The Guidelines for Operational Development on Student Assistance System with the Involvement of the Community in Schools under the Jurisdiction of Buriram Primary Educational Service Area Office 4

Abstract

This research aims to: 1. to study the current situation, the desired situation, and the needs of the student support system administration by community participation for schools under the Buriram Primary Educational Service Area Office 4. 2. to develop guidelines for the administration of the student support system by community participation for schools under the Buriram Primary Educational Service Area Office 4. The research is divided into 2 phases: Phase 1; Study the current situation, the desired situation, and the needs for developing the administration of the student support system by community participation for schools under the Buriram Primary Educational Service Area Office 4. A 5-level rating scale questionnaire was used to collect data from a sample of 192 administrators and teachers in charge of the student support system. The sample size was determined using Krejcie and Morgan's table, and the stratified random sampling technique was used. Phase 2; The Guidelines for developing the administration of the student support system by community participation for schools under the Buriram Primary Educational Service Area Office 4. Data providers for the administration of the student support system by community participation, including 3 teachers in charge of the student support system from 3 schools with best practices, were selected using purposive sampling. Data providers for evaluating the suitability and feasibility of the development guidelines for the administration of the student support system by community participation, including 5 experts comprising school administrators, teachers, and educational supervisors, were selected using purposive sampling. The statistics used in the research were percentage, mean, and standard deviation.

The research findings revealed that:

1. The current condition of the student support system administration, overall, was at a moderate level. The desired condition of the student support system administration, overall, was at the highest level. The needs for improvement and the order of needs for the student support system administration for schools under the Buriram Primary Educational Service Area Office 4, arranged by the mean from highest to lowest, were student screening on an individual basis, student promotion and development, knowing students on an individual basis, referrals, and prevention and problem-solving for students, respectively.

2. The guidelines for the student support system administration under the Buriram Primary Educational Service Area Office 4 consisted of 5 aspects and 35 guidelines. Evaluating the suitability and feasibility of the guidelines for the student support system administration under the Buriram Primary Educational Service Area Office 4 found that the guidelines were at the highest level of suitability and the overall feasibility was at the highest level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1. เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการบริหารงานระบบการดูแลช่วยเหลือนักเรียน โดยการมีส่วนร่วมของชุมชนสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 2. เพื่อแนวทางการพัฒนาการบริหารงานระบบการดูแลช่วยเหลือนักเรียน โดยการมีส่วนร่วมของชุมชนสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 การวิจัยแบ่งออกเป็น 2 ระยะ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการพัฒนาการบริหารงานระบบการดูแลช่วยเหลือนักเรียน โดยการมีส่วนร่วมของชุมชนสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 โดยใช้แบบสอบถามมาตราส่วนประมาณค่า (Rating Scale) 5 ระดับ ในการเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่าง คือ ผู้บริหารและครูผู้ดูแลระบบการดูแลช่วยเหลือนักเรียน จำนวน 192 คน โดยใช้ตารางกำหนดขนาดกลุ่มตัวอย่างของ Krejcie และ Morgan และใช้เทคนิคการสุ่มแบบแบ่งชั้น (Stratified Random Sampling technique) ระยะที่ 2 แนวทางการพัฒนาการบริหารงานระบบการดูแลช่วยเหลือนักเรียนโดยการมีส่วนร่วมของชุมชนสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 1. กลุ่มผู้ให้ข้อมูลในการบริหารงานระบบการดูแลช่วยเหลือนักเรียนโดยการมีส่วนร่วมของชุมชน ได้แก่ ครูผู้ดูแลงานระบบดูแลช่วยเหลือนักเรียน รวมทั้งสิ้น 3 คน จาก 3 สถานศึกษาที่มีวิธีปฏิบัติที่ดี (Best Practice) ใช้วิธีการเลือกแบบเจาะจง (Purposive Sampling) 2. กลุ่มผู้ให้ข้อมูลในการประเมินความเหมาะสมและความเป็นไปได้แนวทางการพัฒนาการบริหารงานระบบการดูแลช่วยเหลือนักเรียน โดยการมีส่วนร่วมของชุมชน ได้แก่ ผู้ทรงคุณวุฒิ ประกอบด้วย ผู้บริหารสถานศึกษา ข้าราชการครู และศึกษานิเทศก์ และจำนวน 5 คน ซึ่งได้มาโดยวิธีการเลือกแบบเจาะจง (Purposive Sampling) สถิติที่ใช้ในการวิจัย คือ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบัน ของการบริหารงานระบบการดูแลช่วยเหลือนักเรียน โดยรวม อยู่ในระดับ ปานกลาง สภาพที่พึงประสงค์สภาพที่พึงประสงค์ของการบริหารงานระบบการดูแลช่วยเหลือนักเรียนโดยรวม อยู่ในระดับมากที่สุด และความต้องการจำเป็นปรับปรุงและลำดับความต้องการจำเป็น โดยรวมของการบริหารงานระบบการดูแลช่วยเหลือนักเรียนสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 เรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ การคัดกรองนักเรียนเป็นรายบุคคล การส่งเสริมและพัฒนานักเรียน การรู้จักนักเรียนเป็นรายบุคคล การส่งต่อและการป้องกันและแก้ไขปัญหาของนักเรียน ตามลำดับ

2. แนวทางการบริหารงานระบบการดูแลช่วยเหลือนักเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 ประกอบด้วยทั้งหมด 5 ด้าน 35 แนวทาง ผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการบริหารงานระบบการดูแลช่วยเหลือนักเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 พบว่า แนวทางมีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้โดยรวมอยู่ในระดับมากที่สุด
