Developing a Program to Enhance Creative Leadership of School Administrators Under the Secondary Educational Service Area Office 29

Abstract

This research aims to; 1) study current conditions, desirable conditions, and the needs to enhance creative leadership of school administrators under the Secondary Educational Service Area Office 29 and 2) develop a program to enhance creative leadership of school administrators under the Secondary Educational Service Area Office 29. The research method was divided into 2 phases. Phase 1 was to study current conditions, desirable conditions, and the needs to enhance creative leadership of school administrators. The samples were 351 school administrators and teachers under the Secondary Educational Service Area Office 29 through stratified random sampling technique and research instrument was scaling questionnaire. Phase 2 was to develop a program to enhance creative leadership of school administrators under the Secondary Educational Service Area Office 29. The targets were 7 qualified school administrators through purposive sampling technique and research instrument was an assessment of appropriateness and feasibility of the program. Data were analyzed by using frequency, percentage, mean, standard deviation and modified priority index.

The results showed that;

1. The overall picture of current condition of creative leadership of school administrators was at moderate level and the average in each part was at moderate level. The desirable condition of creative leadership of school administrators was at the highest level and the average in each part was at the highest level.

2. The overall picture of a program to enhance creative leadership of school administrators under the Secondary Educational Service Area Office 29 was at the highest level and the feasibility of the program was also at the highest level.

การวิจัยนี้มีจุดมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 29 2) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 29 โดยใช้วิธีดำเนินการวิจัยและพัฒนา แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอน จากสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 29 จำนวน 351 คน ได้มาโดยวิธีการคำนวณหาจำนวนกลุ่มตัวอย่างตามสัดส่วนของประชากรในแต่ละชั้นภูมิแล้วสุ่มแบบง่าย เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตราส่วน ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 29 ผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิที่เป็นผู้บริหารสถานศึกษา จำนวน 7 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สถิติในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้านพบว่าอยู่ในระดับปานกลางทุกด้าน และสภาพที่พึงประสงค์ของภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมากที่สุด เมื่อพิจารณาเป็นรายด้านพบว่าอยู่ในระดับมากที่สุดทุกด้าน

2. โปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 29 โดยรวมมีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้อยู่ในระดับมากที่สุด
