The Guidelines for the Development of Academic Administration in the School Under the Secondary Educational Service Area Office 24 (Kalasin)

Abstract

The purposes of this research were: 1) to study the current state, the desirable state, and the modified priority needs state of academic administration in the school under the Secondary Educational Service Area Office 24, 2) to study the guidelines for the Development of Academic Administration in the school under the Secondary Educational Service Area Office 24.

The results of this research were as follows:

The first phase was studying of the current state, the desirable state, and the modified priority needs state of academic administration in the school under the Secondary Educational Service Area Office 24. The samples were 399 people who were the administrators, the supervisor’s academic teachers, and the head of departments from 4 distinct schools; selected by using the table of Krejcie & Morgan, Sample Random Sampling. The research instrument used for collecting the data was the questionnaires which including 7 areas, namely 1) the School Curriculum Development, 2) Learning and Teaching in School, 3) the Measurement, Evaluation and Implementation of Transfer Results, 4) the Developed and Promoted Learning Resources, 5) the Educational Supervision, 6) the Cooperation of Academic Development with Other Organizations, and 7) the Development and using Technology for Education found that the general of the mean of current state was at a high level (x ̅= 3.52), the desirable state was a very high level (x ̅= 4.63), and the mean of the modified priority needs index was at (PNI) (x ̅= 0.31)

The second phase was the study of the guidelines for the development of academic administration in the school under the Secondary Educational Service Area Office 24. The experts were 7 distinct master school administrators. The instruments used for collecting the data was the personal interview forms and the evaluation forms, which including 10 areas, namely 1) the School Curriculum Development, 2) Learning and Teaching in School, 3) the Measurement, Evaluation and Implementation of Transfer Results, 4) the Developed and Promoted Learning Resources, 5) the Educational Supervision, 6) the Cooperation of Academic Development with Other Organizations, 7) the Development and using Technology for Education, 8) the Educational Quality Assurance Development, 9) the Academic Planning, 10) the Research for Educational Quality Development in School found that the guidelines for the Development had suitability, possibility, and benefits in general of the mean was at high level (x ̅= 4.87)

การวิจัยครั้งนี้มีความมุ่งหมาย 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็น ในการบริหารงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 24 2) เพื่อศึกษาแนวทางการพัฒนาการบริหารงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 24 โดยการวิจัยแบ่งออกเป็น 2 ระยะ

ผลการวิจัยปรากฏดังนี้

ระยะที่ 1 ผลจากการศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการบริหารงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 24 กลุ่มตัวอย่าง ประกอบด้วยผู้บริหารสถานศึกษา หัวหน้างานวิชาการ และหัวหน้ากลุ่มสาระการเรียนรู้ จำนวน 399 คน กำหนดขนาดกลุ่มตัวอย่างโดยเปรียบเทียบจากตารางของเครจซี่ และมอร์แกน (Krejcie and Morgan) โดยการสุ่มอย่างง่าย เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม มีทั้งหมด 7 ด้าน ประกอบด้วย 1) การพัฒนาหลักสูตรในสถานศึกษา 2) การจัดการเรียนการสอนในสถานศึกษา 3) การวัดผล ประเมินผล และดําเนินการเทียบโอนผลการเรียน 4) การพัฒนาและส่งเสริมให้มีแหล่งเรียนรู้ 5) การนิเทศการศึกษา 6) การประสานความร่วมมือในการพัฒนาวิชาการกับสถานศึกษาและองค์กรอื่น 7) การพัฒนาและใช้เทคโนโลยีเพื่อการศึกษา พบว่า ระดับความคิดเห็นโดยภาพรวม สภาพปัจจุบันในการปฏิบัติอยู่ในระดับมาก (x ̅= 3.52) สภาพที่พึงประสงค์ในการปฏิบัติอยู่ในระดับมากที่สุด (x ̅= 4.63) และความต้องการจำเป็น (PNI) อยู่ในระดับ (x ̅= 0.31)

ระยะที่ 2 ผลการศึกษาแนวทางการพัฒนาการบริหารงานวิชาการในสถานศึกษา สังกัดสํานักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 24 โดยการสัมภาษณ์สถานศึกษาต้นแบบ และผลการประเมินแนวทางการพัฒนาจากผู้ทรงคุณวุฒิที่มีความรู้และประสบการณ์ ในการบริหารงานวิชาการในสถานศึกษา จำนวน 7 คน แนวทางการพัฒนาประกอบด้วย 10 ด้าน ได้แก่ 1) การพัฒนาหลักสูตรของสถานศึกษา 2) การจัดการเรียนการสอนในสถานศึกษา 3) การวัดผล ประเมินผล และดําเนินการเทียบโอนผลการเรียน 4) การพัฒนาและส่งเสริมให้มีแหล่งเรียนรู้ 5) การนิเทศการศึกษา 6) การประสานความร่วมมือในการพัฒนาวิชาการกับสถานศึกษาและองค์กรอื่น 7) การพัฒนาและใช้เทคโนโลยีเพื่อการศึกษา 8) การพัฒนาระบบประกันคุณภาพภายในและมาตรฐานการศึกษา 9) การวางแผนงานด้านวิชาการ 10) การวิจัยเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษา พบว่า แนวทางการพัฒนามีเหมาะสม มีความเป็นไปได้ และความเป็นประโยชน์ โดยภาพรวมอยู่ในระดับมาก (x ̅= 4.87)
