The Developing of Program for Enhancing Competency in Curriculum Administration and Learning Management for Teachers under Secondary Educational Service Area Office, Surin

Abstract

The objectives of the research were; 1) to study the current state and desirable condition of competency in curriculum administration and learning management for teachers under Secondary Educational Service Area Office, Surin, and 2) to develop a program for enhancing competency in curriculum administration and learning management for teachers under Secondary Educational Service Area Office, Surin. The samples were 472 school administrators and teachers under Secondary Educational Service Area Office, Surin. The samples were derived by stratified random sampling. The research tools were 1) a set of questionnaires to assess the current state and desirable condition of competency in curriculum administration and learning management for teachers under Secondary Educational Service Area Office, Surin, 2) an interview form and 3) an assessment form of evaluating a program for enhancing competency in curriculum administration and learning management for teachers. The statistics employed in this research were frequency, percentage, mean, standard deviation and reliability, mean, standard deviation and percentage and Modified Priority Needs Index : PNImodified.

The research results were as follow:

1. the current state and desirable condition of competency in curriculum administration and learning management for teachers under Secondary Educational Service Area Office, Surin revealed that the current state of all and each components were at more level, ordering from the highest to the lowest as follows; using and developing innovation for learning, measurement and evaluation of learning, child-centered learning management, classroom management, learning design management, and curriculum creation and development respectively. The desirable condition of all components was at the most level, ordering from the highest to the lowest as follows; using and developing innovation for learning, measurement and evaluation of learning, child-centered learning management, learning design management, and curriculum creation and development as equal to classroom management, respectively.

2. The developing program for enhancing competency in curriculum administration and learning management for teachers under Secondary Educational Service Area Office, Surin was showed that: The program consists of 6 parts; 1) principle 2) objectives 3) structures 4) patterns and ways to develop 5) techniques and tools 6) evaluation. A scope of the program was classified to 6 modules. The first was curriculum creation and development, the second was learning design management, the third was classroom management, the fourth was child-centered learning management, the fifth was using and developing innovation for learning and the sixth was measurement and evaluation of learning. The ways to do the activities were training, self-study, coaching, field study, and workshop. For techniques and tools were program handbook, worksheets, pre and post-test and Satisfaction assessment forms. And the evaluation was on pre and post–test, worksheets assessment, doing the activities assessment, assessment on interests and intentions of self-study, inquiry and opinion, training report and exchange ideas to each other. The program showed that it was suitable as a whole at the most level and was possible as a whole at the most level.

การวิจัยครั้งนี้มีความมุ่งหมาย 1) เพื่อศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์ของสมรรถนะด้านการบริหารหลักสูตรและจัดการเรียนรู้ของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ และ 2) เพื่อพัฒนาโปรแกรมเสริมสร้างสมรรถนะด้านการบริหารหลักสูตรและจัดการเรียนรู้ของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ จำนวน 472 คน ได้มาโดยการสุ่มกลุ่มตัวอย่างแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของสมรรถนะด้านการบริหารหลักสูตรและการจัดการเรียนรู้ของครู แบบสัมภาษณ์ และแบบประเมินโปรแกรมเสริมสร้างสมรรถนะด้านการบริหารหลักสูตรและการจัดการเรียนรู้ของครู สถิติที่ใช้ในการวิจัยได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และดัชนีความต้องการจำเป็น PNImodified

ผลการวิจัยปรากฏดังนี้

1. สภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของสมรรถนะด้านการบริหารหลักสูตรและจัดการเรียนรู้ของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ พบว่าสภาพปัจจุบันของสมรรถนะด้านการบริหารหลักสูตรและการจัดการเรียนรู้ของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ โดยรวมทุกด้านและแต่ละด้านอยู่ในระดับมาก โดยด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านการใช้และพัฒนาสื่อนวัตกรรม ส่วนสภาพที่พึงประสงค์โดยรวมอยู่ในระดับมากที่สุด โดยเรียงตามลำดับค่าเฉลี่ยสูงสุดไปต่ำสุดได้ดังนี้ ด้านการใช้และพัฒนาสื่อนวัตกรรม ด้านการวัดและประเมินผลการเรียนรู้ ด้านการจัดการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ ด้านความสามารถในการออกแบบการเรียนรู้ และด้านการสร้างและพัฒนาซึ่งมีค่าเฉลี่ยเท่ากับด้านการบริหารจัดการชั้นเรียน ตามลำดับ

2. การพัฒนาโปรแกรมเสริมสร้างสมรรถนะด้านการบริหารหลักสูตรและจัดการเรียนรู้ของครู สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ ที่พัฒนาขึ้นมีองค์ประกอบจำนวน 6 ส่วน ได้แก่ 1) หลักการ 2) วัตถุประสงค์ของโปรแกรม 3) โครงสร้างของโปรแกรม 4) รูปแบบและวิธีการพัฒนา 5) เทคนิคและเครื่องมือ 6) การวัดและประเมินผล ขอบข่ายเนื้อหาของโปรแกรมฯ แบ่งออกเป็น 6 Module ได้แก่ Module 1 การสร้างและพัฒนาหลักสูตร Module 2 การออกแบบการจัดการเรียนรู้ Module 3 การบริหารจัดการชั้นเรียน Module 4 การจัดการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ Module 5 การใช้และพัฒนาสื่อนวัตกรรม และ Module 6 การวัดและประเมินผลการเรียนรู้ โดยมีวิธีการเสริมสร้างและพัฒนาสมรรถนะครู คือ การฝึกอบรม การพัฒนาตนเอง การสอนงานแบบพี่เลี้ยง การศึกษาดูงาน และการประชุมเชิงปฏิบัติการ สำหรับเทคนิคและเครื่องมือ ได้แก่ เอกสารประกอบโปรแกรม ใบกิจกรรม แบบทดสอบและแบบประเมินความพึงพอใจ ส่วนการประเมินผล ประกอบด้วยประเมินตนเองก่อน ระหว่าง และหลังการพัฒนา ประเมินการทำกิจกรรมตามกำหนด ประเมินความสนใจและตั้งใจในการศึกษาด้วยตนเอง ประเมินการซักถาม และการให้ข้อคิดเห็น ประเมินการรายงานอบรม และการแลกเปลี่ยนเรียนรู้ร่วมกัน และโปรแกรมฯ มีความเหมาะสมโดยรวมอยู่ในระดับมากและมีความเป็นไปได้อยู่ในระดับมากที่สุด
