The Development Model of High Performance Organization Management for Educational Quality Development in Schools under Provincial Administration Organization

Abstract

The purposes of this research were 1) to study the components and indicators of the management of high performance organizations for educational quality development in schools under the provincial administration organization 2) to study current conditions and desirable conditions of management of high performance organizations for educational quality development in schools under the provincial administration organization 3) to develop management model of high performance organizations for educational quality development in schools under the provincial administration organization and 4) to study the effect of using the high performance organization management model to develop educational quality in schools under the provincial administration organization. This research is divided into 4 phases : phase 1 the study of elements and indicators of management of high performance organizations for educational quality development in schools under the provincial administration organization. Check the appropriateness of the composition by 7 experts, phase 2 study of current conditions and desirable conditions of management of high performance organizations for educational quality development in schools under the provincial administration organization The sample group was the director of school deputy director of school or the head of the department under the provincial administration organization of 325 people using stratified sampling method, phase 3 developing the management model of high performance organizations for educational quality development in schools under the provincial administration organization verification of model by 9 experts and phase 4 the study of the effect of the management model of high performance organizations for educational quality development in schools under the provincial administration organization by comparing the results before and after using the model. The tools used in this research consisted of interview form and questionnaire. The statistics used in data analysis were percentage, mean, standard deviation, t-test and content analysis.

The findings were as follows :

1. A study of components and indicator of high performance organization management for educational quality development in schools under provincial administration organization consists of 7 components 77 indicators were as follows : 1) 16 indicators of leadership 2) 10 indicators of defining vision and strategy 3) 10 indicators of knowledge management 4) 17 indicators of process management 5) 7 indicators of workforce development 6) 9 indicators of focusing on Stakeholders and 7) 8 indicators of focus on performance. The assessment results were at a high level.

2. The overall current conditions of high performance organization management for educational quality development in schools under provincial administration organization were at a high level. The desirable conditions of high performance organization management for educational quality development in schools under provincial administration organization were at the highest level.

3. The development model of high performance organization management for educational quality development in schools under provincial administration organization, the model consists of 5 parts : part 1 principles, concepts and objectives part 2: management of high performance organizations consisting of 1) leadership 2) defining vision and strategy 3) knowledge management 4) process management 5) workforce development 6) focusing on stakeholders 7) focus on performance part 3 guidelines for Implementation part 4 evaluation and part 5 conditions. The results of the evaluation were found that the model was appropriate and possible at the highest level.

4. The use of the high performance organization management model for educational quality development in schools under the provincial administration organization found that before and after using the high performance organization management model for educational quality development in schools under the provincial administration organization used at a high level. When comparing the average management of high performance organizations for educational quality development in schools under the provincial administration organization found that there were significant differences at the level of .05 and the satisfaction was at a high level.

การวิจัยครั้งนี้มีความมุ่งหมาย 1) เพื่อศึกษาองค์ประกอบและตัวชี้วัดของการบริหารจัดการองค์การสมรรถนะสูงเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัด 2) เพื่อศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ของการบริหารจัดการองค์การสมรรถนะสูง เพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัด 3) เพื่อพัฒนารูปแบบการบริหารจัดการองค์การสมรรถนะสูงเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัด และ 4) เพื่อศึกษาผลการนำรูปแบบการบริหารจัดการองค์การสมรรถนะสูงเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดไปใช้ การวิจัยครั้งนี้ แบ่งเป็น 4 ระยะ คือ ระยะที่ 1 การศึกษาองค์ประกอบและตัวชี้วัดของการบริหารจัดการองค์การสมรรถนะสูงเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัด ตรวจสอบความเหมาะสมขององค์ประกอบโดยผู้ทรงคุณวุฒิ จำนวน 7 คน ระยะที่ 2 การศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ของการบริหารจัดการองค์การสมรรถนะสูงเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัด กลุ่มตัวอย่าง คือ ผู้อำนวยการสถานศึกษา รองผู้อำนวยการสถานศึกษา หรือหัวหน้าฝ่าย สังกัดองค์การบริหารส่วนจังหวัด จำนวน 325 คน โดยใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้น ระยะที่ 3 การพัฒนารูปแบบการบริหารจัดการองค์การสมรรถนะสูงเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษา สังกัดองค์การบริหารส่วนจังหวัด ตรวจสอบยืนยันรูปแบบโดยผู้ทรงคุณวุฒิ จำนวน 9 คน และระยะที่ 4 การศึกษาผลการนำรูปแบบการบริหารจัดการองค์การสมรรถนะสูงเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษา สังกัดองค์การบริหารส่วนจังหวัดไปใช้ โดยเปรียบเทียบผลก่อนและหลังการใช้รูปแบบ เครื่องมือที่ใช้ในการวิจัยครั้งนี้ ประกอบด้วย แบบสัมภาษณ์ และแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน t-test และการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า

