The Development of the Programs to Enhance a Creative Leadership of School Administrators in the Secondary Educational Service Area Office Maha Sarakham

Abstract

The purposes of this research were: 1) to study the current and desirable conditions, the needs, and the guidelines for enhancing the creative leadership of school administrators, and 2) to develop and evaluate a program for enhancing the creative leadership of school administrators under the Secondary Educational Service Area Office Maha Sarakham. This research employed a mixed-methods approach and was conducted in two phases: 1. Involved studying the current conditions, desirable conditions, needs, and guidelines for enhancing the creative leadership of school administrators. The sample consisted of 317 school administrators and teachers, obtained through stratified random sampling based on school size.The research instruments included a five-point rating scale questionnaire and a semi-structured interview. Data were analyzed using mean, standard deviation, Cronbach's alpha coefficient, and the Modified Priority Needs Index (PNImodified). Additionally, data were collected from three experts selected by purposive sampling through semi-structured interviews to identify best practices. 2. Involved developing and evaluating a program to enhance the creative leadership of school administrators. The program was evaluated by five experts, also selected through purposive sampling. The research instrument was an assessment form for the suitability and feasibility of the developed program.

The result indicates that:

1. The overall current condition of creative leadership of school administrators under the Secondary Educational Service Area Office Maha Sarakham was at a moderate level, while the desirable condition was at the highest level. The priority needs for enhancing creative leadership, ranked from highest to lowest, were: (1) vision and thinking skills, (2) imagination, (3) trust, and (4) flexibility, respectively.

2. The development program for enhancing creative leadership consisted of principles, objectives, contents, development methods, and evaluation and assessment. The contents of the program were organized into four modules, namely: (1) vision and thinking skills, (2) imagination, (3) trust, and (4) flexibility. The total duration of the program implementation was 70 hours. The evaluation results indicated that the appropriateness and feasibility of the program were rated at the highest level, and the experts agreed on its high suitability and potential for practical application.

การวิจัยครั้งนี้มีวัตถุประสงค์ของการวิจัยเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ ความต้องการจำเป็น และแนวทางเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา และ 2) การสร้างและประเมินโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม การวิจัยแบบวิธีผสมผสานโดยแบ่งการดำเนินงานออกเป็น 2 ระยะ ดังนี้ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ ความต้องการจำเป็น และแนวทางเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษาฯ กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครู จำนวน 317 คน ได้มาด้วยการสุ่มตัวอย่างแบบแบ่งชั้นภูมิ จำแนกตามขนาดของสถานศึกษา เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถามแบบมาตรประมาณค่า 5 ระดับ สถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์แบบครอนบาคและวิเคราะห์หาดัชนีความต้องการจำเป็น (PNImodified) แบบสัมภาษณ์แบบกึ่งโครงสร้าง จากการศึกษาวิธีปฏิบัติที่ดีเยี่ยมจากผู้ทรงคุณวุฒิโดยวิธีการเลือกแบบเจาะจง จำนวน 3 คน ระยะที่ 2 การสร้างและประเมินโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษาฯ ประเมินโปรแกรมโดยผู้ทรงคุณวุฒิ จำนวน 5 คน ได้มาด้วยการเลือกแบบเจาะจง เครื่องมือวิจัย คือ แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมฯ

ผลการวิจัย พบว่า

1. สภาพปัจจุบันของภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม โดยรวมอยู่ในระดับปานกลางและสภาพที่พึงประสงค์ฯ โดยรวมอยู่ในระดับมากที่สุด ส่วนความต้องการจำเป็นในการเสริมสร้างฯ เรียงลำดับจากมากไปน้อย ได้แก่ การมีวิสัยทัศน์และทักษะการคิด การมีจินตนาการ การมีความไว้วางใจน่าเชื่อถือ และการมีความยืดหยุ่นเพื่อความสำเร็จ ตามลำดับ

2. การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ฯ ประกอบด้วย หลักการ วัตถุประสงค์ เนื้อหา ซึ่งเนื้อหาของโปรแกรมฯ ประกอบด้วย 4 Module ได้แก่ การมีวิสัยทัศน์และทักษะการคิด การมีจินตนาการ การมีความไว้วางใจน่าเชื่อถือ วิธีการพัฒนา และการวัดและประเมินผล และการมีความยืดหยุ่นเพื่อความสำเร็จ ใช้ระยะเวลาในการดำเนินโปรแกรมรวมทั้งสิ้น 70 ชั่วโมง โดยผลการประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมอยู่ในระดับมากที่สุด ผู้ทรงคุณวุฒิมีความเห็นว่าความเหมาะสมและศักยภาพในการนำไปใช้จริง
