Development of the Elderly Care Model in Community through A Senior Citizen School in Sang-thor Sub-district, Khueng-nai District, Ubon Ratchathani Province

Abstract

The purpose of this action research was to develop the elderly care model in community through a senior citizen school in Sang-thor sub-district, Khueng-nai, Ubon Rachathni. There were 84 participants such as the policy makers, the practitioners, and the elderly came to participate this study. Both qualitative and quantitative data were collected by using the created questionnaires. Data was analyzed by using descriptive statistics; percentage, mean, and standard deviation, and using inferential statistics such a Wilcoxon matched-pairs signed rank test. Qualitative data was collected by using group discussion and was analyzed by using content analysis.

This research found that a process comprised 8 steps, such as 1) Study the community context and appointed a working group 2) Participants Selection 3) Analyze problems 4) planning 5) Plan implementation 6) Follow up and support 7) Evaluate 8) Summarize the lesson learned. The finding model was called “S T E S Model” (Sang-Thor Elderly School Model), which was excellence model by strengthening community participation in all activities. Furthermore, as the operation caused to the policy makers and the practitioners had increased their knowledge, collaborate, and satisfaction as following the process. The elderly also had increased knowledge to improve self-care behaviors, released their depression, ultimately improve quality of life. In conclusion, the key success factors consisted of 1) clearly policy from the top leader group, 2) strengthening and creating their network and collaboration, and 3) good governance in a senior citizen school.

การวิจัยเชิงปฏิบัติการครั้งนี้ มีวัตถุประสงค์เพื่อการพัฒนารูปแบบการดูแลผู้สูงอายุในชุมชนโดยแนวทางโรงเรียนพลเมืองอาวุโสขององค์การบริหารส่วนตำบลสร้างถ่อ อำเภอเขื่องใน จังหวัดอุบลราชธานี กลุ่มเป้าหมายคือ ผู้มีส่วนเกี่ยวข้อง, ผู้กำหนดนโยบายและผู้ปฏิบัติงาน รวมทั้งผู้สูงอายุในพื้นที่ จำนวน 84 คน เก็บรวบรวมข้อมูลเชิงคุณภาพและเชิงปริมาณโดยใช้แบบสอบถามที่สร้างขึ้น วิเคราะห์ข้อมูลเชิงปริมาณโดยใช้สถิติเชิงพรรณนา ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และสถิติเชิงอนุมานคือ Wilcoxon Matched-pairs Signed rank test เก็บข้อมูลเชิงคุณภาพ โดยการสนทนากลุ่ม และวิเคราะห์ข้อมูลเชิงคุณภาพโดยการวิเคราะห์เชิงเนื้อหา

ผลการวิจัยพบว่า กระบวนการพัฒนาครั้งนี้มี 8 ขั้นตอน ดังนี้คือ 1) ศึกษาบริบทของชุมชนและตั้งคณะทำงาน 2) คัดเลือกกลุ่มเป้าหมาย 3) วิเคราะห์สภาพปัญหา 4) วางแผนปฏิบัติการ 5) ดำเนินการตามแผน 6) ติดตาม สนับสนุนการดำเนินงาน 7) ประเมินผล 8) จัดเวทีเพื่อถอดบทเรียนและสรุปผล ผลของการดำเนินการพัฒนาครั้งนี้ ทำให้เกิดระบบการดำเนินงานในพื้นที่ ในรูปแบบใหม่ที่เรียกว่า “S T E S Model” (Sang-Thor Elderly School Model) ที่เป็นกระบวนการทำงานที่เสริมสร้างความเข้มแข็งโดยกระบวนการที่ชุมชนมาเป็นเจ้าภาพและดำเนินงานเอง ผลการประเมินพบว่าผู้เกี่ยวข้องในกระบวนการ มีการเปลี่ยนแปลงความรู้ พฤติกรรม ในการดำเนินที่ดีขึ้น ผู้สูงอายุมีการเปลี่ยนแปลงคุณภาพชีวิตที่ดีขึ้น นอกจากนี้ยังพบว่าจำนวนกลุ่มผู้สูงอายุมีภาวะซึมเศร้าลดลง สรุปได้ว่าปัจจัยด้านความสำเร็จที่สำคัญประกอบด้วย 1) การมีนโยบายและแนวปฏิบัติที่ชัดเจน 2) การประสานงาน/ความร่วมมือของภาคีเครือข่าย และ 3) ความเข้มแข็งของการดำเนินงานโรงเรียนผู้สูงอายุในพื้นที่
