Development of Program to Enhance Leadership of School Administrators in the VUCA World under the Secondary Educational Service Area Office Surin

Abstract

This research aimed to study the current situation, desirable condition, and needs and develop a program to enhance the leadership of school administrators in the VUCA world under the secondary educational service area office in Surin. The research was divided into two sections. Phase 1 was an investigation of the current situation, desirable condition, and needs to develop a program to enhance the leadership of school administrators in the VUCA world under the secondary educational service area office in Surin. The sample group for data collection consisted of 341 school administrators and teachers from schools within the secondary educational service area office in Surin, by a stratified random sampling technique. The data on needs were organized using the Priority Needs Index (PNImodified). The data collection tool was a questionnaire with 50 items in a 5-point rating scale format, with power of discrimination ranging from 0.738 to 0.901 for the current situation questionnaire and 0.651 to 0.817 for the desirable condition questionnaire. The reliability of the questionnaire was 0.986 and 0.993 for the current and desirable situation questionnaires, respectively. The statistics used were frequency, percentage, mean, standard deviation, and Cronbach's correlation coefficient. Phase 2 involved the design, development, and evaluation of a program to improve school administrator leadership in the VUCA world, which was overseen by the Surin secondary educational service area office. The program was appraised by five specialists. The instruments utilized were an interview form and a program feasibility and suitability assessment form.

The results of the study revealed that:

1. The current situations of leadership of school administrators in the VUCA world under the secondary educational service area office Surin rated in middle level; the highest mean was agility; the desirable situations of leadership of school administrators in the VUCA world rated in strongly agree; the highest mean was clarify; the needs of development leadership of school administrators in the VUCA world under the secondary educational service area office Surin could be ordered from the highest mean to the lowest as follows: vision, understanding, clarify, and agility, respectively.

2. The results of developing the program to improve the leadership of school administrators in the VUCA world under the secondary educational service area office Surin included 1) principles, 2) objectives, 3) program structures, 4) contents, 5) learning activities, and 6) evaluation and assessment. The program's content consisted of four modules: 1) vision, 2) understanding, 3) clarify, and 4) agility consideration, with a staff development technique of 70:20:10. The appropriateness and feasibility study yielded a significant agreement rating.

การวิจัยในครั้งนี้มีความมุ่งหมายเพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ ความต้องการจำเป็น และพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำของผู้บริหารสถานศึกษาในโลกยุคพลิกผัน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ การวิจัยครั้งนี้ดำเนินการวิจัย แบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการเสริมสร้างภาวะผู้นำของผู้บริหารสถานศึกษาในโลกยุคพลิกผัน กลุ่มตัวอย่างที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอน จำนวน 341 คน จากโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ ได้มาโดยการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling) เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม ชนิดมาตราส่วนประมาณค่า 5 ระดับ จำนวน 50 ข้อ มีค่าอำนาจจำแนกรายข้อของสภาพปัจจุบันตั้งแต่ 0.738-0.901 และค่าความเชื่อมั่นของแบบสอบถามสภาพปัจจุบันอยู่ที่ 0.993 ค่าอำนาจจำแนกรายข้อของสภาพที่พึงประสงค์ตั้งแต่ 0.651-0.817 และค่าความเชื่อมั่นของแบบสอบถามสภาพที่พึงประสงค์อยู่ที่ 0.986 สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์แบบครอนบาค และวิเคราะห์หาดัชนีความต้องการจำเป็น (PNImodified) ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำของผู้บริหารสถานศึกษาในโลกยุคพลิกผัน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ โดยกลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิ 5 ท่าน เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบสัมภาษณ์และแบบประเมินความเหมาะสมความเป็นไปได้ของโปรแกรม

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของภาวะผู้นำของผู้บริหารสถานศึกษาในโลกยุคพลิกผัน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ โดยรวมอยู่ในระดับปานกลาง ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านความคล่องตัว ว่องไว สำหรับสภาพที่พึงประสงค์ของภาวะผู้นำของผู้บริหารสถานศึกษาในโลกยุคพลิกผัน โดยรวมอยู่ในระดับมากที่สุด ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านความกระจ่างชัดเจน ส่วนลำดับความต้องการจำเป็นในการพัฒนาภาวะผู้นำของผู้บริหารสถานศึกษาในโลกยุคพลิกผัน เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ ด้านการมีวิสัยทัศน์ ด้านความสามารถในการทำความเข้าใจ ด้านความกระจ่างชัดเจน และด้านความคล่องตัว ว่องไว ตามลำดับ

2. โปรแกรมเสริมสร้างภาวะผู้นำของผู้บริหารสถานศึกษาในโลกยุคพลิกผัน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) โครงสร้างหรือรูปแบบของโปรแกรม 4) เนื้อหา 5) กระบวนการจัดการเรียนรู้ และ 6) การวัดและประเมินผลโปรแกรม ในส่วนของเนื้อหาสาระ ประกอบด้วย 4 โมดูล ได้แก่ โมดูล 1 ด้านการมีวิสัยทัศน์ (Vision) โมดูล 2 ด้านความสามารถในการทำความเข้าใจ (Understanding) โมดูล 3 ด้านความกระจ่างชัดเจน (Clarify) และโมดูล 4 ด้านความคล่องตัว ว่องไว (Agility) ใช้วิธีการพัฒนาตามหลักการพัฒนาบุคลากรแบบ 70:20:10 ซึ่งผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมและมีความเป็นไปได้อยู่ในระดับมากที่สุด
