Participatory School Management Model Affecting Academic Effectiveness of Schools under Provincial Administrative Organizations in Northeast Thailand

Abstract

The objectives of this research were: 1) to study the components and indicators of participatory school management affecting the effectiveness of schools under Provincial Administrative Organizations in Northeast Thailand, 2) to examine the current conditions and desirable states of participatory school management affecting the effectiveness of schools under Provincial Administrative Organizations in Northeast Thailand, 3) to develop a participatory school management model affecting the effectiveness of schools under Provincial Administrative Organizations in Northeast Thailand, and 4) to implement the participatory school management model affecting the effectiveness of schools under Provincial Administrative Organizations in Northeast Thailand. This research employed a research and development methodology divided into 4 phases: Phase 1 involved studying documents and synthesizing components and indicators of participatory school management affecting school effectiveness; Phase 2 examined the current conditions and desirable states of participatory school management affecting the effectiveness of schools under Provincial Administrative Organizations in Northeast Thailand, using questionnaires as research instruments with a sample of 387 administrators and teachers selected through Multi-stage Sampling; Phase 3 developed a participatory school management model affecting the effectiveness of schools under Provincial Administrative Organizations in Northeast Thailand by studying best practices and evaluating the model through a connoisseurship panel of 9 experts, using semi-structured interviews and evaluation forms as instruments; and Phase 4 implemented the model in volunteering target schools. Statistics used included percentage, mean, standard deviation, and Priority Needs Index (PNImodified) analysis.

The research findings revealed that:

1. The components and indicators of participatory school management affecting school effectiveness consisted of 6 components and 17 indicators. comprised: (1) Collaborative Vision Setting (3 Indicators) , (2) Cooperative Implementation (2 Indicators), (3) Shared Decision Making (3 Indicators), (4) Trust Building (3 Indicators), (5) Joint Evaluation (3 Indicators), and (6) Benefits Sharing (3 Indicators).

2. Regarding the current conditions and desirable states of participatory school management affecting the effectiveness of schools under Provincial Administrative Organizations in Northeast Thailand, the current conditions were at high levels in all aspects, and the desirable states were also at high levels in all aspects. The priority needs analysis revealed the following ranking: 1st - Collaborative Vision Setting, 2nd - Cooperative Implementation, 3rd - Shared Decision Making and Trust Building, 4th - Joint Evaluation, and the final priority need was Benefits Sharing.

3. The participatory school management model affecting the effectiveness of schools under Provincial Administrative Organizations in Northeast Thailand consisted of: 1) Model principles, 2) Objectives, 3) Operational processes, and 4) Measurement and evaluation of operations. The model comprised 6 Modules: (1) Module 1: Collaborative Vision Setting, (2) Module 2: Cooperative Implementation, (3) Module 3: Shared Decision Making, (4) Module 4: Trust Building, (5) Module 5: Joint Evaluation, and (6) Module 6: Benefits Sharing. The evaluation of feasibility and utility of the model was at a high level.

4. The results of implementing the participatory school management model affecting effectiveness showed an overall appropriateness at a high level.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาองค์ประกอบและตัวบ่งชี้ของการบริหารสถานศึกษาแบบมีส่วนร่วมที่ส่งผลต่อประสิทธิผล ของสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดในภาคตะวันออกเฉียงเหนือ 2) เพื่อศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ ของการบริหารสถานศึกษาแบบมีส่วนร่วมที่ส่งผลต่อประสิทธิผล ของสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดในภาคตะวันออกเฉียงเหนือ 3) เพื่อพัฒนารูปแบบการบริหารสถานศึกษาแบบมีส่วนร่วมที่ส่งผลต่อประสิทธิผล ของสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดในภาคตะวันออกเฉียงเหนือ 4) เพื่อทดลองใช้รูปแบบการบริหารสถานศึกษาแบบมีส่วนร่วม ที่ส่งผลต่อประสิทธิผล การบริหารแบบมีส่วนร่วมที่ส่งผลต่อประสิทธิผลของสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดในภาคตะวันออกเฉียงเหนือ การวิจัยนี้เป็นการวิจัยและพัฒนา จำแนกเป็น 4 ระยะ คือ ระยะที่ 1 ทำการศึกษาเอกสารและสังเคราะห์องค์ประกอบและตัวบ่งชี้ของการบริหารสถานศึกษาแบบมีส่วนร่วมที่ส่งผลต่อประสิทธิผลของสถานศึกษา ระยะที่ 2 ทำการศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ ของการบริหารสถานศึกษาแบบมีส่วนร่วมที่ส่งผลต่อประสิทธิผล ของสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดในภาคตะวันออกเฉียงเหนือ เครื่องมือที่ใช้เป็นแบบสอบถาม กลุ่มตัวอย่าง คือ ผู้บริหาร และครู จำนวน 387 คน การสุ่มแบบหลายขั้นตอน (Multi-stage Sampling) ระยะที่ 3 ทำการพัฒนารูปแบบ การบริหารสถานศึกษาแบบมีส่วนร่วมที่ส่งผลต่อประสิทธิผล ของสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดในภาคตะวันออกเฉียงเหนือโดยการศึกษา best practice และทำการประเมินรูปแบบโดยการสัมมนาอิงผู้เชี่ยวชาญ จำนวน 9 คน เครื่องมือที่ใช้คือ แบบสัมภาษณ์แบบกึ่งมีโครงสร้าง และแบบประเมิน และระยะที่ 4 นำรูปแบบไปใช้ในโรงเรียนกลุ่มเป่าหมายที่สมัครใจ สถิติที่ใช้ คือ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ดัชนีความต้องการจำเป็น Priority Needs Index (PNImodified)

