Program to Enhance Learning Management Competency for Promoting Creative Thinking Among Art Department Teachers in Schools under the Provincial Administrative Organization

Abstract

This research aimed to develop a learning management competency enhancement program to promote creative thinking among art teachers in educational institutions under the Provincial Administrative Organization. The research was conducted in four phases: Phase 1: Studying the components, indicators, and approaches to enhancing learning management competency for promoting creative thinking among art teachers. The sample consisted of 130 head teachers of art departments, selected through stratified random sampling. Key informants included 7 experts, chosen through purposive sampling. Phase 2: Developing and validating the learning management competency enhancement program for promoting creative thinking among art teachers. Key informants included 9 experts, selected through purposive sampling. Phase 3: Examining the effects of using the learning management competency enhancement program for promoting creative thinking among art teachers. The target group consisted of 15 art teachers from educational institutions under the Udon Thani Provincial Administrative Organization who volunteered to participate in the development. Phase 4: Evaluating and refining the learning management competency enhancement program for promoting creative thinking among art teachers. The target group consisted of 15 art teachers from educational institutions under the Udon Thani Provincial Administrative Organization who volunteered to participate in the development. The instruments used in the study included: document and research synthesis record forms, questionnaires for developing components and indicators, interview protocols for studying development approaches, appropriateness, feasibility and utility assessment forms, knowledge and understanding tests, questionnaires for assessing competency, satisfaction questionnaires, and program utility assessment forms. The statistical methods employed were percentage, mean, standard deviation, and confirmatory factor analysis.

Research results:

1. The study of the components and indicators of learning management competency for promoting creative thinking among art teachers revealed three components and thirteen indicators: 1) Curriculum (4 indicators); 2) Learning Management (6 indicators); and 3) Measurement and Evaluation (3 indicators).

2. The development and validation of the learning management competency enhancement program for promoting creative thinking among art teachers resulted in a program comprising five components: 1) Program Principles; 2) Program Objectives; 3) Program Content, consisting of three units: Unit 1: Curriculum, Unit 2: Learning Management, and Unit 3: Measurement and Evaluation; 4) Program Development Approaches, including the 70:20:10 principle and development methods such as training, knowledge exchange, mentoring, self-directed learning, and on-the-job learning; and 5) Program Evaluation, including the assessment of knowledge and understanding, competency, and satisfaction. The program duration was 83 hours and 20 minutes. Expert evaluation indicated that the program's overall appropriateness, feasibility, and utility were at the highest level.

3. The study of the effects of using the learning management competency enhancement program for promoting creative thinking among art teachers revealed that all participants achieved a score of 80% or higher on the post-development knowledge and understanding test. The level of learning management competency was at the highest level, and the level of satisfaction with the program was also at the highest level.

4. The evaluation and refinement of the learning management competency enhancement program for promoting creative thinking among art teachers showed that the program's utility was assessed at the highest level. Revisions to the content and evaluation methods were made to ensure alignment with the program's principles and objectives, resulting in a complete and finalized program.

การวิจัยครั้งนี้มีความมุ่งหมาย เพื่อพัฒนาโปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้เพื่อส่งเสริมการคิดสร้างสรรค์ของครูกลุ่มสาระการเรียนรู้ศิลปะในสถานศึกษา สังกัดองค์การบริหารส่วนจังหวัด การวิจัยแบ่งออกเป็น 4 ระยะ คือ ระยะที่ 1 การศึกษาองค์ประกอบ ตัวชี้วัด และแนวทางการเสริมสร้างสมรรถนะการจัดการเรียนรู้เพื่อส่งเสริมการคิดสร้างสรรค์ของครูกลุ่มสาระการเรียนรู้ศิลปะ กลุ่มตัวอย่าง ได้แก่ ครูหัวหน้ากลุ่มสาระการเรียนรู้ศิลปะ จำนวน 130 คน โดยสุ่มแบบหลายขั้นตอน และกลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิ 7 คน เลือกแบบเจาะจง ระยะที่ 2 การสร้างและตรวจสอบโปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้เพื่อส่งเสริมการคิดสร้างสรรค์ของครูกลุ่มสาระการเรียนรู้ศิลปะ กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิ 9 คน เลือกแบบเจาะจง ระยะที่ 3 การศึกษาผลการใช้โปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้เพื่อส่งเสริมการคิดสร้างสรรค์ของครูกลุ่มสาระการเรียนรู้ศิลปะ กลุ่มเป้าหมาย ได้แก่ ครูกลุ่มสาระการเรียนรู้ศิลปะในสถานศึกษา สังกัดองค์การบริหารส่วนจังหวัดอุดรธานี ที่สมัครใจเข้าร่วมพัฒนา จำนวน 15 คน ระยะที่ 4 การประเมินและปรับปรุงโปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้เพื่อส่งเสริมการคิดสร้างสรรค์ของครูกลุ่มสาระการเรียนรู้ศิลปะ กลุ่มเป้าหมาย ได้แก่ ครูกลุ่มสาระการเรียนรู้ศิลปะในสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดอุดรธานี ที่สมัครใจเข้าร่วมพัฒนา จำนวน 15 คน เครื่องมือที่ใช้ได้แก่ แบบบันทึกการสังเคราะห์เอกสารและงานวิจัยที่เกี่ยวข้อง แบบสอบถามเพื่อการพัฒนาองค์ประกอบและตัวชี้วัด แบบสัมภาษณ์การศึกษาแนวทางการพัฒนา แบบประเมินความเหมาะสม ความเป็นไปได้และความเป็นประโยชน์ แบบทดสอบความรู้ความเข้าใจ แบบสอบถามการศึกษาสมรรถนะ และแบบสอบถามการศึกษาความพึงพอใจ และแบบประเมินความเป็นประโยชน์ของโปรแกรม สถิติที่ใช้ ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์องค์ประกอบเชิงยืนยัน

