Digital Leadership Development Program for Teachers under the Secondary Education Service Area Office, Kalasin Province

Abstract

This research aimed 1) to study current condition, desirable condition, and needs of the digital leadership for teachers under The Secondary Educational Service Area Office KALASIN, and 2) to develop a digital leadership development program for teachers under The Secondary Educational Service Area Office KALASIN, The research phase was divided into 2 phases, with Phase 1, studying current condition, desirable conditions, and needs to enhance teachers’ digital competency in The Secondary Educational Service Area Office KALASIN. The samples were 325 teachers selected by Krejcie and Morgan’s method through the stratified random sampling. The research instruments were a 5-level rating scale questionnaire, a suitability and feasibility assessment form, and a semi-structured interview form. Statistics used in data analysis include percentage, mean, and standard deviation. Phase 2, Digital Leadership Development Program for Teachers under the Secondary Education Service Area Office, Kalasin Province. Evaluated the propriety and feasibility of the teachers’ digital competency program by 5 experts. Statistics used in data analysis include mean, standard deviations.

The results showed that:

1. The current conditions of the digital leadership for teachers under The Secondary Educational Service Area Office KALASIN, was at moderate level overall. the desired condition of digital leadership development of teachers under the Secondary Education Service Area Office, Kalasin Province were at the highest level overall. The needs of the digital leadership for teachers under The Secondary Educational Service Area Office KALASIN, were ranked in the order from high to low as follows; 1) Digital literacy 2) Digital vision 3) Digital communication 4) Digital application

2. Digital Leadership Development Program for Teachers under the Secondary Education Service Area Office, Kalasin Province. consisting of 1) Principles 2) Objectives 3) Learning Management Content Consisting of 4 Modules: Module 1 Digital Knowledge Module 2 Digital Vision Module 3 Digital Communication Module 4 Digital Application 4) Development Methods 5) Measurement and Evaluation. And has been evaluated by experts with the highest level of appropriateness and the highest level of feasibility.

การวิจัยนี้มีความมุ่งหมาย 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นภาวะผู้นำดิจิทัลของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ 2) เพื่อพัฒนาโปรแกรมพัฒนาภาวะผู้นำดิจิทัลของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ โดยใช้วิธีดำเนินการวิจัยและพัฒนา 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการพัฒนาภาวะผู้นำดิจิทัลของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ กลุ่มตัวอย่างที่ใช้ในการวิจัยครั้งนี้ ได้แก่ ครู จำนวน 325 คน โดยเปิดตารางของ Krejcie and Morgan เลือกกลุ่มตัวอย่างโดยใช้วิธีการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling) เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตรประมาณค่า (Rating Scale) 5 ระดับ แบบสัมภาษณ์กึ่งโครงสร้าง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และระยะที่ 2 การพัฒนาโปรแกรมพัฒนาภาวะผู้นำดิจิทัลของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ ประเมินความเหมาะสมและความเป็นไปได้โดยผู้เชี่ยวชาญ จำนวน 5 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย (Mean) ส่วนเบี่ยงเบนมาตรฐาน (Standard Deviation)

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของการพัฒนาภาวะผู้นำดิจิทัลของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ โดยรวมอยู่ในระดับปานกลาง สภาพที่พึงประสงค์ โดยรวมอยู่ในระดับมากที่สุด และความต้องการจำเป็น โดยเรียงลำดับจากมากไปหาน้อย ได้แก่ 1) ความรู้ดิจิทัล 2) วิสัยทัศน์ดิจิทัล 3) การสื่อสารดิจิทัล 4) การประยุกต์ใช้ดิจิทัล

2. โปรแกรมพัฒนาภาวะผู้นำดิจิทัลของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษากาฬสินธุ์ ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหาการจัดการเรียนรู้ ประกอบด้วย 4 Module ได้แก่ Module 1 ความรู้ดิจิทัล Module 2 วิสัยทัศน์ดิจิทัล Module 3 การสื่อสารดิจิทัล Module 4 การประยุกต์ใช้ดิจิทัล 4) วิธีการพัฒนา 5) การวัดและประเมินผล และได้รับการประเมินจากผู้เชี่ยวชาญ โดยมีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้อยู่ในระดับมากที่สุด
