Program to Strengthens in Digital Leadership of School Administrators Under Kalasin Primary Educational Service Area Office 3

Abstract

This study aimed to examine the current and desired conditions and needs for digital leadership among school administrators under the Kalasin Primary Educational Service Area Office 3, and to develop and evaluate a digital leadership enhancement program. A mixed-methods design was used with 133 administrators selected through stratified random sampling. Data collection tools included questionnaires, semi-structured interviews, and program evaluation forms. Data were analyzed using mean, standard deviation, and needs index.

The findings showed moderate current digital leadership and the highest desired levels. Key needs were digital professionalism, learning culture networks, and digital vision, while digital competency was least needed. The program comprised five core elements and four modules, and was rated highly in both appropriateness and feasibility.

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็น และเพื่อสร้างและประเมินโปรแกรมเสริมสร้างภาวะผู้นำดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 ใช้วิธีวิจัยแบบผสมผสาน กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา จำนวน 133 คน โดยการสุ่มตัวอย่างแบบชั้นภูมิ เครื่องมือวิจัย ได้แก่ แบบสอบถาม แบบสัมภาษณ์แบบกึ่งโครงสร้างและแบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และดัชนีความต้องการจำเป็น

ผลการวิจัย พบว่า สภาพปัจจุบันของภาวะผู้นำดิจิทัลอยู่ในระดับปานกลาง ขณะที่สภาพที่พึงประสงค์อยู่ในระดับมากที่สุด ความต้องการจำเป็นสูงสุด ได้แก่ ความเป็นมืออาชีพ การสร้างเครือข่ายวัฒนธรรมการเรียนรู้แบบดิจิทัล และการมีวิสัยทัศน์ดิจิทัลตามลำดับ ส่วนสมรรถนะดิจิทัลมีค่าความต้องการจำเป็นต่ำสุด โดยโปรแกรมเสริมสร้างภาวะผู้นำดิจิทัลที่พัฒนาขึ้นประกอบด้วย 5 องค์ประกอบหลัก ได้แก่ หลักการ วัตถุประสงค์ เนื้อหากิจกรรม วิธีดำเนินการ และการวัดผล โดยแบ่งเป็น 4 Module ได้แก่ การมีวิสัยทัศน์ การสร้างเครือข่ายวัฒนธรรมการเรียนรู้แบบดิจิทัล ความเป็นมืออาชีพด้านดิจิทัล และสมรรถนะดิจิทัล ผลการประเมินโปรแกรมพบว่า มีความเหมาะสมอยู่ในระดับมาก และความเป็นไปได้ในระดับมากที่สุด
