Development of Teacher Competency Strengthening Program of Active Learning Management under the Secondary Educational Service Area Office 24

Abstract

This research aims to; 1) study current and desirable conditions of active learning management under the Secondary Educational Service Area Office 24 and 2) develop teacher competency strengthening program of active learning management under the Secondary Educational Service Area Office 24. The research was conducted in a mixed method divided into 2 phases. Phase 1 was to study the current and desirable conditions of active learning management under the Secondary Educational Service Area Office 24. The samples were 365 teachers under the Secondary Educational Service Area Office 24 using stratified random sampling technique and research instrument was questionnaire. Phase 2 was to develop teacher competency strengthening program of active learning management under the Secondary Educational Service Area Office 24. The target group were 6 administrators and teachers from School with best practices and 7 educational experts using purposive sampling method and research instrument were semi-structure interview and an assessment of appropriateness and feasibility of the program. Data were analyzed by using percentage, mean and standard deviation.

The results showed that;

1. The overall picture of current condition of active learning management under the Secondary Educational Service Area Office 24 was at moderate level and the desirable condition of active learning management under the Secondary Educational Service Area Office 24 was at the highest level.

2. The teacher competency strengthening program of active learning under the Secondary Educational Service Area Office 24 were consisted of principle, objective, content, development activities, and measurement and evaluation which included Learning management design, Learning by doing and thinking, The application of medias and technology, and Authentic assessment. The overall picture of the assessment of teacher competency strengthening program of active learning under the Secondary Educational Service Area Office 24 in term of appropriateness was at the highest level and possibility was at high level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการจัดการเรียนรู้เชิงรุก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 24 2) พัฒนาโปรแกรมเสริม สร้างสมรรถนะครูด้านการจัดการเรียนรู้เชิงรุก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 24 การดำเนินการวิจัยมีลักษณะเป็นการวิจัยแบบวิธีผสม แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการจัดการเรียนรู้เชิงรุก กลุ่มตัวอย่าง ได้แก่ ครูสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 24 จำนวน 365 คน ได้มาโดยวิธีการสุ่มแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างสมรรถนะครูด้านการจัดการเรียนรู้เชิงรุก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 24 กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารและครูจำนวน 6 คน จากโรงเรียนที่มีแนวปฏิบัติที่ดี และผู้ทรงคุณวุฒิด้านการศึกษา จำนวน 7 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์กึ่งโครงสร้าง แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของการจัดการเรียนรู้เชิงรุกโดยรวมอยู่ในระดับปานกลาง และสภาพที่พึงประสงค์ของการจัดการเรียนรู้เชิงรุกโดยรวมอยู่ในระดับมากที่สุด

2. โปรแกรมเสริมสร้างสมรรถนะครูด้านการจัดการเรียนรู้เชิงรุก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 24 ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) วิธีการพัฒนา และ 5) การวัดและประเมินผล มี 4 โมดูล คือ การออกแบบการเรียนรู้ การจัดการเรียนรู้ผ่านกระบวนการคิดและการลงมือปฏิบัติ การใช้และพัฒนาสื่อนวัตกรรมเทคโนโลยีเพื่อการเรียนรู้ และการวัดและประเมินผลการเรียนรู้ตามสภาพจริง ผลโปรแกรมเสริมสร้างสมรรถนะครูด้านการจัดการเรียนรู้เชิงรุก สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาเขต 24 มีความเหมาะสมอยู่ในระดับมากที่สุดและความเป็นไปได้อยู่ในระดับมาก
