The Programs to Strengthen in Academic Leadership of School Administrators under Secondary Educational Service Area office Phetchabun

Abstract

This research aims to; to 1) study the current state, desirable state, and needs for instructional leadership among school administrators under the Phetchabun Secondary Educational Service Area Office. 2) To develop an instructional leadership enhancement program for school administrators, utilizing a research and development methodology divided into two phases. Phase 1 was to study the current state, desirable state, and needs for instructional leadership among school administrators. The sample groups were 308 teachers and school administrators from schools under the Phetchabun Secondary Educational Service Area Office, selected through stratified random sampling. Data were collected using questionnaires and analyzed using statistics such as frequency, percentage, mean, standard deviation, and the need index. Phase 2 was to develop the instructional leadership enhancement program of school administrators under the Phetchabun Secondary Educational Service Area Office. The enhancement program was evaluated by 5 experts selected through purposive sampling, using an assessment tool to measure the program's suitability and feasibility. Data analysis included frequency, percentage, mean, and standard deviation.

The results of the research were as follows:

1. The current state of instructional leadership among school administrators is at a moderate level overall. When considering each aspect, the most are at a low level. The desirable state is at a high level overall and some aspects are at the highest level. The needs for developing instructional leadership include promoting a learning atmosphere, teacher development, setting missions, and instructional supervision.

2. the instructional leadership enhancement program of school administrators under the Phetchabun Secondary Educational Service Area Office consists of 5 parts: 1) Program Principles, 2) Program Objectives, 3) Program Content, 4) Development Methods, and 5) Evaluation and Assessment. The content is divided into 4 Modules: 1. Mission Setting, 2. Promoting a Learning Atmosphere, 3. Instructional Supervision, and 4. Teacher Development. The program was evaluated by experts as highly suitable and feasible to enhance instructional leadership among school administrators in the Phetchabun Secondary Educational Service Area.

การวิจัยในครั้งมีความมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ 2) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ โดยใช้วิธีดำเนินการวิจัยและพัฒนา ซึ่งแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบันสภาพที่พึงประสงค์ และความต้องการจำเป็นของภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา กลุ่มตัวอย่าง ได้แก่ ครู และผู้บริหารสถานศึกษา จากสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ จำนวน 308 คน โดยประชากรกลุ่มตัวอย่างได้มาจากการสุ่มแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และดัชนีความต้องการจำเป็น ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ และมีการประเมินโปรแกรมโดยผู้ทรงคุณวุฒิ จำนวน 5 คน โดยได้มาจากการเลือกแบบเจาะจง เครื่องมือวิจัยที่ใช้ในระยะที 2 คือ แบบปะเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สถิติในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับปานกลาง และเมื่อพิจารณาเป็นรายด้าน พบว่า ส่วนใหญ่อยู่ในระดับปานกลาง ส่วนสภาพที่พึงประสงค์ของภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับ มาก และเมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมาก และลำดับความต้องการจำเป็นในการพัฒนาภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ พบว่า มีความต้องการจำเป็นในการพัฒนาภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ เรียงลำดับจากมากไปหาน้อย ได้แก่ การส่งเสริมบรรยากาศการเรียนรู้ การพัฒนาครู การกำหนดพันธกิจ และการนิเทศการสอน

2. โปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ ที่พัฒนาขึ้นประกอบไปด้วย 5 ส่วน ได้แก่ 1) หลักการของโปรแกรม 2) วัตถุประสงค์ของโปรแกรม 3) เนื้อหาของโปรแกรม 4) วิธีการพัฒนา 5) การวัดและประเมินผล เนื้อหาของโปรแกรม ประกอบไปด้วย 4 Module ได้แก่ 1.การกำหนดพันธกิจ 2.การส่งเสริมบรรยากาศการเรียนรู้ 3.การนิเทศการสอน และ 4.การพัฒนาครู มีผลการประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเพื่อในไปใช้ในการพัฒนาภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเพชรบูรณ์ จากผู้ทรงคุณวุฒิอยู่ในระดับ มากที่สุด
