Guidelines for School Academic Affairs Administration According to the Philosophy of Sufficiency Economy under the Secondary Education Service Area Office Kalasin

Abstract

This research aims to 1) study the current situation, desired situation and necessity of academic administration of educational institutions based on the Sufficiency Economy Philosophy under the Office of the Secondary Education Service Area, Kalasin Province. To develop guidelines for academic administration of educational institutions based on the Sufficiency Economy Philosophy under the Secondary Education Service Area Office, Kalasin Province. The research was divided into 2 phases.Phase 1: Study the current situation, desired situation and necessity of academic administration of educational institutions according to the Sufficiency Economy Philosophy using a 5-level rating scale questionnaire. Data were collected from a sample group of 96 administrators and teachers responsible for academic work, using the Krejcie and Morgan sample size table and the stratified random sampling technique. Phase 2: Development of academic administration guidelines for educational institutions based on the Sufficiency Economy Philosophy. The information groups were administrators and teachers responsible for academic affairs in 3 educational institutions with excellent practices, totaling 6 people, and qualified persons who assessed the appropriateness and feasibility of the guidelines, totaling 5 people. The instruments used were interviews and an assessment form of the appropriateness and feasibility of the approach. The statistics used were frequency, percentage, mean, and standard deviation.

The research results found that:

1. The current and desired conditions of academic administration of educational institutions based on the Sufficiency Economy Philosophy under the Office of the Secondary Education Area, Kalasin Province, are overall at a high level, respectively. The necessity of academic administration guidelines, ranked from most to least, are as follows: In terms of curriculum development of educational institutions, academic planning, teaching management, measurement, evaluation and transfer of learning results, development and use of technology media for education

2. Academic administration guidelines of educational institutions based on the Sufficiency Economy Philosophy under the Office of the Secondary Education Area, Kalasin, consist of 5 areas and 15 guidelines. The results of the evaluation of the overall suitability and feasibility of the guidelines are at the highest level and the overall feasibility of the guidelines is at a high level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารงานวิชาการของสถานศึกษาตามหลักปรัชญาเศรษฐกิจพอเพียง สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ 2) เพื่อจัดทำแนวทางการบริหารงานวิชาการของสถานศึกษาตามหลักปรัชญาเศรษฐกิจพอเพียง สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ การวิจัยแบ่งออกเป็น 2 ระยะ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารงานวิชาการของสถานศึกษาตามหลักปรัชญาเศรษฐกิจพอเพียง โดยใช้แบบสอบถามมาตราส่วนประมาณค่า (Rating Scale) 5 ระดับ ในการเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่าง คือ ผู้บริหารและครูผู้รับผิดชอบงานวิชาการ จำนวน 96 คน โดยใช้ตารางกำหนดขนาดกลุ่มตัวอย่างของ Krejcie and Morgan และใช้เทคนิคการสุ่มแบบแบ่งชั้น (Stratified Random Sampling Technique) ระยะที่ 2 การพัฒนาแนวทางการบริหารงานวิชาการของสถานศึกษาตามหลักปรัชญาเศรษฐกิจพอเพียง กลุ่มผู้ให้ข้อมูลคือ ผู้บริหารและครูผู้รับผิดชอบงานวิชาการในสถานศึกษาที่มีแนวปฎิบัติเป็นเลิศ 3 แห่ง จำนวน 6 คน ผู้ทรงคุณวุฒิผู้ประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง จำนวน 5 คน เครื่องมือที่ใช้ คือ แบบสัมภาษณ์และแบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง สถิติที่ใช้ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบัน และสภาพที่พึงประสงค์ของการบริหารงานวิชาการของสถานศึกษาตามหลักปรัชญาเศรษฐกิจพอเพียง สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ โดยรวมอยู่ในระดับมากที่สุด ตามลำดับ ความต้องการจำเป็นของแนวทางการบริหารงานวิชาการเรียงลำดับจากมากไปน้อย ดังนี้ ด้านการพัฒนาหลักสูตรของสถานศึกษา ด้านการวางแผนงานวิชาการ ด้านการวัดผล ประเมินผล และดำเนินการเทียบโอนผลการเรียน ด้านการจัดการเรียนการสอน ด้านการพัฒนาและใช้สื่อเทคโนโลยีเพื่อการศึกษา

2. แนวทางการบริหารงานวิชาการของสถานศึกษาตามหลักปรัชญาเศรษฐกิจพอเพียง สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ ประกอบด้วย 5 ด้าน 15 แนวทาง มีผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทางโดยรวมอยู่ในระดับมากที่สุด
