The Guideline Development for Educationnal Administrative Guidelines under the Office of Udonthani Primary Educationnal Service Areas 4

Abstract

The purposes of this research were 1) to study the actual state and desirable state and the priority needs of academic administration of the schools under the Office of Udonthani Primary Educational Service Area 4 and 2) to develop academic administration guidelines of the schools under the Office of Udonthani Primary Educational Service Area 4. The research was divided into 2 phases. Phase1: to study the actual state and desirable state and the priority needs of academic administration. The samples comprised of 123 schools administrators and teachers those were collected by stratified random sampling through the chart of Krejcie and Morgan. The tool was a 5 rating scale questionnaire. The statistics was analysis by using mean, standard deviation and PNImodified. Phase2: the guidelines of academic administration by the study of 2 best practices schools. The informants included 12 of schools administrators and teachers. The tool were structured interview form and evaluate the suitability and feasibility of the guidelines of academic administration by 5 experts. The statistics was analyzed by using mean, standard deviation and content analysis.

The results were as follows:

1. The actual state of academic administration of the schools under the Office of Udonthani Primary Educational Service Area 4 were overall and all aspects at a high level. The desirable state were overall and all aspects at the highest level. The priority needs were by descending order from high to low as follows: curriculum development, instructional management, academic planning, measurement and assessment.

2. The development of guidelines for academic administration of the schools under the Office of Udonthani Primary Educational Service Area 4 were at a high level of suitability and feasibility evaluation. The development of guidelines described: Curriculum development should integrate content learning courses with various activities, promoting activities to develop life skills students and preparation of materials for students are the same standard. Academic planning should set a time of learning activities in accordance with the purposes of school, the teachers have participated in the school timetable, reducing the workload of the teachers does not involve teaching. Teaching and learning should improve the quality of education through the research process, enhancing the school environment that promotes learning and teaching, library development conducive to facilitate learning for students. Measurement and evaluation should measure and evaluate the teaching and learning authentic and the improvement and development of evaluation results are the guidelines for the next year and the increase development of the students to study in science mathematics and technology field at university.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์การพัฒนาแนวทางการบริหารงานวิชาการของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 2) เพื่อพัฒนาแนวทางการบริหารงานวิชาการของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 การวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นในการบริหารงานวิชาการสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารและครู จำนวน 123 คน ได้มาโดยการสุ่มแบบแบ่งชั้น กำหนดขนาดโดยใช้ตารางเครจซี่ และมอร์แกน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิจัย ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ระยะที่ 2 การพัฒนาแนวทางการบริหารงานวิชาการของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 จากการศึกษาสถานศึกษาที่มีการปฏิบัติดีเยี่ยม Best Practices จำนวน 2 โรงเรียน กลุ่มผู้ให้ข้อมูล คือ ผู้บริหารและครู จำนวน 12 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์แบบมีโครงสร้างและประเมินความเหมาะสมและเป็นไปได้ของแนวทางพัฒนาการบริหารงานวิชาการสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 โดยผู้ทรงคุณวุฒิ จำนวน 5 คน โดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบประเมิน สถิติที่ใช้ในการวิจัย ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของการบริหารงานของสถานศึกษาสังกัดในสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 โดยรวมและรายด้านทุกด้าน อยู่ในระดับมาก สภาพที่พึงประสงค์ของการบริหารงานวิชาการของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 โดยรวมและรายด้านทุกด้านอยู่ในระดับมากที่สุด และลำดับความต้องการจำเป็นของการบริหารงานวิชาการของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 เมื่อพิจารณารายด้านเรียงลำดับความต้องการจำเป็นจากมากไปน้อย ได้แก่ การวัดผลและประเมินผล การจัดการเรียนการสอน การวางแผนงานวิชาการ และการพัฒนาหลักสูตร

2. การพัฒนาแนวทางการบริหารงานวิชาการของของสถานศึกษาในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 มีผลการประเมินความเหมาะสมและมีความเป็นไปได้อยู่ในระดับมาก โดยมีแนวทางการพัฒนาแต่ละด้าน ดังนี้ การพัฒนาหลักสูตร คือ ควรบูรณาการเนื้อหาหลักสูตรกลุ่มสาระการเรียนรู้ต่าง ๆ เข้าด้วยกัน ส่งเสริมการจัดกิจกรรมพัฒนาทักษะชีวิตนักเรียน จัดทำเอกสารประกอบการเรียนการสอนสำหรับนักเรียนเป็นมาตรฐานเดียวกัน การวางแผนงานวิชาการ คือ ควรจัดเวลาของกิจกรรมการเรียนรู้ให้สอดคล้องกับแนวปฏิบัติของโรงเรียน ให้ครูมีส่วนร่วมในการจัดตารางเรียนของโรงเรียน ลดภาระงานอื่น ๆ ของครูที่ไม่เกี่ยวข้องกับการจัดการเรียนการสอน การจัดการเรียนการสอน คือ ควรมีการพัฒนาคุณภาพการศึกษาด้วยกระบวนการวิจัย เสริมสร้างจัดบรรยากาศในโรงเรียนที่ช่วยส่งเสริมการจัดการเรียนการสอน พัฒนาห้องสมุดให้เอื้อต่อการเรียนรู้แก่นักเรียน การวัดผลและประเมินผล คือ ควรวัดและประเมินผลการเรียนการสอนตามสภาพจริง นำผลการประเมินมาปรับปรุงและพัฒนาเพื่อใช้เป็นแนวทางในปีต่อไป และพัฒนานักเรียนให้ศึกษาต่อในระดับมหาวิทยาลัยด้านวิทยาศาสตร์ คณิตศาสตร์และเทคโนโลยีให้เพิ่มมากขึ้น
