Developing a Management Model for Office Excellence in State Universities

Abstract

The present study aimed to develop a management model for office excellence in state universities using research and development design (R & D). There were 3 phases of the study; phase 1 was studying of the elements and indicators for office excellence management in state universities, phase 2 was developing the management model for office excellence in state universities and phase 3 was investigating the results of implementation the management model for office excellence in state universities. The instruments used to collect data were questionnaire, evaluation form and interview questions. The statistics used were parentage, mean and standard deviation.

The results of the study revealed that:

1.The results of studying the elements and indicators for office excellence management in state universities pointed out that there were 7 elements and 75 indicators verified by the experts with the appropriateness rated in more level (x̅ = 4.39).

2. The results of developing the management model for office excellence in state universities yielded that there were 5 sections; section 1 was principles, concepts and objectives, section 2 was office excellence management consisted of 1) leadership, 2) strategies, 3)customers, 4) evaluation, analysis and knowledge management, 5) personnel, 6) process and 7) output, section 3 was guidelines of implementation, section 4 was evaluation, section 5 was conditions and results of evaluation. The model for office excellence management in state universities evaluated by the experts shown the appropriateness rated in the most level (x̅ = 4.67).

3. The results of the management model for office excellence in state universities evaluation revealed that before the processing of management model for office excellence, overall of management rated in more level (x̅ = 3.63), after the processing of management, overall rated in the most level (x̅ = 4.61 ) compared with mean of office excellence management in state universities.

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อพัฒนารูปแบบการบริหารจัดการเพื่อความเป็นเลิศของสำนักงานในมหาวิทยาลัยรัฐ โดยการใช้กระบวนการวิจัยและพัฒนา (Research and Development) ดำเนินการ 3 ระยะ คือ ระยะที่ 1 ศึกษาองค์ประกอบและตัวบ่งชี้การบริหารจัดการเพื่อความเป็นเลิศของสำนักงานในมหาวิทยาลัยรัฐ ระยะที่ 2 การพัฒนารูปแบบการบริหารจัดการเพื่อความเป็นเลิศของสำนักงานในมหาวิทยาลัยรัฐ ระยะที่ 3 การศึกษาผลการใช้รูปแบบการบริหารจัดการเพื่อความเป็นเลิศของสำนักงานในมหาวิทยาลัยรัฐไปใช้ เครื่องมือที่ใช้เก็บรวบรวมข้อมูล ได้แก่ แบบสอบถาม แบบประเมิน แบบสัมภาษณ์สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยสรุปได้ดังนี้

1. ผลการศึกษาองค์ประกอบและตัวบ่งชี้การบริหารจัดการเพื่อความเป็นเลิศของสำนักงานในมหาวิทยาลัยรัฐ มี 7 องค์ประกอบ จำนวน 75 ตัวบ่งชี้ ยืนยันโดยผู้ทรงคุณวุฒิมีความเหมาะสม อยู่ในระดับมาก (x̅ = 4.39)

2. ผลการพัฒนารูปแบบการบริหารจัดการเพื่อความเป็นเลิศของสำนักงานในมหาวิทยาลัยรัฐ ที่พัฒนาขึ้น ประกอบด้วย 5 ส่วน คือ ส่วนที่ 1 หลักการ แนวคิด และวัตถุประสงค์ ส่วนที่ 2 การบริหารจัดการเพื่อความเลิศของสำนักงาน ประกอบด้วย 1) การนำองค์กร 2) กลยุทธ์ 3) ลูกค้า 4) การวัด การวิเคราะห์ และการจัดการความรู้ 5) บุคลากร 6) ระบบปฏิบัติการ และ 7) ผลลัพธ์ ส่วนที่ 3 แนวทางการนำไปใช้ ส่วนที่ 4 การประเมินผล ส่วนที่ 5 เงื่อนไข และผลประเมิน การพัฒนารูปแบบการบริหารจัดการเพื่อความเป็นเลิศของสำนักงานในมหาวิทยาลัยรัฐ ผลการประเมินโดยผู้ทรงคุณวุฒิ มีความเหมาะสมระดับมากที่สุด (x̅ = 4.67)

3. ผลการประเมินการพัฒนารูปแบบการบริหารจัดการเพื่อความเป็นเลิศของสำนักงานในมหาวิทยาลัยรัฐไปใช้ พบว่า ก่อนดำเนินการพัฒนารูปแบบการบริหารจัดการเพื่อความเป็นเลิศของสำนักงานในมหาวิทยาลัยรัฐ โดยรวมอยู่ในระดับมาก (x̅ = 3.63) ส่วนหลังการดำเนินการพัฒนารูปแบบการบริหารจัดการเพื่อความเป็นเลิศของสำนักงานในมหาวิทยาลัยรัฐโดยรวมอยู่ในระดับมากที่สุด (x̅ = 4.61) เมื่อเปรียบเทียบค่าเฉลี่ยการบริหารจัดการเพื่อความเป็นเลิศของสำนักงานในมหาวิทยาลัยรัฐ
