Development of Programs to Enhance in Digital Leadership of School Administrators under Mahasarakham Secondary Educational Service Area Office

Abstract

The objectives of this research were 1) to study the current conditions, desirable conditions, and the needs of digital leadership of school administrators under the Secondary Educational Service Area Office Mahasarakham. 2) to develop the digital leadership enhancement program of school administrators under the Secondary Educational Service Area Office Mahasarakham. The research methodology consisted of 2 phases as follow ; phase 1 was the study of current conditions, desirable conditions, and the needs of digital leadership of school administrators under the Secondary Educational Service Area Office Mahasarakham. The sample group was school administrators and teachers amount 393 people under the Secondary Educational Service Area Office Mahasarakham and found by Stratified random sampling method and school size as a unit of randomness. Research instrument was a questionnaire. Phase 2 was program development to enhance digital leadership of school administrators under the Secondary Educational Service Area Office Mahasarakham. The information providers included 6 administrators and teachers form schools that were good practices, as well as 5 educational experts, selected through purposive sampling. The research instruments were semi structured interview and the assessment of suitability and feasibility of the program. The statistics that used for data analysis were percentage, mean, standard deviation and Priority Needs Index.

The research results found that ;

1. The overall current condition of digital leadership of school administrators was in the high level. Moreover, the desirable conditions of digital leadership of school administrators was in the highest level and the priority of needs on enhancing digital leadership of school administrators under the secondary Educational Service Area Office Mahasarakham was sorted in descending order digital age learning, digital leadership of vision, technological performance, and ethics and digital law, respectively.

2. The program to enhance digital leadership of school administrators under the secondary educational service area office Mahasarakham consisted of 1) Principle 2) Objectives 3) Content which divided into 4 modules : Module 1-Digital age learning, Module 2-Digital leadership of vision, Module 3-Technological performance, and Module 4-Ethics and digital law. 4) The developing principals as 70-20-10 model. 5) Program assessment. The assessment result found that both of suitability and feasibility of the program to enhance digital leadership of school administrators under the secondary educational service area office Mahasarakham were in the highest level.

การวิจัยครั้งนี้มีจุดมุ่งหมายดังนี้ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม 2) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม การดำเนินการวิจัยมีลักษณะเป็นการวิจัยแบบวิธีผสม แบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม จำนวน 393 คน ได้มาโดยการสุ่มแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารสถานศึกษาและครู จำนวน 6 คน จากโรงเรียนที่มีแนวปฏิบัติที่ดี และผู้ทรงคุณวุฒิประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม จำนวน 5 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์กึ่งโครงสร้าง แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบันของภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมาก สภาพที่พึงประสงค์ของภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมากที่สุด และค่าดัชนีความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม เรียงลำดับจากมากไปหาน้อย ได้แก่ การเรียนรู้เชิงดิจิทัล วิสัยทัศน์ผู้นำทางดิจิทัล สมรรถนะทางเทคโนโลยี และจริยธรรมและกฎหมายการใช้ดิจิทัล ตามลำดับ

2. โปรแกรมเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา แบ่งออกเป็น 4 Module ได้แก่ Module 1 การเรียนรู้เชิงดิจิทัล Module 2 วิสัยทัศน์ผู้นำทางดิจิทัล Module 3 สมรรถนะทางเทคโนโลยี และ Module 4 จริยธรรมและกฎหมายการใช้ดิจิทัล 4) หลักการพัฒนาแบบ 70-20-10 และ 5) การประเมินผล ผลการประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม พบว่า มีความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุด
