้นประถมศึกษาปีที่ 6 โรงเรียนสังกัดเทศบาลเมืองมหาสารคาม 2) เพื่อพัฒนาหลักสูตรเสริมสร้างสมรรถนะการเป็นพลเมืองที่เข้มแข็งสำหรับนักเรียนชั้นประถมศึกษาปีที่ 6 โรงเรียนสังกัดเทศบาลเมืองมหาสารคาม 3) เพื่อศึกษาผลการใช้หลักสูตรเสริมสร้างสมรรถนะการเป็นพลเมืองที่เข้มแข็งสำหรับนักเรียนชั้นประถมศึกษาปีที่ 6 โรงเรียนสังกัดเทศบาลเมืองมหาสารคาม กลุ่มตัวอย่าง คือ นักเรียนชั้นประถมศึกษาปีที่ 6 โรงเรียนสังกัดเทศบาลเมืองมหาสารคาม จำนวน 54 คน จำนวน 3 โรงเรียน โดยการสุ่มแบบแบ่งกลุ่ม ในภาคเรียนที่ 2 ปีการศึกษา 2567 เครื่องมือที่ใช้ในการวิจัย ได้แก่ หลักสูตรเสริมสร้างสมรรถนะการเป็นพลเมืองที่เข้มแข็งสำหรับนักเรียนชั้นประถมศึกษาปีที่ 6 แบบทดสอบวัดความรู้ แบบประเมินผลงาน แบบประเมินพฤติกรรม และแบบสอบถามความพึงพอใจ สถิติที่ใช้ในการวิจัย ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า

1. การศึกษาข้อมูลพื้นฐานการพัฒนาหลักสูตรเสริมสร้างสมรรถนะการเป็นพลเมืองที่เข้มแข็งสำหรับนักเรียนชั้นประถมศึกษาปีที่ 6 โรงเรียนสังกัดเทศบาลเมืองมหาสารคาม พบว่า 1.1) แนวทางการพัฒนาหลักสูตร ควรจัดทำเป็นวิชาเพิ่มเติมโดยกำหนดจุดมุ่งหมายเฉพาะของหลักสูตร ให้สอดคล้องกับสมรรถนะการเป็นพลเมืองที่เข้มแข็งทั้ง 4 ด้าน คือ การเคารพสิทธิ การรับผิดชอบต่อบทบาทหน้าที่ การมีส่วนร่วมอย่างมีวิจารณญาณ และการเป็นผู้สร้างการเปลี่ยนแปลง สาระการเรียนรู้ควรเน้นความรู้เกี่ยวกับการปฏิบัติตนในการเคารพสิทธิของผู้อื่น การเคารพกฎระเบียบวินัยของสังคมและประเทศชาติ การจัดกิจกรรมการเรียนรู้ควรเน้นทักษะจากการปฏิบัติจากสถานการณ์จริง การวัดและประเมินผลควรใช้เครื่องมือการวัดที่หลากหลาย เช่น แบบประเมินผลงาน แบบสังเกตพฤติกรรม ประเมินแฟ้มสะสมผลงาน และแบบทดสอบวัดความรู้ 1.2) ความต้องการพัฒนาหลักสูตร พบว่า ผู้บริหารและผู้สอนมีความต้องการพัฒนาหลักสูตรเสริมสร้างสมรรถนะการเป็นพลเมืองที่เข้มแข็งที่ช่วยเสริมสร้างให้ผู้เรียนเป็นพลเมืองที่เข้มแข็งที่ต่อเนื่องและเป็นระบบ ประกอบด้วย สาระการเรียนรู้ที่สัมพันธ์กับชุมชน มีแหล่งเรียนรู้ในชุมชน และมีระบบการวัดและประเมินผลที่ชัดเจน และ 1.3) ความต้องการเรียนรู้ตามหลักสูตรของผู้เรียนอยู่ในระดับมาก 2. การพัฒนาหลักสูตรเสริมสร้างสมรรถนะการเป็นพลเมืองที่เข้มแข็งสำหรับนักเรียนชั้นประถมศึกษาปีที่ 6 โรงเรียนสังกัดเทศบาลเมืองมหาสารคามที่ผู้วิจัยพัฒนาขึ้น ประกอบด้วย ที่มาและความสำคัญ วิสัยทัศน์หลักการ สมรรถนะที่สำคัญของผู้เรียน คุณลักษณะอันพึงประสงค์ คุณภาพของผู้เรียน จุดมุ่งหมายของหลักสูตร ผลการเรียนรู้ คำอธิบายรายวิชาเพิ่มเติม โครงสร้างหลักสูตร แบ่งเป็น 3 หน่วยการเรียนรู้ ได้แก่ หน่วยการเรียนรู้ที่ 1 สุขที่จะสร้าง หวังที่จะให้ ใส่ใจสังคม จำนวน 8 ชั่วโมง หน่วยการเรียนรู้ที่ 2 สร้างสังคมให้น่าอยู่ จำนวน 8 ชั่วโมง และหน่วยการเรียนรู้ที่ 3 เห็นคุณค่าในตนเองและผู้อื่น จำนวน 4 ชั่วโมง รวมทั้ง 20 ชั่วโมง การจัดการเรียนรู้ การวัดและประเมินผล ซึ่งหลักสูตรได้รับการประเมินจากผู้เชี่ยชาญ พบว่า มีความเหมาะสมในระดับมากที่สุด 3. ผลการศึกษาการใช้หลักสูตรเสริมสร้างสมรรถนะการเป็นพลเมืองที่เข้มแข็งสำหรับนักเรียนชั้นประถมศึกษาปีที่ 6 โรงเรียนสังกัดเทศบาลเมืองมหาสารคาม พบว่า จากการศึกษาสมรรถนะการเป็นพลเมืองที่เข้มแข็ง โดยรวมมีแนวโน้มที่สูงขึ้นทั้ง 4 ด้าน ได้แก่ การเคารพสิทธิ การรับผิดชอบต่อบทบาทหน้าที่ การมีส่วนร่วมอย่างมีวิจารณญาณ การเป็นผู้สร้างการเปลี่ยนแปลง และจากผลการศึกษาความพึงพอใจของนักเรียนที่มีต่อการจัดกิจกรรมการเรียนรู้ตามหลักสูตร พบว่า มีความพึงพอใจอยู่ในระดับมาก
