Development of Academic Administration Guidelines for Small Educational Institutions under the Surin Primary Educational Service Area Office 1

Abstract

The research aims to 1) to study the current condition. 2) To develop guidelines for academic administration of small educational institutions. The research was divided into 2 phases : Phase 1 studied the current condition. Desirable condition and necessity from the sample group were school administrators. And teachers of academic supervisors in educational institutes, total 156 people. The tool was the current state questionnaire. Desirable condition the power to classify each item of the current condition questionnaire was 0.37-0.71 and the confidence value was 0.94, the desirable condition was 0.21-0.75, and the confidence value was 0.92. From the school administrators and the teachers of the academic heads of schools in educational institutions with good practice, 6 students were interviewed. The guidelines were assessed by seven experts. The statistics used for data analysis were frequency, mean and standard deviation.

The results of the research were as follows:

1. Current condition of academic administration of small educational institutions. Overall is at a high level. Overall desirable condition is at a high level. Importance, necessity and need to develop academic management guidelines. In order for personnel to develop themselves to their full potential Educational institutions develop the educational institution curriculum from the participation of all parties, including teachers, parents, basic education institution committee, students and educational institutions establishing guidelines on evaluation and evaluation of educational institutions clearly.

การวิจัยมีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารงานวิชาการของสถานศึกษาขนาดเล็ก 2) เพื่อพัฒนาแนวทางการบริหารงานวิชาการของสถานศึกษาขนาดเล็ก โดยการวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นจากกลุ่มตัวอย่าง คือ ผู้บริหารสถานศึกษา และครูหัวหน้างานวิชาการสถานศึกษา จำนวน 156 คน เครื่องมือคือ แบบสอบถามสภาพปัจจุบัน สภาพที่พึงประสงค์ ค่าอำนาจจำแนกรายข้อของแบบสอบถามสภาพปัจจุบัน คือ 0.37-0.71 และค่าความเชื่อมั่นคือ 0.94 สภาพที่พึงประสงค์ คือ 0.21-0.75 และค่าความเชื่อมั่นคือ 0.92 ระยะที่ 2 การพัฒนาแนวทางการบริหารงานวิชาการของสถานศึกษาขนาดเล็ก จากผู้บริหารสถานศึกษาและครูหัวหน้าวิชาการสถานศึกษา ในสถานศึกษาที่มีแนวปฏิบัติที่ดี จำนวน 6 คน เครื่องมือคือแบบสัมภาษณ์ แล้วประเมินแนวทางโดยผู้ทรงคุณวุฒิ จำนวน 7 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ความถี่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบันการบริหารงานวิชาการของสถานศึกษาขนาดเล็ก โดยรวมอยู่ในระดับมาก สภาพที่พึงประสงค์โดยรวมอยู่ในระดับมาก ความสำคัญจำเป็นและความต้องการพัฒนาแนวทางการบริหารงานวิชาการ เรียงลำดับจากมากไปหาน้อย ดังนี้ ด้านการจัดการเรียนการสอน ด้านการนิเทศการศึกษา ด้านการพัฒนาสื่อ และนวัตกรรม ด้านการพัฒนากระบวนการเรียนรู้ ด้านการพัฒนาหลักสูตรสถานศึกษา และด้านการวัดผล ประเมินผล

2. แนวทางการบริหารงานวิชาการของสถานศึกษาขนาดเล็กสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 1 ประกอบด้วย ด้านการจัดการเรียนการสอน ด้านการนิเทศการศึกษา ด้านการพัฒนาสื่อ และนวัตกรรม ด้านการพัฒนากระบวนการเรียนรู้ ด้านการพัฒนาหลักสูตรสถานศึกษา และด้านการวัดผล ประเมินผล การเรียนการสอนโดยเน้นความแตกต่างรายบุคคล สถานศึกษามีการจัดฝึกอบรมให้ความรู้ มีการติดตามเพื่อพัฒนาระบบและกระบวนการนิเทศงานวิชาการ ผู้บริหารสถานศึกษากำหนดให้ครูทุกคนต้องผลิต และใช้สื่อ นวัตกรรมและเทคโนโลยีเพื่อการศึกษา ผู้บริหารกำหนดให้ครูเข้ารับการอบรมเพิ่มพูนความรู้อยู่เสมอ เพื่อให้บุคลากรได้พัฒนาตนเองอย่างเต็มศักยภาพ สถานศึกษาพัฒนาหลักสูตรสถานศึกษาโดยเกิดจากการมีส่วนร่วมของทุกฝ่าย ทั้งครู ผู้ปกครอง คณะกรรมการสถานศึกษาขั้นพื้นฐาน นักเรียน และสถานศึกษากำหนดแนวปฏิบัติเกี่ยวกับการวัดผลและประเมินผลของสถานศึกษาไว้อย่างชัดเจน
