Information System for Management of Annual Budget Plan of Sirindhorn College of Public Health Khon Kaen

Abstract

The purposes of the research were budget forecasting in the annual action plan using linear regression techniques and to develop information systems for budget management in the annual action plan and to Study the satisfaction system for administration and management in annual performance plan from 46 people were classified into 3 groups by purposive sampling. Group 1 is 3 computer experts. Group 2 is users are involved in the preparation of plans Budget allocation Spend budget Of Sirindhorn Public Health College 25 people in Khon Kaen Province. Group 3 is the administrators of Sirindhorn Public Health College. Khon Kaen Province, 18 people, and a user satisfaction questionnaire. The statistics used were mean and standard deviation.

The results revealed that 1) The efficiency of the model (Accuracy), variables that affect the budget forecast in the annual action plan using linear regression techniques in descending order, including (1) budget used Remaining 76.43 percent (2) budget classified by organization Remaining 76.27 percent (3) the initial budget Remaining 75.53% (4) Subdivision units 74.36% 2) Information System For Management Of Annual Budget Plan Of Sirindhorn College Of Public Health Khon Kaen is comprised of 10 main menus: is comprised of 9 main menus: Basic data, System configuration, Allocate budget to sub-agencies, Project information, Budget plan for the project , Requesting approval for disbursement of loan approval / withdrawal, Adjust the project budget, Report, budget forecasting in next year And 3) Overall satisfaction assessment results of user at a high level. It’s showed that the efficiency system responds the needs of users and able to apply to the organization.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาการพยากรณ์งบประมาณในแผนปฏิบัติการประจำปีด้วยเทคนิคการถดถอยเชิงเส้น (Linear regression) 2) เพื่อพัฒนาระบบสารสนเทศสำหรับบริหารจัดการงบประมาณในแผนปฏิบัติการประจำปี 3) เพื่อศึกษาความพึงพอใจระบบสารสนเทศสำหรับบริหารจัดการงบประมาณในแผนปฏิบัติการประจำปี จำนวน 46 คน แบ่งออกเป็น 3กลุ่ม โดยคัดเลือกแบบเจาะจง (Purposive Sampling)โดยกลุ่มที่ 1 คือผู้เชี่ยวชาญด้านคอมพิวเตอร์จำนวน 3 คน กลุ่มที่ 2 คือผู้ใช้งานที่เกี่ยวข้องกับการจัดทำแผนงาน จัดสรรงบประมาณใช้จ่ายงบประมาณ ของวิทยาลัยๆ จำนวน 25 คน กลุ่มที่ 3 คือผู้บริหารวิทยาลัยการสาธารณสุขสิรินธร จังหวัดขอนแก่นจำนวน 18 คน แบบสอบถามความพึงพอใจ และสถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า 1) ค่าความประสิทธิภาพของแบบจำลอง (Accuracy) ตัวแปรที่มีผลต่อพยากรณ์งบประมาณในแผนปฏิบัติการประจำปีด้วยเทคนิคการถดถอยเชิงเส้น (Linearregression)ในการเรียงจากมากไปหาน้อย ได้แก่ (1) งบประมาณที่ใช้ไป คงเหลือร้อยละ76.43(2) งบประมาณจำสรรจำแนกตามหน่วยงาน คงเหลือร้อยละ 76.27 (3) งบประมาณตั้งตัน คงเหลือร้อยละ 75.53 (4) หน่วยงานย่อย คงเหลือร้อยละ 74.36 และ 2) ระบบสารสนเทศสำหรับบริหารจัดการงบประมาณในแผนปฏิบัติการประจำปี ประกอบไปด้วยเมนูหลัก ข้อมูลพื้นฐาน ตั้งค่า(confg)ระบบ จัดสรงบฯให้หน่วยงานย่อย ข้อมูลโครการ แผนการใช้งบประมาณในโครงการ ขออนุมัติเบิกจ่ายงบอนุมัติใบยืม/เบิก ปรับงบประมาณโครงการ พยากรณ์งบประมาณปีถัดไปรายงาน และ 3) ผลการประเมินความพึงพอใจของผู้ใช้งานโดยภาพรวมอยู่ในระดับมาก แสดงให้เห็นว่าระบบมีประสิทธิภาพตอบสนองความต้องการของผู้ใช้งาน และสามารถนำไปใช้ในการประยุกต์ใช้ในองค์กรได้
