Development the Teacher Competency Strengthen Program on Academic Aspect, School under the Office of Kalasin Primary Educational Service Area 2

Abstract

This study aimed to 1) study the components of teacher’s competency on academic, 2) study the current state, desirable state, priority needs index, and the method for strengthen teacher’s competency on academic aspect of school under the Office of Kalasin Primary Educational Service Area 2, 3) development strengthen program on academic aspect, school under the Office of Kalasin Primary Educational Service Area 2. The study were divided into 3 phases, the first phase was study components of teacher’s competency on academic, 5 luminaries assessed the suitability of components, the second phases was study the current state, desirable state, priority needs index, and the method for strengthen teacher’s competency on academic aspect of school under the Office of Kalasin Primary Educational Service Area 2, collected data from sample group 305 teachers by used stratified random sampling, and the third phase was development strengthen program on academic aspect, school under the Office of Kalasin Primary Educational Service Area 2, study best practice from 2 pilot schools and investigated program by focus group, suitability assessment and possibility assessment. Descriptive statistics used in this study were mainly percentage, mean and standard deviation. The result of this study were found: 1. The result of synthesized components were 6 component with suitability assessed by 5 luminaries were found, the components overall at highest level and considering on the components they showed 5 components at highest level and 1 component at high level. 2. The result of current state, desirable state, priority needs index, and the method for strengthen teacher on academic aspect of school under the Office of Kalasin Primary Educational Service Area 2. The current state over all were at moderate level and the desirable state over all at high level. The priority needs index was showed top three components of PNImodified were classroom research, learning management and classroom management and the methods for strengthen teacher competency from pilot schools studied were training, self-study, seminar, study visit, assignment and learning from professor. 3. The components of strengthen teacher’s competency on academic aspect of school under the Office of Kalasin Primary Educational Service Area 2 included 6 component were 1) content of program 2) objective of program 3) content 4) ability 5) media and learning place and 6) measurement and evaluation. The contents of program included 6 modules as follower: module 1 curriculum development, module 2 learning instruction, module 3 classroom administration, module 4 educational research, module 5 measurement and evaluation and module 6 teacher spirit. The program used 153 hours including 25 hours for each module and 3 hours for conclusion program. The result of program suitability and possibility assessment were found the both assessed overall at high levels.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาองค์ประกอบสมรรถนะครูด้านวิชาการ 2) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ ความต้องการจำเป็น และวิธีการเสริมสร้างสมรรถนะครูด้านวิชาการ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 และ 3) พัฒนาโปรแกรมเสริมสร้างสมรรถนะครูด้านวิชาการ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 การวิจัยแบ่งออกเป็น 3 ระยะ ดังนี้ ระยะที่ 1 การศึกษาองค์ประกอบสมรรถนะครูด้านวิชาการประเมินความถูกต้องเหมาะสมขององค์ประกอบ โดยผู้ทรงคุณวุฒิ จำนวน 5 คน ระยะที่ 2 การศึกษาสภาพปัจจุบัน สภาพพึงประสงค์ ความต้องการจำเป็น และวิธีการเสริมสร้างสมรรถนะครูด้านวิชาการ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 เก็บข้อมูลจากกลุ่มตัวอย่างที่เป็นครูโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 จำนวน 305 คน โดยใช้เทคนิคการสุ่มแบบแบ่งชั้นภูมิ ระยะที่ 3 การพัฒนาโปรแกรมเสริมสร้างสมรรถนะครูด้านวิชาการ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 ทำการศึกษาโรงเรียนที่มีผลการปฏิบัติที่เป็นเลิศในการพัฒนาและเสริมสร้างสมรรถนะครูด้านวิชาการ 2 แห่ง ตรวจสอบความเหมาะสมของโปรแกรม โดยการสนทนากลุ่ม และประเมินความเหมาะสมและความเป็นไปได้ โดยผู้ทรงคุณวุฒิ จำนวน 7 คน สถิติที่ใช้ในการวิจัย คือ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. องค์ประกอบสมรรถนะครูด้านวิชาการ สังเคราะห์ได้ 6 องค์ประกอบ ผลการประเมินความเหมาะสมขององค์ประกอบสมรรถนะครูด้านวิชาการ โดยผู้ทรงคุณวุฒิ 5 คน พบว่า องค์ประกอบมีความเหมาะสมโดยรวมอยู่ในระดับมากที่สุด และเมื่อพิจารณาเป็นรายองค์ประกอบ พบว่า มีความเหมาะสมในระดับมากที่สุด 5 องค์ประกอบ และในระดับมาก 1 องค์ประกอบ 2. สภาพปัจจุบัน สภาพที่พึงประสงค์ ความต้องการจำเป็น และวิธีการเสริมสร้างสมรรถนะครูด้านวิชาการ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 พบว่า การเสริมสร้างสมรรถนะครูด้านวิชาการ มีสภาพปัจจุบัน โดยรวมและรายด้านทุกด้าน อยู่ในระดับปานกลาง และมีสภาพที่พึงประสงค์ โดยรวมและรายด้านทุกด้าน อยู่ในระดับมาก ค่าดัชนีความต้องการจำเป็นสามองค์ประกอบแรก คือ การวิจัยในชั้นเรียน การจัดการเรียนรู้ และการบริหารจัดการในชั้นเรียน และวิธีการเสริมสร้างสมรรถนะครูจากการศึกษาโรงเรียนต้นแบบ ได้แก่ การฝึกอบรม การศึกษาด้วยตนเอง สัมมนา การศึกษาดูงาน การมอบหมายงาน และ การเรียนรู้จากผู้เชี่ยวชาญ 3. องค์ประกอบของโปรแกรมเสริมสร้างสมรรถนะครูด้านวิชาการ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 ประกอบด้วย 6 องค์ประกอบ คือ 1) หลักการและเหตุผล 2) วัตถุประสงค์ของโปรแกรม 3) เนื้อหาสาระ 4) กิจกรรม 5) สื่อ/แหล่งเรียนรู้ และ 6) การวัดและประเมินผล เนื้อหาโปรแกรม ประกอบด้วย 6 โมดูล ได้แก่ โมดูลที่ 1 การพัฒนาหลักสูตร โมดูลที่ 2 การจัดการเรียนรู้ โมดูลที่ 3 การบริหารจัดการในชั้นเรียน โมดูลที่ 4 การวิจัยในชั้นเรียน โมดูลที่ 5 การวัดและประเมินผล และโมดูลที่ 6 ความเป็นครู มีระยะเวลาในการดำเนินการทั้งหมด 6 โมดูล รวม 150 ชั่วโมง และสรุปผลการใช้โปรแกรม 3 ชั่วโมง รวมระยะเวลา 153 ชั่วโมง ผลการประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม โดยผู้ทรงคุณวุฒิ 7 คน โดยรวม มีความเหมาะสมและมีความเป็นไปได้อยู่ในระดับมาก
