The Development of Guidelines for Academic Administration Towards Excellence in Primary Schools under The Roi-Et Primary Educational Service Area Office 1

Abstract

The purpose of this research was 1) To study the current conditions, the desirable conditions and needs of the academic administration towards excellence in primary schools under The Roi-Et Primary Educational Service Area Office 1. 2) To develop guidelines for implementation of academic administration towards excellence in primary schools under The Roi-Et Primary Educational Service Area Office 1. The research was divided into two phases (1) To study the current conditions, desirable conditions for the academic administration towards excellence in primary schools under The Roi-Et Primary Educational Service Area Office 1. Using questionnaire collected data from a sample group of 338 administrators and teachers. (2) Guidelines for the implementation of the academic administration towards excellence in primary schools under The Roi-Et Primary Educational Service Area Office 1. Studying and synthesizing the current and desirable conditions used to develop guidelines for the implementation of the academic administration towards excellence from administrators and teachers by in-depth interviews with 3 best practice schools. Draft as guidelines for the development of an academic administration towards excellence and assess the guidelines by 5 experts. The research instruments were questionnaires, interviews and assessments. The statistic used for the data analysis were percentage, mean and standard deviation.

The results of the research were as follows:

1. Current conditions, desirable conditions, and prioritization of the needs of the academic administration towards excellence in primary schools under The Roi-Et Primary Educational Service Area Office 1. Overall current condition was at the high level. The highest mean is the Development of the Internal Quality Assurance System in Educational Institutions. Overall desirable condition was highest level. The highest mean is the Research for the Development of Educational Quality. The order of needs, the aspect with the most need is the Research for the Development of Educational Quality.

2. Guidelines for the operation of the academic administration towards excellence in primary schools under The Roi-Et Primary Educational Service Area Office 1, consists of 7 elements, 49 approaches, namely 1) Educational curriculum development 7 approaches 2) Developing the Learning Process 7 approaches 3) Assessment and Evaluation 7 approaches 4) Research for the Development of Educational Quality 7 approaches 5) Educational Supervision 7 approaches 6) Educational Guidance 7 approaches 7) Development of the Internal Quality Assurance System in Educational Institutions 7 approaches. The results of assessing the feasibility of the academic administration towards excellence in primary schools under The Roi-Et Primary Educational Service Area Office 1. Found that : The guidelines are appropriate and there is at the most level of overall appropriate. At the highest level, the same of all items. The most appropriate is the aspect of Developing the Learning Process. When considering each item, it was found that it was most likely the same for all items. The most likely aspect is Educational Supervision.

การวิจัยในครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารงานวิชาการสู่ความเป็นเลิศของโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาประถมศึกษาร้อยเอ็ด เขต 1 2) เพื่อพัฒนาแนวทาง การบริหารงานวิชาการสู่ความเป็นเลิศของโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาประถมศึกษาร้อยเอ็ด เขต 1 การวิจัยครั้งนี้เป็นการวิจัยแบบผสานวิธี ดำเนินการวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นในการบริหารงานวิชาการสู่ความเป็นเลิศของโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 1 กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษา และครู จำนวน 338 คน ระยะที่ 2 พัฒนาแนวทางการบริหารงานวิชาการสู่ความเป็นเลิศของโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 1 โดยศึกษาและสังเคราะห์สภาพปัจจุบัน สภาพที่พึงประสงค์ที่ใช้พัฒนาการบริการงานวิชาการสู่ความเป็นเลิศจากผู้บริหารและครู จากการสัมภาษณ์โรงเรียนที่มีวิธีปฏิบัติที่เป็นเลิศ (Best Practice) จำนวน 3 โรงเรียน ร่างเป็นแนวทางการบริงานวิชาการสู่ความเป็นเลิศ และประเมินแนวทางโดยผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามแบบสัมภาษณ์และแบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบัน โดยรวมอยู่ในระดับมาก สภาพที่พึงประสงค์ โดยรวมอยู่ในระดับ มากที่สุด และลำดับความต้องการจำเป็น เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้ดังนี้ ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษา ด้านการพัฒนาหลักสูตรสถานศึกษา ด้านการวัดผลและประเมินผล ด้านการพัฒนากระบวนการเรียนรู้ ด้านการนิเทศการศึกษา ด้านการแนะแนวการศึกษา และด้านการพัฒนาระบบประกันคุณภาพภายในสถานศึกษา

2. แนวทางการบริหารงานวิชาการสู่ความเป็นเลิศของโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาประถมศึกษาร้อยเอ็ด เขต 1 ประกอบด้วย 7 องค์ประกอบ 49 แนวทาง ได้แก่ 1) ด้านการพัฒนาหลักสูตรสถานศึกษา 7 แนวทาง 2) ด้านการพัฒนากระบวนการเรียนรู้ 7 แนวทาง 3) ด้านการวัดผลและประเมินผล 7 แนวทาง 4) ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษา 7 แนวทาง 5) ด้านการนิเทศการศึกษา 7 แนวทาง 6) ด้านการแนะแนวการศึกษา 7 แนวทาง และ 7) ด้านการพัฒนาระบบประกันคุณภาพภายในสถานศึกษา 7 แนวทาง ผลการประเมินความเหมาะสมและความเป็นไปได้ของการบริหารงานวิชาการสู่ความเป็นเลิศของโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาประถมศึกษาร้อยเอ็ด เขต 1 พบว่า แนวทางมีความเหมาะสม โดยรวมอยู่ในระดับที่มากที่สุด เมื่อพิจารณารายข้อพบว่า ทุกแนวทางมีความเหมาะสม อยู่ในระดับมากที่สุดเช่นเดียวกันทุกข้อ โดยด้านที่มีความเหมาะสม มากที่สุด คือ ด้านการพัฒนากระบวนการเรียนรู้ ความเป็นไปได้ของแนวทางโดยรวมอยู่ในระดับ มากที่สุด เมื่อพิจารณารายข้อพบว่าทุกแนวทางมีความเป็นไปได้ อยู่ในระดับมากที่สุดเช่นเดียวกัน ทุกข้อ โดยด้านที่มีความเป็นไปได้ มากที่สุด คือ ด้านการนิเทศการศึกษา
