Development of the Operational Process of Ron Phibun District Public Health Office After Transferring the Mission of the Subdistrict Health Promotion Hospital to the Nakhon Si Thammarat Provincial Administrative Organization

Abstract

The transfer of the mission of the sub-district health promotion hospital to the provincial administrative organization affects the operation of the district public health office. This research aims to study the operation of the Ron Phibun District Public Health Office after the transfer of the mission of the sub-district health promotion hospital to the Nakhon Si Thammarat Provincial Administrative Organization. Participatory Action Research was used as a methodology. The action research principle was based on the concept of Kemmis & Mctaggart. Qualitative data were collected through interviews and qualitative data. Development guidelines The target group was 47 officers working in Ron Phibun District, Nakhon Si Thammarat Province. Quantitative data were analyzed using descriptive statistics and qualitative data were analyzed using Content analysis.

The study results found that the operations of Ron Phibun District Public Health Office after transferring the mission of Subdistrict Health Promotion Hospital to Nakhon Si Thammarat Provincial Administrative Organization under the POCCC management concept found that in the aspect of planning (3.03+0.45), organizing (3.10+0.37), commanding (3.29+0.45), coordination (3.34+0.46), and controlling (3.05+0.37).

การถ่ายโอนภารกิจโรงพยาบาลส่งเสริมสุขภาพตำบลไปยังองค์การบริหารส่วนจังหวัดส่งผลกระทบต่อการดำเนินงานของสำนักงานสาธารณสุขอำเภอ การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาการดำเนินงานของสำนักงานสาธารณสุขอำเภอร่อนพิบูลย์หลังการถ่ายโอนภารกิจโรงพยาบาลส่งเสริมสุขภาพตำบลไปยังองค์การบริหารส่วนจังหวัดนครศรีธรรมราช ใช้ระเบียบวิธีวิจัยเชิงปฏิบัติการแบบมีส่วนร่วม (Participatory Action Research) ใช้หลักการวิจัยเชิงปฏิบัติการตามแนวคิดของ Kemmis & Mctaggart โดยรวบรวมข้อมูลเชิงคุณภาพด้วยแบบสัมภาษณ์และข้อมูลเชิงคุณภาพ แนวทางการพัฒนา กลุ่มเป้าหมาย คือ เจ้าหน้าผู้ที่ปฏิบัติงานในพื้นที่อำเภอร่อนพิบูลย์ จังหวัดนครศรีธรรมราช จำนวน 47 คน วิเคราะห์ข้อมูลเชิงปริมาณโดยใช้สถิติเชิงพรรณนา และข้อมูลเชิงคุณภาพโดยการใช้ Content analysis

ผลการศึกษา พบว่า การดำเนินงานของสำนักงานสาธารณสุขอำเภอร่อนพิบูลย์หลังการถ่ายโอนภารกิจโรงพยาบาลส่งเสริมสุขภาพตำบลไปยังองค์การบริหารส่วนจังหวัดนครศรีธรรมราช ภายใต้แนวคิดการจัดการ POCCC พบว่า ด้านการวางแผน (Planning) (3.03+0.45) ด้านการจัดองค์กร (Organizing) (3.10+0.37) ด้านการสั่งการ (Commanding) (3.29+0.45) ด้านการประสานงาน (Coordinating) (3.34+0.46) และด้านการควบคุมงาน (Controlling) (3.05+0.37)
