Needs and Guidelines for the Development of Social Welfare for the Elderly, Case Study of Ban Thin Subdistrict, Non Sang District, Nong Bua Lam Phu Province

Abstract

This study entitled "Needs and Guidelines for the Development of Social Welfare for the Elderly: A Case Study of Ban Thin Subdistrict, Non Sang District, Nong Bua Lamphu Province" aimed to (1) study the basic problems and needs of the elderly regarding social welfare, (2) compare the social welfare needs of the elderly with different personal factors, (3) examine the relationship between basic problems and the needs of the elderly, and (4) propose guidelines for the development of social welfare services for the elderly in the study area. The research employed a mixed-method approach, using accidental sampling for the quantitative component and purposive sampling for qualitative interviews.

The findings revealed that elderly individuals face numerous problems, especially in physical and mental health, economic conditions, and social support, which significantly affect their access to social welfare. The needs of the elderly were found to be at a high to very high level in all aspects, particularly in economic support, recreation, environment, income, and housing. Key needs included vocational training, financial assistance, exercise facilities, and emergency shelters. The proposed development guidelines include proactive home health services, income support programs, community activities, elderly networks and clubs, environmental improvements for safety, and the establishment of elderly care centers to sustainably enhance the quality of life for older adults.

การศึกษาเรื่อง ความต้องการและแนวทางการพัฒนาการจัดสวัสดิการสังคมผู้สูงอายุกรณีศึกษาตำบลบ้านถิ่น อำเภอโนนสัง จังหวัดหนองบัวลำภู โดยมีวัตถุประสงค์ 4 ข้อ ดังนี้ 1. เพื่อศึกษาระดับปัญหาพื้นฐานและความต้องการของผู้สูงอายุต่อสวัสดิการสังคม ในตำบลบ้านถิ่น อำเภอโนนสัง จังหวัดหนองบัวลำภู 2. เพื่อเปรียบเทียบความต้องการของผู้สูงอายุต่อสวัสดิการสังคมที่มีปัจจัยส่วนบุคคลแตกต่างกันในตำบลบ้านถิ่น อำเภอโนนสัง จังหวัดหนองบัวลำภู 3. เพื่อศึกษาเปรียบเทียบความสัมพันธ์ระหว่างปัญหาพื้นฐานและความต้องการของผู้สูงอายุต่อสวัสดิการสังคมในตำบลบ้านถิ่น อำเภอโนนสัง จังหวัดหนองบัวลำภู และ 4. เพื่อศึกษาแนวทางการพัฒนาการจัดสวัสดิการสังคมผู้สูงอายุในตำบลบ้านถิ่น อำเภอโนนสัง จังหวัดหนองบัวลำภู ซึ่งผู้วิจัยใช้วิธีการกำหนดกลุ่มเป้าหมายโดยการสุ่มแบบบังเอิญ (Accidental sampling) และการวิจัยเชิงคุณภาพ ผู้วิจัยจึงสุ่มสัมภาษณ์การสุ่มตัวอย่างแบบเฉพาะเจาะจง (Purposive Sampling)

จากผลการศึกษาพบว่า ผู้สูงอายุประสบปัญหาในหลายด้าน โดยเฉพาะด้านสุขภาพ จิตใจ เศรษฐกิจ และสังคม ส่งผลต่อการเข้าถึงสวัสดิการอย่างมีประสิทธิภาพ ความต้องการด้านสวัสดิการของผู้สูงอายุอยู่ในระดับมากถึงมากที่สุด โดยเฉพาะด้านเศรษฐกิจ นันทนาการ สิ่งแวดล้อม รายได้ และที่พักอาศัย เช่น ความต้องการฝึกอาชีพ การสนับสนุนทางการเงิน การจัดพื้นที่ออกกำลังกาย และบ้านพักชั่วคราว แนวทางการพัฒนาที่เสนอ ได้แก่ การจัดบริการสุขภาพเชิงรุกถึงบ้าน สนับสนุนรายได้ จัดกิจกรรมสังคม สร้างเครือข่ายและชมรมผู้สูงอายุ พัฒนาสภาพแวดล้อมให้ปลอดภัยและจัดตั้งสถานสงเคราะห์ เพื่อยกระดับคุณภาพชีวิตของผู้สูงอายุให้ดีขึ้นอย่างยั่งยืน
