The Development of Long Term Care for the Elderly Dependency System of Long Term Care Fund in Hanna Ngam Subdistrict Administrative Organization, Sribunruang District, Nongbualamphu Province

Abstract

This study was a participatory action research aimed todevelopment of long term care for the elderly dependency System of Long Term Care Fund in Hanna Ngam Subdistrict Administrative Organization, Sribunruang district, Nongbualamphu province. Participants were from three operational sectors including public sector, political sector and public health sector, group with 70 participants in total. Data were collected by using questionnaires. The statistics used for data analysis were frequency, percentage, mean, standard deviation.

The results showed that with operation in the area is 6 steps 1) studying and analyze the context 2) organizing a workshop plan 3) Establishing 1 projects 4) performing tasks as planned 5) following up on supervision and supporting for project implementation 6) summary and evaluation suggestions back to development. To do this, the dependent elderly was received care from the fund and related parties satisfied with the fund's operations, in addition to fund for long-term care to the elderly had been improved.

The success factors were that the target groups have a responsibility to play a role in this study.

การศึกษาครั้งนี้ เป็นการวิจัยเชิงปฏิบัติการ เพื่อพัฒนาระบบการดูแลผู้สูงอายุที่มีภาวะพึ่งพิงของกองทุนดูแลผู้สูงอายุระยะยาว องค์การบริหารส่วนตำบลหันนางาม อำเภอศรีบุญเรือง จังหวัดหนองบัวลำภู กลุ่มเป้าหมาย 3 กลุ่ม ประกอบด้วย กลุ่มประชาชน กลุ่มภาคการเมือง และกลุ่มวิชาการด้านสาธารณสุข จำนวน 70 คน เก็บรวบรวมข้อมูลเชิงปริมาณ โดยแบบสอบถาม วิเคราะห์ข้อมูลสถิติเชิงพรรณนา ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน

ผลการศึกษา พบว่า การพัฒนากระบวนการที่มีความเหมาะสมกับการดำเนินงานในพื้นที่มี 6 ขั้นตอน คือ (1) ศึกษาข้อมูลพื้นฐานบริบทของพื้นที่และวิเคราะห์สภาพการณ์ (2) จัดประชุมวางแผนเชิงปฏิบัติการ (3) กำหนดโครงการ 1 โครงการ คือ โครงการเพื่อจัดบริการดูแลระยะยาวด้านสาธารณสุขสำหรับผู้สูงอายุที่มีภาวะพึ่งพิงตามประกาศ คณะกรรมการหลักประกันสุขภาพแห่งชาติฯ เขตพื้นที่องค์การบริหารส่วนตำบลหันนางามของ โรงพยาบาลส่งเสริมสุขภาพตำบลหันนางาม อำเภอศรีบุญเรือง จังหวัดหนองบัวลำภู (4) ดำเนินงานตามโครงการ (5) ติดตาม นิเทศ สนับสนุนการปฏิบัติตามโครงการ (6) สรุปผลและประเมินผล ข้อเสนอแนะกลับไปสู่การพัฒนา ซึ่งการดำเนินงานดังกล่าวทำให้ผู้สูงอายุที่มีภาวะพึ่งพิงได้รับการดูแลจากกองทุน และญาติ ผู้ที่มีส่วนเกี่ยวข้อง มีความพึงพอใจต่อการดำเนินงานกองทุนดูแลผู้สูงอายุระยะยาว

ปัจจัยแห่งความสำเร็จ คือ กลุ่มเป้าหมายทุกคนมีความรับผิดชอบต่อบทบาทการทำงานต่าง ๆ ที่ได้รับมอบหมาย จึงทำให้เกิดความสำเร็จของงานวิจัยในครั้งนี้
