The role of women's leadership in local development: A case study of Khong Chai District, Kalasin Province

Abstract

This research used qualitative research methodology. The objectives were 1) to study the leadership role of women in local development in Khong Chai District, Kalasin Province. 2) to analyze the factors that support and obstruct the leadership role of women in local development in Khong Chai District, Kalasin Province. And 3) to suggest guidelines for the leadership role of women in local development and to be a case study in other areas.

The research results found that 1) At present women have an increasing role and have responsibilities in various important areas no different from men. Women are still trusted in working and making decisions because women are sensitive in making decisions. 2) In the past until now, women are still limited by old-fashioned values ​​and gender inequality, resulting in inequality because women are the weaker sex and are looked down upon by society. Therefore, women still need to increase their potential, such as by promoting knowledge, skills, and abilities. 3) The role of local women is still considered inferior to that of men, and therefore it is necessary to develop potential and enhance comprehensive knowledge and abilities. The recommendation revealed that government agencies should open the opportunities for women to participate and make decisions on local development to achieve gender inequality, because women should be accepted by the public, and their work can also become leaders.

การวิจัยครั้งนี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาบทบาทความเป็นผู้นำของสตรีในการพัฒนาท้องถิ่นในเขตอำเภอฆ้องชัย จังหวัดกาฬสินธุ์ 2) เพื่อวิเคราะห์ปัจจัยที่เป็นการสนับสนุนและอุปสรรคต่อบทบาทความเป็นผู้นำของสตรีในการพัฒนาท้องถิ่น อำเภอฆ้องชัย จังหวัดกาฬสินธุ์ และ 3) เพื่อเสนอแนะแนวทางบทบาทความเป็นผู้นำของสตรีในการพัฒนาท้องถิ่นและเป็นกรณีศึกษาในพื้นที่อื่นต่อไป

ผลการวิจัยพบว่า 1) ในปัจจุบันสตรีมีบทบาทเพิ่มมากขึ้น และมีหน้าที่ความรับผิดชอบในงานด้านต่าง ๆ ที่สำคัญ ๆ ไม่ต่างกันกับเพศชาย สตรียังเป็นที่ไว้วางใจในการทำงานและตัดสินใจเนื่องมาจากสตรีมีความละเอียดอ่อนในเรื่องการตัดสินใจ 2) ในอดีตจนถึงปัจจุบัน สตรีก็ยังถูกจำกัดด้วยค่านิยมสมัยเก่าและความไม่เท่าเทียมระหว่างเพศจึงเกิดเป็นความเหลื่อมล้ำเนื่องจากสตรีเป็นเพศที่อ่อนแอและถูกดูแคลนจากสังคม ดังนั้น สตรียังต้องมีการเพิ่มศักยภาพให้มากขึ้นเช่นการส่งเสริมความรู้ ทักษะ และความสามารถ 3) ในปัจจุบันบทบาทสตรีในท้องถิ่นยังถือว่าสตรียังมีความสามารถไม่เทียบเท่ากับบุรุษจึงต้องมีพัฒนาศักยภาพและเพิ่มความรู้ความสามารถรอบด้าน และ อยากให้หน่วยงานราชการเปิดโอกาสให้สตรี มีส่วนร่วมและการตัดสินใจในการพัฒนาท้องถิ่นเพื่อให้เกิดความเท่าเทียมทางเพศ และทำให้สตรีเป็นที่ยอมรับของประชาชน รวมไปถึงการทำงานของสตรีในการเป็นผู้นำได้
