The Developing of Program for Enhancing Creative Leadership of School Administrators under Sakon Nakhon Primary Educational Area Office 3

Abstract

The purposes of this research were 1) To study the current and desirable conditions for enhancing creative leadership of School Administrators under Sakon Nakhon Primary educational Area office 3, 2) To develop the Program for Enhancing Creative Leadership of School Administrators under Sakon Nakhon Primary educational Area office 3 By a blended research process. This research was divided into 2 phases. Phase 1, investigation the current and desirable conditions of Program for Enhancing Creative Leadership of School Administrators under Sakon Nakhon Primary educational Area office 3. The sample group consisted of 123 administrators under Sakon Nakhon Primary educational Area office 3 By using Krejcie and Morgan formula. Phase 2, The Developing of Program for Enhancing Creative Leadership of School Administrators. The study of 3 interview institutions was selected by a specific selection based on the criteria for consideration, that school administrators had demonstrated and generally accepted creative leadership as follows: 1) Northeastern Preparatory School under the Office of the Secondary Educational Service Area 23, 2) Sakon Rat Wittayanukul School under the Office of the Secondary Educational Service Area 23, and 3) Ban Na Dok Mai Huai Rai Samakkhi School under Sakon Nakhon Primary educational Area office 2, five experts assess the Developing of Program for Enhancing Creative Leadership of School Administrators under Sakon Nakhon Primary educational Area office 3 that using the interview.

The results found that:

1. The current and desirable conditions of creative leadership for school administrators. Under the Office of the Sakon Nakhon Primary Educational Service Area 3, which consisted of 3 aspects, it was found that the desirable sequence of creative leadership for school administrators. Under the Sakon Nakhon Primary Educational Service Area Office 3, the order of desirable conditions from descending order was 1) Imagination 2) Flexibility and 3) vision.

2. Development of creative leadership enhancement programs for school administrators. Under the Office of Sakon Nakhon Primary Educational Service Area 3, which consists of 4 steps 1) Self-study 2) Workshop 3) Study visit and 4) Training/ Seminar. Evaluation of Creative Leadership Enhancement Programs for School Administrators In the sub-district office of Sakon Nakhon Primary Educational Service Area 3, the experts found that the suitability was at the highest level. And the possibilities are at the highest level.

การศึกษาครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ในการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์สำหรับผู้บริหารโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 2) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์สำหรับผู้บริหารโรงเรียน ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 โดยกระบวนการวิจัยแบบผสมผสาน ประกอบด้วย 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์สำหรับผู้บริหารโรงเรียน ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารโรงเรียนประถมศึกษา ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 จำนวน 123 คน โดยการคำนวณจากสูตร เครซีและมอร์แกน ผู้เชี่ยวชาญเครื่องมือการวิจัย 5 คน ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์สำหรับผู้บริหารโรงเรียน โดยจากการสัมภาษณ์ผู้บริหารโรงเรียน 3 แห่ง โดยการเลือกแบบเจาะจงตามเกณฑ์การพิจารณา คือ ผู้บริหารโรงเรียนมีภาวะผู้นำเชิงสร้างสรรค์เป็นที่ประจักษ์และยอมรับโดยทั่วกัน ดังนี้ 1) โรงเรียนเตรียมอุดมศึกษาภาคตะวันออกเฉียงเหนือ ในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 23 2) โรงเรียนสกลราชวิทยานุกูล ในสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 23 และ 3) โรงเรียนบ้านนาดอกไม้ห้วยไร่สามัคคี ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 2 ผู้ทรงคุณวุฒิประเมินโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์สำหรับผู้บริหารโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 จำนวน 5 คน โดยใช้เครื่องมือเก็บรวบรวมข้อมูล คือ แบบสัมภาษณ์

ผลวิจัยพบว่า

1. สภาพปัจจุบันและสภาพที่พึงประสงค์ของภาวะผู้นำเชิงสร้างสรรค์สำหรับผู้บริหารโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 ประกอบด้วย 3 ด้าน พบว่า ลำดับสภาพที่พึงประสงค์ของภาวะผู้นำเชิงสร้างสรรค์สำหรับผู้บริหารโรงเรียน ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 เรียงลำดับสภาพที่พึงประสงค์จากมากไปหาน้อย ได้แก่ 1) การมีจินตนาการ 2) การมีความยืดหยุ่น และ 3) การมีวิสัยทัศน์

2. การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์สำหรับผู้บริหารโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 ประกอบด้วย 4 ขั้นตอน 1) การศึกษาด้วยตนเอง 2) การประชุมปฏิบัติการ 3) การศึกษาดูงาน และ 4) การฝึกอบรม/สัมมนา ผลการประเมินโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์สำหรับผู้บริหารโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสกลนคร เขต 3 โดยผู้ทรงคุณวุฒิ พบว่า มีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้อยู่ในระดับมากที่สุด