ผลการวิจัย พบว่า

1. องค์ประกอบและตัวบ่งชี้ของการบริหารสถานศึกษาแบบมีส่วนร่วมที่ส่งผลต่อประสิทธิผล ของสถานศึกษา ประกอบด้วย 6 องค์ประกอบ 17 ตัวบ่งชี้ ประกอบด้วย (1) การร่วมกำหนดวิสัยทัศน์ (3 ตัวบ่งชี้) (2) การร่วมในการปฏิบัติการ (2 ตัวบ่งชี้) (3) การร่วมตัดสินใจ (3 ตัวบ่งชี้) (4) การร่วมไว้วางใจ (3 ตัวบ่งชี้) (5) การร่วมประเมินผล (3 ตัวบ่งชี้) (6) การร่วมรับผลประโยชน์ (3 ตัวบ่งชี้)

2. สภาพปัจจุบันและ สภาพที่พึงประสงค์ ของการบริหารสถานศึกษาแบบมีส่วนร่วมที่ส่งผลต่อประสิทธิผล ของสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดในภาคตะวันออกเฉียงเหนือ สภาพปัจจุบันอยู่ในระดับมากทุกด้าน สภาพที่พึงประสงค์อยู่ในระดับมากทุกด้าน ผลการวิเคราะห์ความต้องการจำเป็นเรียงลำดับ พบว่า ลำดับที่ 1 คือ การร่วมกำหนดวิสัยทัศน์ ลำดับที่ 2 การร่วมในการปฏิบัติการ ลำดับที่ 3 การร่วมตัดสินใจ การร่วมไว้วางใจ ลำดับที่ 4 การร่วมประเมินผล และ ลำดับความต้องการจำเป็นสุดท้ายคือ ด้านการร่วมรับผลประโยชน์ ตามลำดับ

3. รูปแบบการบริหารสถานศึกษาแบบมีส่วนร่วมที่ส่งผลต่อประสิทธิผล ของสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดในภาคตะวันออกเฉียงเหนือ ประกอบไปด้วย 1) หลักการของรูปแบบ 2) วัตถุประสงค์ 3) กระบวนการดำเนินงาน 4) การวัดและประเมินผลการดำเนินงาน รูปแบบการบริหารสถานศึกษาแบบมีส่วนร่วมที่ส่งผลต่อประสิทธิผลของสถานศึกษาด้านวิชาการ โรงเรียนสังกัดองค์การบริหารส่วนจังหวัดในภาคตะวันออกเฉียงเหนือ ประกอบด้วย 6 Module ได้แก่ (1) Module ที่ 1 การร่วมกำหนดวิสัยทัศน์ (Vision) (2) Module ที่ 2 การร่วมในการปฏิบัติการ (Implementation) (3) Module ที่ 3 การร่วมตัดสินใจ (Decision making) (4) Module ที่ 4 การร่วมไว้วางใจ (Trust) (5) Module ที่ 5 การร่วมประเมินผล (Evaluation) (6) Module ที่ 6 การร่วมรับผลประโยชน์ (Benefits) ผลการประเมินรูปแบบความเป็นไปได้และความเป็นประโยชน์ของรูปแบบเสริมสร้างการบริหารสถานศึกษาแบบมีส่วนร่วมที่ส่งผลต่อประสิทธิผลของสถานศึกษาด้านวิชาการ โรงเรียนสังกัดองค์การบริหารส่วนจังหวัดในภาคตะวันออกเฉียงเหนืออยู่ในระดับมาก

4. ผลการนำรูปแบบการบริหารสถานศึกษาแบบมีส่วนร่วมที่ส่งผลต่อประสิทธิผลไปใช้บรรลุตามวัตถุประสงค์ และมีผลการประเมินความเหมาะสม อยู่ในระดับมาก
