Guidelines Development of Information Technology System Administration in Hospital under Kalasin Provincial Public Health Office

Abstract

The purposes of the research are study current conditions, desirable conditions, need and development of information technology system administration in hospital under kalasin provincial public health office. The samples population, chosen by Krejcie and Morgan Sampling Method, consisted of 212 people who are Director, Leader of Subdivision and Information technology personnel in hospital under kalasin provincial public health office . The instrumentations are the following; questionnaire interview forms and evaluation forms. Statistics used for data analysis are percentage, mean and standard deviation.

The research results find that:

1. Result of the current conditions for information technology system administration in hospital. Reported that at the high level. Desirable conditions for information technology system administration in hospital. Reported that at the highest level. And need about information technology system administration in hospital. Reported that Control is most need, the measurement and Information.

2. Result of development of information technology system administration in hospital were divided into 5 categories; 1) the principle 2) the purpose 3) guidelines information technology system administration in hospital 4) the mechanism 5) the success conditions. The results of studied categories were focus group of 7 experts. The results of possibility, suitability of developing guidelines was at highest level.

การวิจัยในครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษา สภาพปัจจุบันการบริหารระบบเทคโนโลยีสารสนเทศสำหรับโรงพยาบาล สภาพที่พึงประสงค์การบริหารระบบเทคโนโลยีสารสนเทศสำหรับโรงพยาบาล และความต้องการจำเป็นการบริหารระบบเทคโนโลยีสารสนเทศสำหรับโรงพยาบาล 2) พัฒนาแนวทางการบริหารระบบเทคโนโลยีสารสนเทศสำหรับโรงพยาบาล สังกัดสำนักงานสาธารณสุขจังหวัดกาฬสินธุ์ การวิจัยในครั้งกลุ่มตัวอย่าง ได้แก่ ผู้อำนวยการ หัวหน้ากลุ่มงาน และบุคลากรด้านเทคโนโลยีสารสนเทศในโรงพยาบาล สังกัดสำนักงานสาธารณสุขจังหวัดกาฬสินธุ์ สุ่มตัวอย่างโดยใช้ตารางของเครจซี่และมอร์แกน (Krejcie& Morgan, 1970) จำนวน 212 คน ใช้แบบสอบถาม แบบสัมภาษณ์ และแบบประเมิน เป็นเครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล โดยมีค่าความเชื่อมั่น (α) ของแบบสอบถาม สภาพปัจจุบัน สภาพที่พึงประสงค์ อยู่ที่ระหว่าง 0.96-0.97 และ 0.97 ตามลำดับ การวิเคราะห์ข้อมูลใช้สถิติร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของการบริหารระบบเทคโนโลยีสารสนเทศสำหรับโรงพยาบาล โดยรวมอยู่ในระดับระดับมาก สภาพที่พึงประสงค์ของการบริหารระบบเทคโนโลยีสารสนเทศสำหรับโรงพยาบาล โดยรวมอยู่ในระดับมากที่สุด ความต้องการจำเป็นในการพัฒนาการบริหารระบบเทคโนโลยีสารสนเทศสำหรับโรงพยาบาล พบว่า ด้านการควบคุม มีความต้องการมากที่สุด รองลงมาคือ ด้านการวัดผล และด้านข้อมูลสารสนเทศ ตามลำดับ

2. การพัฒนาแนวทางการบริหารระบบเทคโนโลยีสารสนเทศสำหรับโรงพยาบาล ประกอบด้วย 5 องค์ประกอบ ดังนี้ 1. หลักการและเหตุผล 2. ความมุ่งหมาย 3. แนวทางการบริหารระบบเทคโนโลยีสารสนเทศสำหรับโรงพยาบาล 4. กลไก และ 5. เงื่อนไขความสำเร็จ ผลการประเมินความเหมาะสมและความเป็นไปได้ โดยวิธีการสนทนากลุ่มของผู้ทรงคุณวุฒิ จำนวน 7 คน พบว่า มีความเหมาะสม และความเป็นไปได้ อยู่ในระดับมากที่สุด