ผลการวิจัยพบว่า

1. ผลการศึกษาองค์ประกอบและตัวชี้วัดสมรรถนะการจัดการเรียนรู้เพื่อส่งเสริมการคิดสร้างสรรค์ของครูกลุ่มสาระการเรียนรู้ศิลปะ ประกอบด้วย 3 องค์ประกอบ 13 ตัวชี้วัด ได้แก่ 1) หลักสูตร มี 4 ตัวชี้วัด 2) การจัดการเรียนรู้ มี 6 ตัวชี้วัด 3) การวัดและการประเมินผล มี 3 ตัวชี้วัด

2. ผลการสร้างและตรวจสอบโปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้เพื่อส่งเสริมการคิดสร้างสรรค์ของครูกลุ่มสาระการเรียนรู้ศิลปะ ประกอบด้วย 5 องค์ประกอบ 1) หลักการของโปรแกรม 2) วัตถุประสงค์ของโปรแกรม 3) เนื้อหาของโปรแกรม ประกอบด้วย 3 หน่วย ได้แก่ หน่วยที่ 1 หลักสูตร หน่วยที่ 2 การจัดการเรียนรู้ และหน่วยที่ 3 การวัดและประเมินผล 4) แนวทางการพัฒนาตามโปรแกรม ประกอบด้วย หลักการพัฒนา 70:20:10 และวิธีการพัฒนา ได้แก่ การฝึกอบรม การแลกเปลี่ยนเรียนรู้ การเป็นพี่เลี้ยง การเรียนรู้ด้วยตนเอง และการเรียนรู้จากการปฏิบัติงานจริง 5) การประเมินผลตามโปรแกรม ประกอบด้วย การศึกษาความรู้ความเข้าใจ การศึกษาสมรรถนะ และการศึกษาความพึงพอใจ ใช้ระยะเวลา 83 ชั่วโมง 20 นาที ผลการประเมินโดยผู้ทรงคุณวุฒิ พบว่า ความเหมาะสม ความเป็นไปได้ และความเป็นประโยชน์ โดยรวมอยู่ในระดับมากที่สุด

3. ผลการศึกษาผลการใช้โปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้เพื่อส่งเสริมการคิดสร้างสรรค์ของครูกลุ่มสาระการเรียนรู้ศิลปะ พบว่า การศึกษาความรู้ความเข้าใจหลังการพัฒนาผ่านเกณฑ์ร้อยละ 80 ทุกคน การศึกษาสมรรถนะการจัดการเรียนรู้อยู่ในระดับมากที่สุด และการศึกษาความพึงพอใจต่อการใช้โปรแกรมอยู่ในระดับมากที่สุด

4. ผลการประเมินและปรับปรุงโปรแกรมเสริมสร้างสมรรถนะการจัดการเรียนรู้เพื่อส่งเสริมการคิดสร้างสรรค์ของครูกลุ่มสาระการเรียนรู้ศิลปะ พบว่า ผลการประเมินความเป็นประโยชน์ของโปรแกรมอยู่ในระดับมากที่สุด และผลการปรับปรุงเนื้อหาของโปรแกรมและการประเมินผลตามโปรแกรมให้มีสอดคล้องกับหลักการและวัตถุประสงค์ของโปรแกรม ได้โปรแกรมฉบับสมบูรณ์
