Development of Internal Educational Quality Assurance Implementation Guidelines using Quality Cycle for Schools under the Surin Secondary Educational Service Area Office

Abstract

The purposes of this research were to: 1. investigate the current condition, desirable condition, and necessary requirements for internal educational quality assurance implementation in schools under the Surin Secondary Educational Service Area Office; and 2. develop and evaluate internal educational quality assurance implementation guidelines using the quality cycle for schools under the Surin Secondary Educational Service Area Office. The research was conducted in two phases. In Phase 1, a questionnaire survey was used to assess the current and desirable conditions and identify the necessary requirements for quality assurance implementation. The sample consisted of 338 administrators and teachers, selected using the Krejcie and Morgan sample size determination table and stratified random sampling. Phase 2 focused on developing and evaluating the implementation guidelines based on the quality cycle. Data were collected through interview forms administered to administrators from model schools and evaluation forms completed by five distinguished experts. Statistical methods, including percentage, mean, standard deviation and the Modified Priority Needs Index (PNImodified), were used to analyze the data.

The research findings revealed that:

1. The implementation of internal educational quality assurance in schools under the Surin Secondary Educational Service Area Office was found to be at a moderate level overall in the current condition, while the desirable condition was at a high level overall. The Modified Priority Needs Index (PNImodified) rankings, arranged in descending order, were as follows: preparation of school internal educational quality assurance planning, monitoring of quality implementation according to educational standards, development of school quality-focused educational management plans, implementation of school educational management development plans, evaluation and assessment of school internal educational quality, establishment of school educational standards, and preparation of school self-assessment reports, respectively.

2. The internal educational quality assurance implementation guidelines using the quality cycle for schools under the Surin Secondary Educational Service Area Office consisted of 7 components and 35 guidelines. The evaluation of the guidelines' suitability and feasibility indicated that they were rated at the highest level for both criteria.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็น ในการดำเนินงานการประกันคุณภาพการศึกษาภายในสถานศึกษา สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ 2) เพื่อสร้างและประเมินแนวทางการดำเนินงานการประกันคุณภาพการศึกษาภายในสถานศึกษา โดยใช้วงจรคุณภาพ สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ การวิจัยแบ่งออกเป็น 2 ระยะ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการดำเนินงานประกันคุณภาพการศึกษาภายในสถานศึกษา โดยใช้แบบสอบถามในการเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่าง คือ ผู้บริหารและครู จำนวน 338 คน โดยใช้ตารางกำหนดขนาดกลุ่มตัวอย่างของ Krejcie and Morgan และใช้เทคนิคการสุ่มแบบแบ่งชั้น (Stratified Random Sampling Technique) ระยะที่ 2 การสร้างและประเมินแนวทางการดำเนินงานการประกันคุณภาพการศึกษาภายในสถานศึกษา โดยใช้วงจรคุณภาพ ใช้แบบสัมภาษณ์ผู้บริหารโรงเรียนต้นแบบ และแบบประเมินในการเก็บรวบรวมข้อมูลจากผู้ทรงคุณวุฒิ 5 คน สถิติที่ใช้ในการวิจัย คือ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและการวิเคราะห์หาค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. การดำเนินงานการประกันคุณภาพการศึกษาภายในสถานศึกษา สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ พบว่า สภาพปัจจุบันโดยรวมอยู่ในระดับปานกลาง สภาพที่พึงประสงค์โดยรวมอยู่ในระดับมาก และลำดับความต้องการจำเป็น (PNImodified) เรียงลำดับจากมากไปหาน้อย ได้แก่ ด้านการเตรียมการวางแผนการประกันคุณภาพการศึกษาภายในสถานศึกษา ด้านการติดตามผลการดำเนินการให้มีคุณภาพตามมาตรฐานการศึกษา ด้านจัดทำแผนพัฒนาการจัดการศึกษาของสถานศึกษาที่มุ่งสู่คุณภาพ ด้านการดำเนินงานตามแผนพัฒนาการจัดการศึกษาของสถานศึกษา ด้านการประเมินผลและตรวจสอบคุณภาพการศึกษาภายในสถานศึกษา ด้านกำหนดมาตรฐานการศึกษาของสถานศึกษา และด้านจัดทำรายงานผลการประเมินตนเองของสถานศึกษา ตามลำดับ

2. แนวทางการดำเนินงานการประกันคุณภาพการศึกษาภายในสถานศึกษา โดยใช้วงจรคุณภาพ สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ ประกอบด้วย 7 องค์ประกอบ 35 แนวทาง ผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการดำเนินงานการประกันคุณภาพการศึกษาภายในสถานศึกษา โดยใช้วงจรคุณภาพ พบว่า แนวทางมีความเหมาะสมและมีความเป็นไปได้โดยรวมอยู่ในระดับมากที่สุด
