The Development of Program to Enhance Performance-Focused Competency of School Administrators in the Digital Age under the Office of Buriram Primary Educational Service Area 4

Abstract

This research aims to 1) to study the current conditions, desirable conditions, and needs for enhancing achievement-oriented competency among school administrators in the digital era under the jurisdiction of the Buriram Primary Educational Service Area Office 4 2) to develop a competency enhancement program aimed at fostering achievement orientation among school administrators in the digital age within the same jurisdiction. This research employed a research and development (R&D) methodology, divided into two phases. In Phase 1, the study focused on the current and desirable conditions, as well as the needs for enhancing achievement-oriented competency. The sample consisted of 127 school administrators or acting administrators under the Buriram Primary Educational Service Area Office 4, selected through stratified random sampling based on the Krejcie and Morgan sample size table. The research instruments included a five-point Likert scale questionnaire and a semi-structured interview. Data were analyzed using mean, standard deviation, and the modified priority needs index (PNImodified). In Phase 2, a program was developed to enhance achievement-oriented competency among school administrators in the digital age. The program was evaluated for its appropriateness and feasibility by five experts selected through purposive sampling. The research instrument used in this phase was an evaluation form for assessing the appropriateness and feasibility of the program. Data analysis involved frequency, percentage, mean, and standard deviation.

The results of the research were as follows:

1. The overall current condition of achievement-oriented competency was at a high level and the overall desired condition was also reported at a high level. The prioritized needs for competency enhancement in the digital age, ranked from highest to lowest based on the modified Priority Needs Index (PNImodified), were as follows: Commitment and creativity in performing duties, Planning ability, Work quality, Problem-solving and decision-making, Monitoring and evaluation skills.

2. The developed achievement-oriented competency enhancement program for school administrators in the digital age comprised five main components: program principles, objectives, content, development methods, and assessment and evaluation. The program was rated at the highest level of appropriateness, indicating its suitability and potential for practical implementation.

งานวิจัยนี้ มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และ ความต้องการจำเป็น ของการเสริมสร้างสมรรถนะด้านการมุ่งผลสัมฤทธิ์ของผู้บริหารสถานศึกษาในยุคดิจิทัล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 2) การพัฒนาโปรแกรมเสริมสร้างสมรรถนะด้านการมุ่งผลสัมฤทธิ์ของผู้บริหารสถานศึกษาในยุคดิจิทัล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 โดยใช้วิธีดำเนินการวิจัยและพัฒนา ซึ่งแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็น ของการเสริมสร้างสมรรถนะด้านการมุ่งผลสัมฤทธิ์ของผู้บริหารสถานศึกษาในยุคดิจิทัล กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษาหรือรักษาการในตำแหน่งผู้บริหารสถานศึกษา จากสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 จำนวน 127 คน ได้มาโดยการสุ่มแบบแบ่งชั้น กำหนดขนาดโดยใช้ตารางเครจซี่และมอร์แกน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม มาตราส่วนประมาณค่า 5 ระดับ แบบสัมภาษณ์แบบกึ่งโครงสร้าง สถิติที่ใช้ในการวิจัย ได้แก่ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐานและดัชนีความต้องการจำเป็น ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างสมรรถนะด้านการมุ่งผลสัมฤทธิ์ของผู้บริหารสถานศึกษาในยุคดิจิทัล สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาบุรีรัมย์ เขต 4 และมีการประเมินโปรแกรมโดยผู้ทรงคุณวุฒิ จำนวน 5 คน โดยได้มาจากการเลือกแบบเจาะจง เครื่องมือวิจัยที่ใช้ในระยะที่ 2 คือ แบบปะเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างสมรรถนะด้านการมุ่งผลสัมฤทธิ์ของผู้บริหารสถานศึกษาในยุคดิจิทัล สถิติในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ยส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า

1. สภาพปัจจุบันของสมรรถนะด้านการมุ่งผลสัมฤทธิ์ของผู้บริหารสถานศึกษาในยุคดิจิทัล โดยรวมอยู่ในระดับมาก และสภาพที่พึงประสงค์ โดยรวมอยู่ในระดับมากเช่นกัน โดยความต้องการจำเป็น ในการเสริมสร้างสมรรถนะด้านการมุ่งผลสัมฤทธิ์ของผู้บริหารสถานศึกษาในยุคดิจิทัล เรียงลำดับจากมากไปน้อย ได้ 1) ด้านความมุ่งมั่นและความคิดริเริ่มสร้างสรรค์ในการปฏิบัติหน้าที่ 2) ด้านความสามารถในการวางแผน 3) ด้านคุณภาพของงาน 4) ด้านการแก้ปัญหาและการตัดสินใจของผู้บริหาร และ 5) ด้านความสามารถในการติดตามประเมินผล ตามลำดับ

2. โปรแกรมเสริมสร้างสมรรถนะด้านการมุ่งผลสัมฤทธิ์ของผู้บริหารสถานศึกษาในยุคดิจิทัลที่พัฒนาขึ้น ประกอบด้วย 5 องค์ประกอบ ได้แก่ หลักการของโปรแกรม วัตถุประสงค์ เนื้อหาของโปรแกรม วิธีการพัฒนา และการวัดประเมินผล โดยผลการประเมินความเหมาะสมและ ความเป็นไปได้ของโปรแกรมอยู่ในระดับมากที่สุด แสดงให้เห็นถึงความเหมาะสมและศักยภาพในการนำไปใช้จริง