1. การศึกษาองค์ประกอบและตัวชี้วัดของการบริหารจัดการองค์การสมรรถนะสูงเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัด ประกอบด้วย 7 องค์ประกอบ 77 ตัวชี้วัด ดังนี้ 1) ภาวะผู้นำ 16 ตัวชี้วัด 2) การกำหนดวิสัยทัศน์และกลยุทธ์ 10 ตัวชี้วัด 3) การจัดการความรู้ 10 ตัวชี้วัด 4) การจัดการกระบวนการ 17 ตัวชี้วัด 5) การพัฒนาบุคลากร 7 ตัวชี้วัด 6) การให้ความสำคัญกับผู้มีส่วนได้ส่วนเสีย 9 ตัวชี้วัด และ 7) การมุ่งเน้นผลการปฏิบัติงาน 8 ตัวชี้วัด ผลการประเมินอยู่ในระดับมาก

2. สภาพปัจจุบันของการบริหารจัดการองค์การสมรรถนะสูง เพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดอยู่ในระดับมาก ส่วนสภาพที่พึงประสงค์ของการบริหารจัดการองค์การสมรรถนะสูงเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดอยู่ในระดับมากที่สุด

3. การพัฒนารูปแบบการบริหารจัดการองค์การสมรรถนะสูงเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัด โดยรูปแบบ ประกอบด้วย 5 ส่วน คือ ส่วนที่ 1 หลักการแนวคิดและวัตถุประสงค์ ส่วนที่ 2 การบริหารจัดการองค์การสมรรถนะสูง ประกอบด้วย 1) ภาวะผู้นำ 2) การกำหนดวิสัยทัศน์และกลยุทธ์ 3) การจัดการความรู้ 4) การจัดการกระบวนการ 5) การพัฒนาบุคลากร 6) การให้ความสำคัญกับผู้มีส่วนได้ส่วนเสีย 7) การมุ่งเน้นผลการปฏิบัติงาน ส่วนที่ 3 แนวทางการนำไปใช้ ส่วนที่ 4 ประเมินผล และส่วนที่ 5 เงื่อนไข และผลการประเมินรูปแบบ พบว่า มีความเหมาะสมและมีความเป็นไปได้อยู่ในระดับมากที่สุด

4. การนำรูปแบบการบริหารจัดการองค์การสมรรถนะสูงเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดไปใช้ พบว่า ก่อนการนำรูปแบบการบริหารจัดการองค์การสมรรถนะสูงเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดไปใช้ โดยรวมอยู่ในระดับมาก ส่วนหลังการนำรูปแบบการบริหารจัดการองค์การสมรรถนะสูงเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษาสังกัดองค์การบริหารส่วนจังหวัดไปใช้อยู่ในระดับมาก เมื่อเปรียบเทียบค่าเฉลี่ยการบริหารจัดการองค์การสมรรถนะสูงเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษา สังกัดองค์การบริหารส่วนจังหวัด พบว่า แตกต่างกันอย่างมีนัยสำคัญที่ระดับ .05 และความพึงพอใจการนำรูปแบบไปใช้อยู่ในระดับมาก
