An Effective Small School Administration Model under Mahasarakham Primary Educational Service Area Office 2

Abstract

The objectives of this research were to 1) Study the current state, desirable state, and the priority needs index (PNI modified) of an effective small school administration under Mahasarakham Primary Educational Service Area Office 2, and 2) Develop an effective small school administration model under Mahasarakham Primary Educational Service Area Office 2. The sample group totaling 265 persons consisted of 51 administrators and 214 teachers. The sample size was determined using the Krejci and Morgan table and used multi-stage random sampling method for sampling the samples, and key informants consisted of 3 pilot administrators and 7experts. Research instruments were questionnaires, an interview form, and model suitability and possibility assessment forms. Statistics used for data analysis included percentage, mean, standard deviation, and the priority needs index (PNI modified). The research results found that:

1. The current state of effective small school administration under Mahasarakham Primary Educational Service Area Office 2 overall and all aspects, were at moderate levels. The desirable state overall and all aspects were at high levels. The priority needs index overall was 0.232, with the aspect of participation and cooperation networks has the highest priority needs index value.

2. An effective small school administration model under Mahasarakham Primary Educational Service Area Office 2 consists of 5 components: 1) concept and principles, 2) objectives, 3) working mechanisms, 4) methods of operation, and 5) measurement and evaluation. The model is driven by the PLC process and internal supervision, model operations time total 16 weeks. The results of the evaluation of the appropriateness and feasibility of the model by the panel of experts found that the model was appropriate and feasible both at the highest levels.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารโรงเรียนขนาดเล็กที่มีประสิทธิผล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 และ 2) เพื่อพัฒนารูปแบบการบริหารโรงเรียนขนาดเล็กที่มีประสิทธิผล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 กลุ่มตัวอย่างที่ใช้ในการศึกษา จำนวน 265 คน ประกอบด้วย ผู้บริหารสถานศึกษา จํานวน 51 คน และครูผู้สอน จํานวน 214 คน กำหนดขนาดของตัวอย่างโดยใช้ตารางเครจซี่และมอร์แกน และใช้วิธีการสุ่มตัวอย่างแบบหลายขั้นตอน และกลุ่มผู้ให้ข้อมูลสำคัญ ได้แก่ ผู้บริหารสถานศึกษาต้นแบบ จำนวน 3 คน และผู้ทรงคุณวุฒิ 7 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถาม แบบสัมภาษณ์ และแบบประเมินความเหมาะสมและเป็นไปได้ของรูปแบบ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ผลการวิจัยพบว่า

1. สภาพปัจจุบันการบริหารโรงเรียนขนาดเล็กที่มีประสิทธิผล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 โดยรวมและรายด้านทุกด้าน มีสภาพปัจจุบันอยู่ในระดับปานกลาง ส่วนสภาพที่พึงประสงค์ โดยรวมและรายด้านทุกด้าน มีสภาพที่พึงประสงค์อยู่ในระดับมาก และค่าดัชนีความต้องการจำเป็นโดยรวม เท่ากับ 0.232 โดยด้านการมีส่วนร่วมและเครือข่ายความร่วมมือ มีค่าดัชนีความต้องการจำเป็นสูงที่สุด

2. รูปแบบการบริหารโรงเรียนขนาดเล็กที่มีประสิทธิผล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 ประกอบด้วย 5 องค์ประกอบ คือ 1) แนวคิดและหลักการ 2) วัตถุประสงค์ 3) กลไกการทำงาน 4) วิธีดำเนินการ และ 5) การวัดและประเมินผล ขับเคลื่อนรูปแบบโดยใช้กระบวนการ PLC และการนิเทศภายใน ระยะเวลาดำเนินการ รวม 16 สัปดาห์ ผลการประเมินความเหมาะสมและความเป็นไปได้ของรูปแบบ โดยคณะผู้ทรงคุณวุฒิ พบว่า รูปแบบมีความเหมาะสมและมีความเป็นไปได้ อยู่ในระดับมากที่สุด
