Development of Program to Enhance Digital Leadership of School Administrators under the Amnatcharoen Primary Educational Service Area Office

Abstract

The objectives of this research were 1) to study current conditions, desirable conditions, and the needs of digital leadership of school administrators under the Amnatcharoen Primary Educational Service Area Office. 2) to design and evaluate leadership to enhance digital leadership of school administrators under the Amnatcharoen Primary Educational Service Area Office. The research methodology consisted of 2 phases as follow ; Phase 1 was the study of current conditions, desirable conditions, and the the needs of digital leadership of school administrators. The sample group was school administrators and teachers amount 314 people under Amnatcharoen Primary Educational Service Area Office by using stratified random sampling technique and school size as a unit of randomness. The Research instrument was a questionnaire. Phase 2 was design and evaluate school administrators digital leadership programs under the Amnatcharoen Primary Educational Service Area Office. Studied best practices from informants using purposive sampling techniques of 6 people and evaluated the program by 5 experts obtained by purposive sampling. The research instruments were semi-structured interview and the assessment of suitability and feasibility of the program. The statistics that used for data analysis were mean, standard deviation, and essential demand index.

The research results revealed that:

1. The current state of digital leadership enhancement of school administrators under the Amnatcharoen Primary Educational Service Area Office as a whole was in the high level. The areas with the highest mean values was digital vision. As for the desirable conditions, the digital leadership of school administrators under the Amnatcharoen Primary Educational Service Area Office as a whole was in the highest level. On a per-side basis, it was found that the areas with the highest mean were digital competency. And the priority of needs on enhancing digital leadership of school administrators under the Amnatcharoen Primary Educational Service Area Office was sorted in descending order including digital competency, digital vision, and digital communication, respectively.

2. The program to enhance digital leadership of school administrators under the Amnatcharoen Primary Educational Service Area Office consisted of 1) principles, 2) objectives, 3) content, 4) development methods, 5) measurement and evaluation. The content consists of 3 modules which were module 1 digital competency, module 2 digital vision, and module 3 digital communication. The assessment result found that both of suitability and feasibility of the program to enhance digital leadership of school administrators under the Amnatcharoen Primary Educational Service Area Office were in the highest level.

การวิจัยนี้มีจุดมุ่งหมาย 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอำนาจเจริญ 2) เพื่อออกแบบและประเมินโปรแกรมเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอำนาจเจริญ การวิจัยแบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และ ความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอำนาจเจริญ รวมทั้งหมด 314 คน ใช้เทคนิคการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling) จำแนกตามขนาดสถานศึกษา เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม ระยะที่ 2 ออกแบบและประเมินโปรแกรมเสริมสร้างภาวะผู้นําดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอำนาจเจริญ ศึกษาวิธีการปฏิบัติที่ดีเยี่ยม (Best Practices) จากผู้ให้ข้อมูล โดยการเลือกแบบเจาะจง (Purposive Sampling) จำนวน 6 คน และประเมินโปรแกรมโดยผู้ทรงคุณวุฒิ จำนวน 5 คน ได้มาโดยการเลือกแบบเจาะจง (Purposive Sampling) เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์แบบกึ่งโครงสร้าง และแบบประเมินความเหมาะสม และความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของการเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอำนาจเจริญ โดยรวมมีการปฏิบัติอยู่ในระดับมาก และเมื่อพิจารณาเป็นรายด้าน ด้านที่มีค่าเฉลี่ยสูงสุด คือ วิสัยทัศน์ดิจิทัล ส่วนสภาพที่พึงประสงค์การเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอำนาจเจริญ โดยรวมมีการปฏิบัติอยู่ในระดับมากที่สุด เมื่อพิจารณาเป็นรายด้านพบว่า ด้านที่มีค่าเฉลี่ยสูงสุดคือ สมรรถนะดิจิทัล และความต้องการจำเป็นในการพัฒนาภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา เรียงลำดับความต้องการจำเป็นจากมากไปน้อย ได้แก่ สมรรถนะดิจิทัล วิสัยทัศน์ดิจิทัล และการสื่อสารดิจิทัล ตามลำดับ

2. โปรแกรมการเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอำนาจเจริญ ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) วิธีการพัฒนา 5) การวัดและประเมินผล เนื้อหาสาระ ประกอบด้วย 3 Module ได้แก่ Module 1 สมรรถนะดิจิทัล Module 2 วิสัยทัศน์ดิจิทัล และ Module 3 การสื่อสารดิจิทัล ซึ่งผลการประเมินโปรแกรมโดยรวม มีความเหมาะสมและความเป็นไปได้อยู่ในระดับมากที่สุด
