Abstract: This research aims to 1) study the components and indicators of a participatory management model for school safety in primary educational service area offices in the Northeastern region of Thailand 2) study the current conditions, desired conditions, and needs related to participatory school safety management in the same context 3) develop a participatory management model for enhancing safety in schools under primary educational service area offices in the Northeastern region, and 4) evaluate the implementation results of the developed participatory management model in these schools. The study emphasizes collaborative approaches involving school administrators, teachers, students, parents, and community members to foster a safe, proactive, and sustainable educational environment. This research is divided into 4 phases: Phase 1: study the components and indicators, current conditions, desired conditions, and needs of participatory management model for school safety in primary educational to develop the quality of primary educational, divided into 2 steps: Step 1 involved the synthesis of theoretical concepts and related research to construct a conceptual framework of the components of participatory school safety management. Step 2 involved a focus group discussion with 9 experts to review, verify, and confirm the proposed components of the model. Phase 2: study the current conditions, desired conditions, and needs of participatory management model for school safety in primary educational, and the sample group includes administrators from Primary Educational Service Area Offices, school principals, teachers, and educational personnel. Phase 3: Development of a participatory management model for safety in educational institutions under the Office of the Primary Education Area in the Northeast region consists of 3 steps: Step 1: study the guidelines for participatory school safety management. By interviewing administrators who have managed model educational institutions that have been evaluated and received safety standard awards as educational institutions with good management and excellent safety management in 3 places: 1. Surin Kindergarten School 2. Roi Et Kindergarten School and 3. Sisaket Kindergarten School. Step 2: Drafting a participatory management model for safety in educational institutions and Step 3: Consideration and evaluation (draft) of a participatory management model for safety in educational institutions by 9 qualified persons, selected purposively, using the connoisseurship seminar technique. Phase 3: The implementation of the participatory management model for safety in educational institutions, namely Ban Wan School, for use and evaluation of the developed model. The research instruments included the component and indicator assessment form, the current and desired conditions questionnaire, The research instruments used were: structured interview form, expert seminar recording form, propriety, feasibility, congruence, and utility of components and indicators of participatory management model for school safety in primary educational, and satisfaction assessment form after using the participatory management model for school safety in primary educational, and evaluation of the model after using the participatory management model for school safety in primary educational. The statistics used in the research included percentage, mean, standard deviation, congruence index, discrimination index, reliability index, and need index. The research results found that: 1. Components of indicators of participatory management model for school safety in primary educational consist of 5 components and 19 indicators as follows: 1) Participation in planning, with 5 indicators; 2) Participation in decision-making, with 3 indicators; 3) Participation in operations or performance, with 4 indicators; 4) Participation in supervision, with 2 indicators; and 5) Participation in supervision and evaluation, with 5 indicators. 2. The current conditions of safety operations in educational institutions as a whole is at a fair level. The desired state of safety operations in primary educational institutions as a whole is at a high level. When considering the Priority Needs Index (PNI) for the overall picture of all 5 areas, it was found that the highest need is prevention and resolution of accidents related to natural disasters. 3. The development of a participatory management model for safety in educational institutions found that the results of the evaluation of the Propriety, feasibility, congruity and utility of the components and indicators of participatory management for safety in educational institutions were evaluated at a high level. It is appropriate to be used as a participatory management curriculum for safety in educational institutions in the Northeastern region. 4. The results of using the participatory management model for safety in educational institutions under the Office of the Primary Education Area found that overall, there was a high level of satisfaction in all aspects. When considering each aspect, it was found that the goals were clear at the highest level. Therefore, school administrators should define participatory management to create safety in schools by using the PDCA quality cycle process, which is a quality management cycle that can be used to continuously improve safety systems. Work safety management is the key to reducing accidents and preventing potential dangers in schools, leading to sustainable efficiency in creating safety in schools.
